Position Summary

The Vice President - Project Development will lead the end-to-end development of strategic real estate and infrastructure projects, from concept creation and feasibility assessment through design development, procurement, construction, handover, and asset optimization. The role requires a highly experienced executive capable of translating business objectives into successful developments while ensuring commercial viability, operational excellence, and long-term value creation.

The successful candidate will oversee multidisciplinary teams, consultants, developers, contractors, and strategic partners to ensure projects are delivered on time, within budget, and aligned with organizational objectives and governance requirements.

Key Responsibilities

Strategic Leadership

• Develop and execute the organization’s project development strategy in alignment with corporate objectives.
• Identify and evaluate new development opportunities, partnerships, and investment initiatives.
• Lead the formulation of development roadmaps and project portfolios.
• Provide executive recommendations regarding project prioritization, risk exposure, and investment decisions.

Development Management

• Lead the complete project development lifecycle from inception to completion.
• Oversee feasibility studies, market analysis, business cases, and financial modeling.
• Direct master planning, design management, and development strategies for large-scale projects.
• Ensure projects meet commercial, operational, and regulatory requirements.

Financial & Commercial Oversight

• Manage project budgets, cash flow forecasts, investment evaluations, and financial performance.
• Drive value engineering initiatives to maximize project returns and optimize capital expenditure.
• Review and approve procurement strategies, tendering processes, and commercial agreements.
• Monitor project profitability and ensure achievement of targeted returns.

Stakeholder & Governance Management

• Build and maintain strategic relationships with government entities, investors, consultants, operators, and development partners.
• Present project updates, investment recommendations, and strategic reports to executive leadership and boards.
• Ensure compliance with governance frameworks, regulatory requirements, and corporate policies.

Project Delivery Oversight

• Monitor project execution, design progress, procurement activities, and construction performance.
• Ensure effective risk management and mitigation throughout project lifecycles.
• Drive project controls, scheduling, quality assurance, and cost management processes.
• Resolve critical project issues and ensure successful project delivery.

Team Leadership

• Lead, mentor, and develop high-performing development and project management teams.
• Establish performance standards and succession plans across the function.
• Foster a culture of innovation, accountability, collaboration, and continuous improvement.

Qualifications & Experience

Education

• Bachelor's Degree in Engineering, Architecture, Construction Management, Real Estate Development, or a related field.
• Master's Degree in Business Administration, Real Estate Development, Engineering Management, or a related discipline is preferred.

Experience

• Minimum 20 years of progressive experience in real estate development, project development, engineering, or construction management.
• At least 10 years in executive leadership positions overseeing major development portfolios.
• Proven track record managing large-scale mixed-use, hospitality, commercial, residential, and infrastructure developments.
• Demonstrated experience in feasibility studies, project financing, development economics, and investment analysis.
• Experience managing projects valued in the billions and leading multidisciplinary teams.
