Job Overview

We are hiring a Cards Technical Implementation Lead on behalf of a leading financial services client in Saudi Arabia. This is an exciting opportunity to lead the end-to-end technical implementation of next-generation card programs, including consumer credit cards, wallet-linked prepaid cards, and commercial card solutions.

The successful candidate will work closely with product, technology, compliance, payment processors, and card schemes to deliver a greenfield card issuing program from inception through production launch. This role requires deep expertise in card issuing, processor integration, scheme certification, digital wallets, and payments technology within the banking or fintech industry.

Key Responsibilities

• Lead the end-to-end technical implementation and production launch of consumer credit, prepaid/wallet, and commercial card programs.
• Drive BIN setup, ICA assignment, and principal membership enablement with major card schemes.
• Coordinate processor integrations and card management system implementations.
• Manage Mastercard scheme certification, testing, and production readiness activities.
• Oversee card personalization, production, fulfillment, and digital issuance processes.
• Lead digital wallet integrations including Apple Pay, Google Pay, tokenization (MDES), and 3D Secure implementation.
• Manage authorization, authentication, dispute management, and operational readiness for production.
• Coordinate with processors, personalization bureaus, payment schemes, technology teams, compliance, and business stakeholders.
• Drive project governance, milestone tracking, risk management, and stakeholder reporting.

Requirements

• Bachelor's degree in Computer Science, Engineering, Information Systems, or a related discipline
• 10+ years of experience in card issuing, payments technology, and technical implementation
• Proven experience delivering end-to-end card implementation projects for consumer and commercial card products

Strong experience with

• BIN setup and management
• ICA assignment
• Principal membership enablement
• Processor integration
• Mastercard scheme certification
• Strong understanding of card lifecycle, authorization, clearing, settlement, and dispute management
• Experience with card management platforms such as PowerCARD, Way4, VisionPLUS, Cortex, Prime, or similar
• Knowledge of ISO 8583/ISO 20022 messaging standards
• Experience implementing digital wallets (Apple Pay, Google Pay), tokenization (MDES), and 3D Secure
• Understanding of PCI-DSS requirements and payment security standards
• Knowledge of API integrations and certification environments
• Familiarity with the Saudi Arabian (SAMA) regulatory framework for card issuance
• Experience using JIRA, Confluence, MS Project, or similar project management tools
• Excellent communication and stakeholder management skills
• Fluent in English. Arabic is an advantage
