Key Responsibilities
Learning & Development Strategy
- Develop and execute the company's annual training and development strategy aligned with business objectives.
- Identify organizational competency gaps and establish training initiatives to address current and future workforce requirements.
- Design learning frameworks that support leadership development, technical excellence, and succession planning.
Training Needs Analysis
- Conduct organization-wide training needs assessments across corporate offices, project sites, and operational functions.
- Partner with department heads and business leaders to identify skill gaps and development priorities.
- Establish competency matrices for key technical, operational, and leadership roles.
Training Program Management
- Design, coordinate, and manage internal and external training programs.
- Oversee technical, safety, compliance, leadership, project management, and professional development training initiatives.
- Ensure effective onboarding and orientation programs for new employees.
Leadership & Talent Development
- Develop leadership development programs for supervisors, managers, and future leaders.
- Support succession planning initiatives through targeted development plans.
- Implement coaching, mentoring, and high-potential employee development programs.
Vendor & Stakeholder Management
- Manage relationships with training providers, universities, certification bodies, and professional institutions.
- Evaluate training vendors and negotiate service agreements to maximize value and quality.
- Coordinate with project teams and business units to ensure training delivery meets operational requirements.
Learning Systems & Reporting
- Manage Learning Management Systems (LMS) and employee training records.
- Monitor training effectiveness through assessments, feedback, and performance improvement metrics.
- Prepare periodic reports on training activities, budgets, compliance status, and ROI.
Compliance & Regulatory Training
- Ensure compliance with Saudi labor regulations, Saudization requirements, and industry training standards.
- Coordinate mandatory training related to HSE, quality management, project controls, and technical certifications.
- Maintain accurate training documentation and audit readiness.
Budget Management
- Develop and manage the annual training budget.
- Track training expenditures and optimize utilization of training resources.
- Ensure cost-effective delivery of learning initiatives.
Qualifications & Experience
- Bachelor's Degree in Human Resources, Business Administration, Organizational Development, Education, Engineering, or a related field.
- Master's Degree is preferred.
- Professional certifications such as CIPD, SHRM, ATD, CPTD, or equivalent are preferred.
- 10-15 years of experience in Learning & Development, Training, Talent Development, or Organizational Development.
- Minimum 5 years in a managerial or leadership role.
- Experience within construction, engineering, infrastructure, contracting, industrial, or project-based organizations is highly preferred.
- Experience managing large-scale workforce training programs across multiple locations.
