We are currently seeking a Work Permit Receiver at Tekfen Construction's Jeddah Cluster Pipeline Project in Saudi Arabia.

Required Qualifications / Certifications:

• Bachelor's/Diploma,
• NEBOSH, OSHA, BLS,
• First Aid Certificates

Mandatory Requirements:

• Physically fit for site work.
• Good communication skills.
• Ability to read and understand English.
• Knowledge of the Saudi Aramco PTW System and Safety requirements.
• Ability to identify workplace hazards and implement control measures.

Main Duties & Responsibilities

• Receive and manage work permits in accordance with the Saudi Aramco Permit to Work (PTW) System.
• Review and understand the scope of work, permit requirements, Method Statements, Job Safety Analysis (JSA), Hazard Identification Plan (HIP), THA (task Hazard Analysis) and other approved work procedures before work begins.
• Verify that all permit conditions, approvals, certificates, and supporting documents are complete and valid prior to commencing work.
• Ensure compliance with Saudi Aramco, Project, and Company HSE requirements, procedures, and standards.
• Conduct pre-job site inspections to verify that the work area is safe and all hazards have been identified and controlled.
• Verify that all confined space requirements are completed before work starts.
• Verify that gas testing is conducted at the required intervals and documented where applicable.
• Confirm that all workers are trained, competent, authorized, medically fit, and have attended the required toolbox talk before starting work.
• Ensure all personnel fully understand the permit requirements, hazards, control measures, and emergency procedures.
• Coordinate with the Permit Issuer, Construction Supervisor, HSE personnel, and work crews during permit execution.
• Ensure that only the work specified in the approved permit is carried out within the approved location and time period.
• Continuously monitor work activities to ensure compliance with permit conditions and approved work procedures.
• Suspend or stop work immediately whenever permit conditions change, new hazards are identified, emergency situations arise, or unsafe conditions exist.
• Verify that appropriate PPE is worn and remains suitable throughout the work activity.
• Ensure barricades, warning signs, exclusion zones, and access controls are properly established and maintained.
• Monitor high-risk activities including hot work, confined space entry, excavation, lifting operations, work at height, electrical work.
• Ensure housekeeping standards are maintained throughout the work area.
• Maintain continuous communication with the Permit Issuer and immediately report any deviations, incidents, near misses, or changes in work conditions.
• Participate in daily coordination meetings, toolbox talks, pre-job briefings, and shift handover meetings.
• Participate in incident investigations and Root Cause Analysis (RCA) related to permit-controlled activities.
• Assist during emergency response activities by ensuring work is stopped, personnel are accounted for, and the work area is made safe.
• Maintain accurate permit records, gas test records, inspection checklists, and PTW documentation for auditing purposes.
• Participate in PTW audits, HSE inspections, and client walkthroughs to verify compliance with Saudi Aramco requirements.
• Ensure permits are properly closed upon completion of work and verify that the worksite is left in a safe condition.
• Report unsafe acts, unsafe conditions, and non-conformances, and follow up on corrective actions until closure.
• Perform any other duties assigned by management within the scope of the position.
