We are seeking an experienced Surveying Manager to join our team and lead all surveying-related functions across a major programme. This role is suited to a technically strong and organized professional who can manage survey operations, geospatial data, and GIS integration while ensuring accuracy, compliance, and alignment with project delivery objectives.

The Surveying Manager will be responsible for overseeing surveying strategy, standards, and execution within the PMO environment. The role includes reviewing survey data and deliverables, supporting project controls, and ensuring that all surveying and geospatial activities align with project requirements, schedules, quality standards, and regulatory obligations. The role will also support the effective use of GIS and spatial data systems to enhance planning, reporting, asset visibility, and decision-making across projects.

Key Responsibilities

• Lead and manage all surveying activities/studies across the programme.
• Establish surveying procedures, methodologies, standards, and controls to ensure consistency and accuracy.
• Oversee the integration of GIS data with surveying outputs to support planning, design coordination, reporting, and asset management.
• Review and validate topographic, boundary, as-built, setting out, and construction survey data and deliverables.
• Coordinate with project managers, design teams, engineering consultants, contractors, and site teams to support project execution.
• Ensure survey and geospatial activities are aligned with project schedules, budgets, and reporting requirements.
• Monitor the performance of survey consultants, subcontractors, GIS specialists, and internal survey teams.
• Support planning, risk management, and progress tracking by providing accurate survey data, mapping, and spatial analysis.
• Verify compliance with relevant local regulations, client requirements, and QA/QC standards.
• Oversee the use and calibration of survey equipment and technologies, including GPS, total stations, laser scanning, GIS platforms, and related software.
• Review land survey records, mapping data, geospatial information, and technical documentation to support decision-making.
• Ensure proper management, organization, and maintenance of spatial databases, maps, and survey records.
• Prepare regular reports, dashboards, maps, and technical presentations for PMO leadership and project stakeholders.
• Identify issues, discrepancies, and risks in surveying and GIS outputs, and implement corrective actions where needed.
• Contribute to tender reviews, technical evaluations, and consultant/contractor selection related to surveying and geospatial services.

Requirements

• Bachelor’s degree in Surveying, Geomatics, GIS, Civil Engineering, or a related discipline.
• Minimum 15 years of experience in surveying, with substantial exposure to large-scale infrastructure, real estate, or construction projects.
• Previous experience in a PMO, developer, client-side, or multi-project environment is highly preferred.
• GCC or Saudi Arabia experience preferred.
• Strong knowledge of survey methodologies, geodetic principles, coordinate systems, construction surveying practices, and geospatial data management.
• Working knowledge of GIS concepts, spatial analysis, mapping standards, and integration of survey data into GIS platforms.
• Familiarity with local authority requirements, regulations, and approval processes within GCC markets is an advantage.
• Proficiency in survey software and tools such as AutoCAD Civil 3D, ArcGIS, QGIS, and common surveying data-processing applications.
• Strong understanding of QA/QC procedures, technical reporting, data management, and project coordination.
• Proven ability to manage teams, consultants, and multiple stakeholders across complex projects.
• Excellent communication, leadership, analytical, and organizational skills.
• Professional certification or registration in surveying or GIS is an advantage
