The Airfield Driving Program Manager is responsible for planning, implementing, administering, and overseeing the Airfield Driving Program (ADP) at Al Udeid Air Base, Qatar. This position ensures the safe, compliant, and efficient operation of vehicles and equipment within the airfield movement and non-movement areas in accordance with U.S. Air Force Instructions (AFIs), Department of Defense (DoD) directives, host-nation requirements, and installation-specific policies.

As the installation's primary Subject Matter Expert (SME) for airfield driving operations, the Airfield Driving Program Manager provides leadership, oversight, and guidance for all aspects of the Airfield Driving Program, including driver training, certification, compliance, safety, and risk management. The successful candidate will work closely with Airfield Management, Air Traffic Control (ATC), Security Forces, Wing Safety, Civil Engineering, and other mission partners to support safe and uninterrupted flight operations.

Essential Job Functions:

Manage and administer the installation's Airfield Driving Program (ADP) in accordance with applicable U.S. Air Force Instructions (AFIs), DoD directives, UFC requirements, and local operating procedures.

Serve as the installation's primary Point of Contact (POC) and Subject Matter Expert (SME) for all airfield driving operations and compliance matters.

Develop, implement, maintain, and enforce airfield driving policies, procedures, Standard Operating Instructions (SOIs), and training materials.

Oversee the airfield driver training, testing, certification, licensing, recertification, and qualification program for military, civilian, and contractor personnel.

Coordinate with Airfield Management, Air Traffic Control (ATC), Security Forces, Wing Safety, Civil Engineering, and host-nation representatives to ensure safe vehicle operations within controlled movement areas.

Conduct routine program reviews, inspections, audits, and compliance assessments to ensure adherence to applicable regulations and identify opportunities for continuous improvement.

Investigate airfield driving incidents, vehicle mishaps, runway incursions, and traffic violations; prepare reports, determine root causes, and recommend corrective actions.

Maintain accurate records of driver qualifications, certifications, suspensions, revocations, reinstatements, and training completion.

Analyze program data and trends to identify hazards, improve operational performance, and reduce safety risks.

Advise installation leadership on airfield driving policies, risk mitigation strategies, and program performance.

Supervise, mentor, and provide guidance to personnel supporting the Airfield Driving Program.

Promote Operational Risk Management (ORM), force protection, and safety awareness throughout all airfield driving activities.

Ensure compliance with all environmental, safety, security, and operational requirements.

Perform additional duties as assigned in support of installation and airfield operations.

Required Skills:

Due to the sensitivity of customer related requirements, U.S. Citizenship is required.

Active DoD Secret Security Clearance required.

High school diploma or GED.

Minimum one (1) year of experience as a licensed airfield driver with no history of license suspension or revocation.

Demonstrated knowledge of airfield layouts, runway and taxiway markings, lighting systems, signage, movement and non-movement areas, and aircraft operating environments.

Thorough understanding of U.S. Air Force airfield driving procedures and applicable Department of Defense aviation regulations.

Proven ability to interpret and apply Air Force Instructions (AFIs), DoD directives, and local airfield operating procedures.

Strong organizational, analytical, and problem-solving skills.

Excellent verbal and written communication skills, including the ability to develop reports, policies, and training materials.

Proficiency with Microsoft Office Suite (Word, Excel, PowerPoint, Outlook) and the technical aptitude to quickly learn enterprise software applications and training management systems.

Must possess a valid U.S. Driver's License.

Valid U.S. Passport preferred.

Must meet all current USCENTCOM Deployment Policy requirements as outlined in the current USCENTCOM Individual and Individual-Unit Deployment Policy.

Must be able to obtain and maintain a valid Qatar Residency Visa.

Must be able to obtain and maintain a DoD Secret Security Clearance.

Must be capable of working in extreme environmental conditions, including high temperatures, dust, humidity, and other austere deployed environments.

Must be willing to work extended hours, weekends, holidays, and respond to emergency operational requirements as mission needs dictate.

Travel:

100% deployment to Al Udeid Air Base, Qatar.

Desired Skills:

Experience managing or administering an Airfield Driving Program for the U.S. Air Force or Department of Defense.

Experience serving as an Airfield Driving Program Instructor or Examiner.

Previous experience supporting overseas contingency operations or deployed environments.

Experience conducting safety investigations, compliance inspections, and operational risk assessments.

Knowledge of ICAO, FAA, and military airfield operations standards.

Experience developing training programs, conducting classroom instruction, and evaluating driver performance.

Prior military service or government contractor experience supporting installation operations.
