الشروط والمتطلبات

  • الإقامة في مقاطعة من المقاطعات التالية أو المقاطعات المتاخمة لها: ويلسون، واين، غرين، ناش، هاليفاكس، بيت، كرافن، بيرتي، غيتس.
  • القدرة على السفر بشكل مستقل، أحياناً بإنذار قصير، داخل المنطقة المخصصة وإلى المكتب المركزي في رالي، مع مبيت ليلي عند الحاجة.
  • حيازة رخصة قيادة سارية ونشطة دون قيود.
  • القدرة على رفع/حمل أمتعة شخصية ومواد/معدات عمل تزن 20-50 رطلاً.
  • القدرة على المشي لمسافات طويلة والوقوف لفترات زمنية أثناء أنشطة التفتيش.

Description Of Work

The Adult Care Licensure Team Supervisor position serves as the Team Supervisor for surveyors in the Adult Care Licensure Section, providing leadership and oversight for regulatory activities that ensure licensed adult care and family care homes comply with State requirements.

The role operates within a statewide regulatory framework responsible for protecting the health, safety, and rights of residents in assisted living settings. It manages survey operations, reviews and validates survey findings, and contributes to licensing decisions through structured monitoring and quality assurance processes. This position supports collaboration with facilities, County Departments of Social Services, and other partners by offering technical assistance and coordinating regulatory activities.

The Adult Care Licensure Team Supervisor position will be home-based in the Eastern region of the state and applicants should reside in Wilson, Wayne, Greene, Nash, Halifax, Pitt, Craven, Bertie, Gates or contiguous counties. This position requires occasional travel, sometimes on short notice, mainly within the assigned region and to the central office in Raleigh. Travel includes occasional overnight stays. Position may utilize a state vehicle if available, a rental vehicle or their personal vehicle for travel. Travel expenses, including food, lodging, and transportation, are compensated by the State of North Carolina at the NC Office of State Budget and Management’s established rates.

Key Duties Include

  • Direct team operations by coaching, directing, and overseeing surveyors’ work activities.
  • Schedule and track survey assignments to ensure timely and coordinated survey activity across the region.
  • Review survey reports for accuracy, timeliness, and legal defensibility prior to licensure action decisions.
  • Analyze survey findings to determine compliance with applicable rules and statutes.
  • Document regulatory findings in a clear, complete, and legally defensible manner.
  • Provide technical assistance to adult care providers and prospective applicants.
  • Deliver regulatory oversight and guidance to County Departments of Social Services staff.
  • Coordinate communication and workflow activities to maintain effective performance management and quality assurance processes.
  • Support policy implementation by applying regulatory standards and contributing to Section-level initiatives.
  • Manage regional field operations through regular travel, scheduling coordination, and collaboration with central office leadership.

Salary Grade Range: $66,696.00 - $110,049.00

Recruitment Range: $66,696.00 - $83,913.00

  • Demonstrated experience conducting regulatory surveys of adult care or assisted living facilities, including documenting findings in a timely and legally defensible manner using established review processes.
  • Proven track record of leading teams through scheduling, coordinating, and reviewing survey activities, with consistent application of performance management and quality assurance practices to ensure operational accuracy.
  • Expert‑level proficiency in analyzing survey results to determine compliance with State rules and statutes, applying regulatory standards to make informed recommendations for licensure actions.
  • Demonstrated experience providing technical assistance to facilities, County Departments of Social Services staff, and other stakeholders to support rule interpretation, regulatory compliance, and program implementation.
  • Strong written and verbal communication skills supported by experience preparing detailed reports, conducting stakeholder communication, and coordinating survey‑related information across interdisciplinary teams.

  • Must be able to lift/carry personal luggage and work materials/equipment (20-50 pounds).

About The Division Of Health Service Regulation

The Division of Health Service Regulation oversees medical, mental health and adult care facilities, emergency medical services, and local jails. We check to see that people receiving care in these facilities are safe and receive appropriate care. We make certain that medical buildings are built only when there is a need for them.

About The Adult Care Licensure Section

The Adult Care Licensure Section licenses and regulates adult care homes and provides supervision, and consultation. The section also provides training and technical assistance to county departments of social services staff who regularly monitor the compliance status of the facilities in terms of rules and quality services. Training and other support services are provided to facility staff to enhance their ability to meet the needs of residents.
