Carter Murray is partnering with a leading financial institution to appoint a VP Systems Development based in Riyadh.

This is a critical leadership role responsible for overseeing the full spectrum of IT systems and infrastructure within the Saudi office. You’ll lead a high-performing team, manage key regulatory and banking platforms, and collaborate with regional and global stakeholders to ensure operational excellence and compliance.

Key Responsibilities:

• Lead and manage the Riyadh Systems team, ensuring delivery of IT services and infrastructure support.
• Oversee critical banking systems including SARIE and Tantfeeth/Watheeq, ensuring uptime, compliance, and incident resolution.
• Act as the primary liaison with regulators, vendors, and internal stakeholders on all systems-related matters.
• Ensure the branch’s cybersecurity, disaster recovery, and business continuity frameworks are robust and up to date.
• Drive continuous improvement in systems operations, documentation, and team development.
• Support audits, risk assessments, and regulatory reporting requirements.
• Collaborate with regional and global teams to align local systems with broader technology strategies.

Requirements:

• 7+ years of experience in IT systems management within financial services.
• Proven track record in managing infrastructure, incidents, and regulatory systems in a banking environment.
• Strong technical expertise in Windows Server, Active Directory, Linux, Sybase, Citrix, and cybersecurity protocols.
• Experience with SARIE and T24 systems is highly desirable.
• Excellent leadership, communication, and stakeholder management skills.
• Strong understanding of regulatory frameworks and IT governance in Saudi Arabia.
