نبذة عن الوظيفة
سيلعب مدير HSE المؤسسي دورًا قياديًا رئيسيًا في تشكيل وتعزيز إطار الصحة والسلامة والبيئة (HSE) في شركة الجميح للطاقة والمياه. يشمل ذلك تطوير وتحسين وضمان الامتثال الكامل لجميع سياسات وإجراءات HSE مع القوانين والمعايير واللوائح المعمول بها. سيشرف هذا الدور على أداء HSE عبر الأصول التشغيلية الحالية واستثمارات المشاريع الجديدة خلال مراحل الإنشاء وحتى التشغيل التجاري، بما في ذلك قيادة عمليات تدقيق HSE وتنفيذ برامج تدريبية ومبادرات التحسين المستمر. جزء أساسي من الدور هو التنسيق مع أصحاب المصلحة الداخليين والخارجيين لإدارة عمليات العودة من الخبرة (RoE) والدروس المستفادة، وضمان التقاطها وتحليلها ومشاركتها بفعالية عبر المشاريع والأصول باستخدام الأدوات الذكية والأنظمة المنظمة.

- التحقيق في الحوادث والإصابات والحوادث الوشيكة لتحديد الأسباب الجذرية وتنفيذ الإجراءات التصحيحية، مع الحفاظ على سجلات مفصلة.
- إعداد وتقديم تقارير HSE منتظمة للإدارة، والحفاظ على سجلات دقيقة لتفتيشات السلامة والتدقيقات والدورات التدريبية.
- ضمان امتثال جميع أنشطة المشروع/الأصول لتشريعات ومعايير HSE ذات الصلة، والتنسيق مع الجهات التنظيمية وإجراء أنشطة التصاريح اللازمة.

الشروط والمتطلبات

- خبرة لا تقل عن 10 سنوات كمدير HSE على المستوى المؤسسي في شركات الإنشاء و/أو التطوير.
المهارات المطلوبة
- معرفة عميقة باللوائح والمعايير المحلية والدولية للصحة والسلامة والبيئة.
- مهارات تواصل وشخصية قوية.
- شهادات معتمدة في HSE (مثل NEBOSH، OSHA) مرغوبة بشدة.
- شهادة تدقيق معتمدة.

Overview
The Corporate HSE Manager will play a key leadership role in shaping and strengthening Aljomaih Energy & Water's Health, Safety, and Environment (HSE) framework. This includes developing, enhancing, and ensuring full compliance of all HSE policies and procedures with applicable codes, standards, and regulatory requirements.
This role will oversee HSE performance across both existing operational assets and new project investments during their construction phases through to commercial operation. This oversight includes leading HSE audits, conducting training programs, and driving continuous improvement initiatives to maintain the highest standards of safety and environmental stewardship. A critical part of the role is to coordinate with internal and external stakeholders to manage the Return of Experience (RoE) and Lessons Learned processes. The Corporate HSE Manager will ensure that these insights are captured, analysed, and shared effectively across projects and assets, leveraging smart tools and structured systems to support knowledge transfer and preventive action.

Your Job Functions (Duties & Responsibilities)
- HSE Oversight:
- Implement HSE policies and procedures
- Conduct regular site audits/inspections to identify and address potential hazards
- Collaborate with Project Company's/O&M Company's/EPC Contractors to ensure compliance with local and international HSE regulations
- Risk Assessment:
- Perform risk assessments and provide recommendations for risk mitigation
- Develop and implement emergency response plans to address potential accidents or incidents
- Training and Awareness:
- Conduct HSE training sessions for project personnel and contractors
- Promote a strong safety culture by fostering awareness and understanding of HSE policies and procedures
- Promote a learning culture
- Incident Investigation:
- Investigate accidents, incidents, and near-misses to determine root causes and implement corrective actions
- Maintain detailed records of all incidents and their resolutions
- Documentation and Reporting:
- Prepare and submit regular HSE reports to project management
- Maintain accurate records of safety inspections, audits, and training sessions
- Compliance:
- Ensure that all project/asset activities comply with relevant HSE legislation and standards
- Collaborate with regulatory authorities and conduct necessary permitting activities
- Emergency Response Coordination:
- Develop and implement emergency response procedures and coordinate drills
- Liaise with local emergency services to ensure a rapid and effective response in case of emergencies
- Bachelor's degree in Occupational Health and Safety, Environmental Science, or a related field
- 10+ years proven experience as an HSE Manager at corporate level for construction and/or development companies
- In-depth knowledge of local and international HSE regulations and standards
- Strong communication and interpersonal skills
- Relevant certifications in HSE (e.g., NEBOSH, OSHA) are highly desirable
