Safety Officer / Safety Supervisor

Location: Jubail, Saudi Arabia

Job Summary

Takamul Project Management is seeking a qualified and experienced Safety Officer / Safety Supervisor to join our industrial construction project in Jubail. The successful candidate will be responsible for implementing, monitoring, and enforcing Health, Safety & Environmental (HSE) requirements while ensuring full compliance with company procedures, client standards, and applicable Saudi regulations. The role requires proactive site supervision, strong safety leadership, and the ability to promote a positive safety culture throughout the project.

Key Responsibilities

• Implement and enforce HSE policies, procedures, and safe work practices across the project site.
• Conduct routine site inspections to identify unsafe acts, unsafe conditions, and recommend corrective actions.
• Perform Risk Assessments (RA), Job Safety Analyses (JSA), and Hazard Identification prior to work execution.
• Ensure strict compliance with the Permit to Work (PTW) system and other client safety requirements.
• Conduct daily toolbox talks, safety briefings, and induction programs for employees, subcontractors, and visitors.
• Monitor compliance with PPE requirements and safe work procedures.
• Investigate incidents, accidents, near misses, and unsafe conditions, preparing detailed investigation reports with corrective and preventive actions.
• Maintain HSE records, inspection reports, incident logs, training records, and statutory documentation.
• Coordinate emergency preparedness activities, including emergency drills and evacuation exercises.
• Support internal and external HSE audits and ensure timely closure of audit findings.
• Coordinate with project management, clients, contractors, and regulatory authorities on all HSE matters.
• Promote continuous safety awareness and foster a proactive safety culture across the project.

Minimum Qualifications

• Occupational Health & Safety, Environmental Science, or a related discipline.
• NEBOSH International General Certificate (IGC) is mandatory (preferred).
• OSHA 30-Hour certification is an added advantage.
• Valid First Aid certification is preferred.

Experience Requirements

• Minimum 3-5 years of relevant HSE experience.
• Previous experience in industrial construction projects is mandatory.
• Experience in industrial, or EPC projects is highly preferred.
• Experience working in Jubail Industrial City is an advantage.

Technical Knowledge

The successful candidate should have practical experience with:

• Saudi HSE regulations and international safety standards.
• Permit to Work (PTW) systems.
• Risk Assessment (RA) and Job Safety Analysis (JSA).
• Incident investigation and root cause analysis.
• Emergency preparedness and response.
• PPE compliance and hazard identification.
• HSE reporting and documentation.
• Safety inspections and compliance monitoring.

Knowledge of Saudi Aramco, SABIC, or Royal Commission Jubail HSE standards will be considered a strong advantage.

• ISO 45001 Internal Auditor
• First Aid
• Fire Warden / Fire Marshal
• Confined Space
• Working at Heights
• Scaffolding Safety
• Defensive Driving (if applicable)
