تعلن شركة Managed.sa عن توفر وظيفة أخصائي عطاءات (Bidding Specialist) في الرياض، السعودية، لإدارة وتنسيق تقديم العطاءات والعروض الخاصة بفرص الأمن السيبراني وخدمات تقنية المعلومات.

المهام والمسؤوليات

  • متابعة منصات Etimad وForsa وغيرها من المنصات ذات الصلة لرصد الفرص التجارية المناسبة.
  • مراجعة وثائق طلبات العروض (RFPs) ومتطلبات النطاق وشروط التقديم.
  • إعداد قوائم التقديم (checklists) وخطط التقديم والجداول الزمنية الداخلية.
  • التنسيق مع الأقسام المعنية لإدخال المدخلات الفنية والمالية في العروض.
  • ضمان تضمين جميع المستندات والنماذج والشهادات والأدلة المطلوبة.
  • إعداد وتنظيم وتنسيق العروض الفنية والتجارية.
  • تتبع مواعيد تقديم العطاءات وطلبات التوضيح والتعديلات ومتطلبات التقديم.
  • تقديم العروض عبر المنصات المطلوبة قبل الموعد النهائي المعتمد.
  • حفظ سجلات منظمة للعطاءات المقدمة والفائزة وغير الناجحة.
  • دعم متطلبات التوضيحات والعروض التقديمية والتفاوض بعد التقديم.
  • تطوير وصيانة قوالب العروض والملف التعريفي للشركة والمحتوى القابل لإعادة الاستخدام.
  • ضمان امتثال جميع التقديمات لمتطلبات العميل والمنصة.

الشروط والمتطلبات

  • درجة البكالوريوس في إدارة الأعمال أو تقنية المعلومات أو الهندسة أو مجال ذي صلة.
  • خبرة من 2 إلى 3 سنوات في مجال العطاءات وإدارة المناقصات وتنسيق العروض أو تطوير الأعمال.
  • خبرة عملية في استخدام منصتي Etimad وForsa.
  • خبرة في مراجعة طلبات العروض (RFPs) وإعداد العروض الفنية والمالية.
  • فهم قوي لوثائق المناقصات ومتطلبات الامتثال.
  • اهتمام ممتاز بالتفاصيل ومهارات إدارة المستندات.
  • القدرة على التنسيق مع فرق التقنية والمبيعات والمالية والقانونية والإدارة.
  • مهارات تواصل كتابي قوية باللغتين العربية والإنجليزية.
  • القدرة على إدارة مواعيد تسليم متعددة وعروض عاجلة.
  • يفضل خبرة في تقديم عطاءات الأمن السيبراني أو خدمات تقنية المعلومات.
  • يفضل خبرة العمل مع المناقصات الحكومية أو القطاع العام في السعودية.
  • يفضل خبرة في تسجيل الموردين وعمليات التأهيل المسبق.
  • يفضل معرفة بخدمات ومصطلحات الأمن السيبراني.

Managed.sa is seeking a Bidding Specialist to manage and coordinate tender and proposal submissions for cybersecurity and IT service opportunities.

The successful candidate will have hands-on experience with Saudi bidding platforms, particularly Etimad and Forsa, and a strong understanding of RFP requirements, proposal coordination, and submission compliance.

Key Responsibilities

  • Monitor Etimad, Forsa, and other relevant platforms for suitable business opportunities
  • Review RFPs, tender documents, scope requirements, and submission conditions
  • Prepare tender checklists, submission plans, and internal timelines
  • Coordinate technical and financial proposal inputs with relevant departments
  • Ensure all required documents, forms, certificates, and supporting evidence are included
  • Prepare, organize, and format technical and commercial submissions
  • Track tender deadlines, clarification requests, amendments, and submission requirements
  • Submit proposals through the required platforms within the approved deadline
  • Maintain organized records of submitted, awarded, and unsuccessful bids
  • Support post-submission clarifications, presentations, and negotiation requirements
  • Develop and maintain proposal templates, company profiles, and reusable bid content
  • Ensure all submissions comply with client and platform requirements

Requirements

  • Bachelor's degree in Business Administration, Information Technology, Engineering, or a related field
  • 2-3 years of experience in bidding, tender management, proposal coordination, or business development
  • Hands-on experience using Etimad and Forsa
  • Experience reviewing RFPs and preparing technical and financial submissions
  • Strong understanding of tender documentation and compliance requirements
  • Excellent attention to detail and document-management skills
  • Ability to coordinate with technical, sales, finance, legal, and management teams
  • Strong written communication skills in Arabic and English
  • Ability to manage multiple deadlines and urgent submissions

Preferred Qualifications

  • Experience in cybersecurity or IT services bidding
  • Experience working with government or public-sector tenders in Saudi Arabia
  • Experience with supplier registration and prequalification processes
  • Knowledge of cybersecurity services and terminology
