المهام والمسؤوليات
- إجراء تسجيل الموردين وفحوصات التأهيل المسبق وفقًا لعمليات الشركة.
- إجراء مسح شامل للسوق لتحديد وتحديد وتوصية بقوائم مختصرة من الموردين المؤهلين بما يتوافق مع متطلبات الشراء أو التعاقد.
- تقييم ومراقبة قاعدة الموردين المعتمدة باستمرار لضمان أداء فني ومالي يتوافق مع متطلبات أمر الشراء.
- تنفيذ عمليات المشتريات بشكل كامل بما في ذلك إعداد وإصدار ومعالجة أوامر الشراء (POs) وطلبات عروض الأسعار (RFQs) وجميع مستندات المشتريات ذات الصلة.
- ضمان تسليم السلع والخدمات للإدارات الطالبة ضمن الأطر الزمنية المتفق عليها ومعايير الجودة وحدود الميزانية المعتمدة.
- تحديد أي انحرافات عن خطط المشتريات المعتمدة والإبلاغ عنها فورًا واتخاذ الإجراءات التصحيحية بالتعاون مع الإدارات المعنية.
- دعم إعداد ومراجعة عقود المشتريات مع ضمان التوافق مع سياسات الشركة واللوائح المحلية والمعايير الدولية.
- ضمان امتثال جميع أنشطة التوريد والتعاقد للأطر التنظيمية السارية ومتطلبات الحوكمة الداخلية.
- إعداد تقارير أداء الموردين المفصلة بما في ذلك التقييمات والنتائج وتوصيات التحسين لتخفيف المخاطر والحفاظ على الجودة.
- الحفاظ على سجلات دقيقة ومحدثة للمشتريات داخل نظام Oracle ERP.
- دعم إعداد لوحات معلومات المشتريات الدورية وتقارير مؤشرات الأداء الرئيسية (KPIs) لمراجعة الإدارة.
الشروط والمتطلبات
- درجة البكالوريوس في إدارة الأعمال أو إدارة سلسلة التوريد أو المشتريات أو تخصص ذي صلة.
- شهادة CIPS أو CSCP أو CPP أو ما يعادلها من شهادات المشتريات/سلسلة التوريد (ميزة إضافية).
- خبرة لا تقل عن 3 سنوات في المشتريات، بما في ذلك سنة واحدة على الأقل في دور أخصائي مشابه، ويفضل في مجال الطيران أو البنية التحتية أو الخدمات.
- إجادة اللغتين العربية والإنجليزية (شرط أساسي).
- المهارات التقنية: نظام Oracle ERP (وحدة المشتريات) - مايكروسوفت أوفيس متقدم (Excel, PowerPoint, Word) - معرفة المشتريات (المصادر، تقييم العروض، دورة حياة العقد، مؤشرات أداء الموردين) - الوعي بلوائح المشتريات السعودية والامتثال التجاري الدولي.

We are seeking a highly skilled Risk & Compliance Senior Specialist to join our team and drive the identification, assessment, and mitigation of risks while ensuring compliance with all relevant laws, regulations, and internal policies. This role plays a critical part in safeguarding the organization's reputation and operational continuity within a complex and regulated aviation environment. The successful candidate will collaborate with multiple departments to embed a culture of compliance and risk awareness throughout the organization.
Job Purpose
The Procurement Specialist is responsible for executing end-to-end procurement activities within the Procurement & Contracts department under Shared Services. This role drives the sourcing of qualified suppliers, negotiates contracts, manages vendor relationships, and ensures that all procurement operations comply with Tibah Airports Operation Company's policies, budgetary constraints, and quality standards enabling the organization to obtain high-quality products and services at competitive prices.
Responsibilities
Education requirements: Bachelor's Degree in Business Administration, Supply Chain Management, Procurement, or a related discipline.
Certification Requirements: CIPS, CSCP, CPP or equivalent procurement/supply chain certification is an advantage.
Experience: Minimum 3 years of relevant procurement experience, including at least 1 year in a similar specialist role preferably within the aviation, infrastructure, or services industry.
Languages: Fluent in Arabic & English (required).
Technical Skills:
ERP Systems Oracle Procurement module specifics.
MS Office advanced Excel, PowerPoint, Word.
Procurement Knowledge sourcing, bid evaluation, contract lifecycle, supplier KPIs.
Regulatory Awareness Saudi procurement regulations and international trade compliance.

- Conduct vendor registration and pre-qualification checks in accordance with company processes and requirements
- Perform comprehensive market sweeps to identify, define, and recommend qualified vendor shortlists that meet procurement or contracting request specifications
- Continuously evaluate and monitor the approved vendor base to ensure technical and financial performance aligns with purchase order requirements
- Implement end-to-end procurement operations including preparation, issuance, and processing of Purchase Orders (POs), Requests for Quotation (RFQs), and all related procurement documents
- Ensure that goods and services are delivered to requesting departments within agreed timelines, quality standards, and approved budget limits
- Identify and promptly report any deviations from approved procurement plans and implement corrective actions in collaboration with concerned departments
- Support the preparation and review of procurement contracts, ensuring alignment with company policies, local regulations, and international standards
- Ensure all sourcing and contracting activities comply with applicable regulatory frameworks and internal governance requirements
- Prepare detailed supplier performance reports, including evaluations, findings, and improvement recommendations to mitigate risks and uphold quality
- Maintain accurate and up-to-date procurement records within the Oracle ERP system
- Support the preparation of periodic procurement dashboards and KPI reports for management review
