The Operations Director – ORT (Operational Readiness Team) supports the General Manager by leading day-to-day operational readiness work throughout design, engineering, construction, commissioning, startup, and ramp-up of the REE (Rare Earth Elements) project. The role ensures operational, maintenance, laboratory, quality, and support requirements are translated into practical plans, organizational capability, and site readiness so the plant can be handed over ready to operate safely, reliably, and in line with product quality targets.

Key Accountabilities

Design Integration

• Represent operations requirements in design reviews and ensure operability, maintainability, reliability, safety, laboratory, quality control, utility, warehousing, and maintenance-access needs are embedded in the design.

Construction Readiness

• Coordinate with project and EPCM teams to ensure systems, vendor documentation, commissioning support, spares, tools, consumables, and site facilities are delivered in line with startup and operational needs.

Startup & Ramp-up

• Lead detailed readiness for commissioning and startup, support early operations stabilization, and ensure the plant can ramp up safely while achieving recovery and product quality requirements.

Operating Model & Resources

• Translate design and operating philosophy into organization structure, shift coverage, headcount, role profiles, capability requirements, and mobilization plans for operations and maintenance.

Recruitment & Capability

• Work with HR and leadership to identify, recruit, onboard, and prepare key operating, maintenance, laboratory, and technical support personnel ahead of handover.

Systems & Procedures

• Drive development of SOPs, work instructions, maintenance strategies, inspection plans, quality procedures, laboratory routines, emergency response, and reporting tools required for operational readiness.

Interface Management

• Act as the principal operational readiness interface under the GM across project, commissioning, OEMs, vendors, and future site leadership to close readiness gaps early.

Minimum Qualifications, Experience and Competencies

Key Responsibilities / Qualifications

• Support the GM ORT in embedding operational and maintenance requirements into design and construction decisions.
• Lead readiness planning for safe commissioning, startup, and controlled ramp-up with no avoidable quality issues.
• Develop the future operating model, manpower plan, and organization structure for operations, maintenance, laboratory, and support teams.
• Lead recruitment planning, onboarding, and readiness of the personnel required to operate and maintain the plant.
• Ensure procedures, training, spare parts, systems, laboratory readiness, and operational governance are in place before handover.

Minimum Experience

• 12–23+ years in mining, minerals processing, hydrometallurgy, or chemical process industries, including leadership in project-to-operations transition, commissioning, startup, or early operations support.
• Proven REE (Rare Earth Elements) experience from design/study stage through construction, commissioning, startup, and operating support.
• Strong understanding of REE (Rare Earth Elements) processing, product quality management, laboratory control, maintenance readiness, and ramp-up risks.
• Demonstrated ability to identify resource requirements, build operational structures, and support recruitment and capability development for operating and maintenance organizations.
• Uranium processing or project experience is a strong plus.
• Degree in Metallurgical, Chemical, Mineral Processing, or related engineering discipline; postgraduate qualifications are desirable.
