Job Summary
Purpose of the Role
To develop and enhance the operating model and governance framework of the Executive Office by defining roles and responsibilities, authority matrices, procedures, reporting mechanisms, and escalation processes to ensure effective decision-making, accountability, and operational efficiency.
Key Responsibilities
- Analyze the current governance and operating environment and identify gaps related to roles, authorities, committees, reporting mechanisms, and decision-making processes.
- Design the Target Operating Model (TOM), value chain, key functions, and operational relationships within the Executive Office.
- Develop the proposed organizational structure and define roles, responsibilities, accountability frameworks, and RACI matrices among relevant stakeholders.
- Develop authority and delegation matrices, escalation mechanisms, reporting cycles, and the operational governance framework.
- Design procedures manuals, forms, and templates related to meeting management, decision logging, referrals, follow-up processes, and closure activities.
- Identify the skills and competencies required for Executive Office personnel and align them with roles and operational deliverables.
- Support benchmarking activities and translate best practices into practical solutions tailored to the nature and requirements of the organization.
Technical Skills and Experience
- Proven expertise in designing Target Operating Models (TOM) for government and regulatory entities.
- Strong experience in developing Governance and Compliance frameworks to ensure clarity in decision-making, assignments, and follow-up processes.
- Expertise in developing Authority Matrices and Segregation of Duties (SoD) policies within executive governance environments.
- Advanced capability in developing and documenting Policies and Procedures.
- Strong understanding of organizational design, governance structures, and operational excellence practices.
- Experience in defining accountability frameworks, reporting structures, and performance monitoring mechanisms.
- Excellent analytical, problem-solving, and stakeholder management skills.
- Ability to develop practical governance solutions aligned with organizational objectives and regulatory requirements.
