About the job:

The HSSE Assurance Manager is responsible for establishing, implementing, and assuring compliance with the Company’s Health, Safety, Security and Environmental (HSSE) Management System across all operations within the Kingdom of Saudi Arabia.

This role ensures full alignment with international standards (ISO 14001, ISO 45001), national regulatory frameworks, and client-specific requirements including Saudi Aramco, SEC, SABIC, and PIF

Skills and Responsibilities:

• HSE Management System Governance: Lead the implementation, maintenance, and continuous improvement of the Company HSE Management System in line with ISO 14001, ISO 45001, and corporate requirements.
• In-Country Regulatory Compliance: Ensure compliance with all applicable Saudi Arabian HSE regulations, ministerial requirements, and industry frameworks, maintaining full legal compliance across all operations. Align company procedures with client-specific systems and expectations.
• Client Compliance Assurance: Ensure alignment with client-specific HSE standards, including Saudi Aramco GIs, SEC regulations, SABIC requirements, and PIF project expectations. Perform gap analyses against client and regulatory requirements and track closure of actions. Implement HSSE interface arrangements with client management systems
• Audit & Assurance Program: Develop and execute a risk-based audit and assurance program covering corporate offices, project sites, and subcontractors to assure compliance with the HSSE Management system and the international standards. (ISO 14001, 45001).
• Tender & Pre-Contract HSE Support: Provide HSE input into tender submissions, including compliance statements, risk identification, method statements, and evaluation of subcontractor HSE capability. Support tender submissions with HSE documentation, philosophies, and compliance matrices. Identify project-specific HSE risks during bidding and define mitigation strategies.
• Subcontractor HSE Assurance: Lead and evaluate subcontractor HSE capabilities during prequalification HSE prequalification, and ongoing performance monitoring of subcontractors and suppliers along with Procurement.
• Incident Investigation & Learning: Support oversee incident investigations using structured methodologies (e.g., TapRoot, ICAM). Monitor and track HSSE investigations timely close out of corrective actions to prevent recurrence and validating the effectiveness of the closeout of corrective actions in a timely manner, ensuring lessons learned are embedded across the organization.
• Risk Management & Assurance: Oversee HSE risk management processes, ensuring hazards are identified, assessed, and controlled in line with ALARP principles.
• Leadership & Culture: Promote a proactive HSE culture through visible leadership, coaching, and engagement with project and functional teams.
• Reporting & Governance: Provide regular HSE performance reporting to senior management, including trends, compliance status, and improvement initiatives.

Competency Assurance: Develop, maintain, and deliver an effective HSSE training plan and monitor

Your knowledge/skills, education, and experience:

Knowledge/ Qualification/ Training/ Certification:

• Bachelor’s degree in occupational health & safety, Environmental Science, Engineering, or related discipline (master’s preferred).
• NEBOSH Diploma or equivalent (mandatory).
• ISO 14001 & ISO 45001 Lead Auditor certification (required).
• Incident investigation certification (e.g., TapRoot, ICAM or equivalent).
• Membership of a recognized professional body (e.g., IOSH – Chartered status preferred).
• Minimum 12–15 years HSE experience within oil & gas, energy, or infrastructure sectors.
• Minimum 5 years in an HSE assurance / governance role.
• Demonstrated experience working in the Kingdom of Saudi Arabia with strong knowledge of regulatory frameworks.
• Proven experience supporting tier-1 client projects (Saudi Aramco, SEC, SABIC, PIF).
• Experience supporting tendering and pre-contract HSE activities.

• Stakeholder Management: Strong engagement skills with clients, regulators, and internal leadership teams.
• Leadership & Influence: Ability to drive HSE performance and culture without direct authority across matrix organizations.
