المهام والمسؤوليات
- تقديم استشارات استراتيجية لقائد القوات الجوية الملكية السعودية وهيئة الأركان بشأن قرارات العمليات الجوية والفضائية.
- إعداد أوراق بحثية على مستوى الدراسات العليا وملخصات تنفيذية وإيجازات للقائد والقيادة العليا.
- تقديم توصيات بشأن إجراءات التشغيل ومبادرات التحول للقوات الجوية الملكية السعودية.
- إعداد توصيات لإعادة تأهيل الطائرات وإعادة الاستثمار والصيانة والتخلص منها.
- إعداد تحليلات وتقارير ودراسات متعمقة ونقدية تغطي كامل برامج القوات الجوية الملكية السعودية.
- إجراء البحوث والتحليلات حول المواضيع الرئيسية من مصادر داخلية وخارجية تتعلق بالأجندة الاستراتيجية للقوات الجوية الملكية السعودية.
- تعزيز أهداف القوات الجوية الملكية السعودية من خلال المشاركة الفاعلة على جميع مستويات الأركان.
- ضمان نقل وجهات النظر ذات الصلة حول برامج القوات الجوية الملكية السعودية عبر جميع مستويات الأركان إلى القائد.
- تحضير اجتماعات فريق القيادة العليا بما في ذلك جدول الأعمال والمحتوى والرسائل الرئيسية.
- تسهيل إدارة تبادل المعلومات مع القائد لضمان التواصل الفعال عبر الأركان.
- ضمان رفع الاستفسارات العاجلة والقضايا الناشئة إلى انتباه القائد.

- يكون قدوة وممثلًا للقائد وهيئة الأركان والقوات الجوية الملكية السعودية.
- الامتثال لجميع سياسات وإجراءات ومعايير وممارسات القوات الجوية الملكية السعودية.
- أداء مهام أخرى حسب توجيهات القائد ضمن نطاق وقيود اتفاقية المساعدة الفنية (TAA).
الشروط والمتطلبات
- درجة الماجستير مع 15 عامًا كحد أدنى من الخبرة المباشرة ذات الصلة؛ يمكن النظر في خبرة إضافية بدلاً من الدرجة المتقدمة.
- يفضّل بشدة أن يكون بريجادير جنرال متقاعد (O-7) من القوات الجوية الأمريكية؛ يمكن النظر في كولونيل متقاعد (O-6) بخبرة طيران استثنائية وخلفية في العلاقات الدولية.
- خريج من المستوى الأعلى للتعليم العسكري المهني (PME).
- خبرة سابقة في القوات الجوية الأمريكية أو هيئة الأركان المشتركة الأمريكية في دعم القيادة العليا.
- معرفة مثبتة بعمليات القتال الجوي والفضائي والتخطيط والاتصالات والتدريب.
- خبرة في ممارسات الاستحواذ الدولية بما في ذلك مراقبة الأسلحة والمعدات عالية التقنية.

The advisor will provide graduate-level papers, executive summaries, and briefings to the Commander and senior leadership, as well as facilitate timely and comprehensive coordination with external agencies.
The Senior Executive Advisor will support the RSAF Commander by:
- Providing advice on the operational procedures and transformation initiatives for the RSAF.
- Preparing recommendations for aircraft retrofit, recapitalization, sustainment, and disposal.
- Proactively preparing in-depth, critical analyses, reports, studies, briefings and recommendations covering the full spectrum of the RSAF Programs.
- Conducting research and analyses on key topics from internal and external sources on selected topics regarding the RSAF strategic agenda and prepare input for the Commander.
- Promoting RSAF objectives through active engagement at all levels of staff.
- Ensuring relevant perspectives regarding RSAF Programs across all staff levels are articulated to the Commander.
- Preparing senior leadership team meetings, including agenda, content, and key messages.
- Facilitating management of Commander's information exchange to ensure effective communication across staff.
- Ensuring urgent inquiries and emerging issues are brought to the Commander's attention.
- Participate actively in relevant ad-hoc projects.
- Keep up to date on global military trends and innovations to enable robust input and analysis.
- Write occasional "think pieces" examining larger trends and implications for the RSAF portfolio.
- Be a role model and representative for the Commander, Commander's staff, and the RSAF.
- Adhere to all RSAF policies, procedures, standards and practices.
- Other duties as directed by the Commander and within the scope, limitations and provisos, and restrictions of the CETS Technical Assistance Agreement (TAA).
- Master's degree and minimum 15 years' directly relevant experience; additional experience may be considered in lieu of advanced degree.
- Retired USAF Brigadier General or above (O-7) strongly preferred; retired USAF Colonel (O-6) with exceptional aviation experience and international relations background would be considered.
- Graduate of senior-level Professional Military Education (PME).
- Previous experience on United States Air Force or US Joint Staff delivering support to senior leadership.
- Demonstrated knowledge of Air and Space combat operations, planning, communications, and training.
- Experience in international acquisition practices including arms control and high-tech equipment.
- Ability to work long hours and travel as necessary and governed by contract provisions.
- Proven performance supporting all aspects of Base Operations, Sector Operations, and contractual compliance with demonstrated performance in program management and associated tools.
- Demonstrated communication ability adept at designing professional presentations and public speaking.
- Strategic and top-down problem-solving capabilities and able to think holistically with attention to detail.
- Strong analytical skills able to translate data into easy-to-understand briefs that drive strategic decisions.
- Highly-developed communication aptitude, both written and verbal, with an ability to prepare high-level reports for the Commander and staff, and communicate complex issues and concepts clearly, succinctly.
