Position Overview

KAEAA is seeking to appoint a Director General of Digital Transformation to lead the establishment and development of the Digital Transformation General Department, define and execute the organization's digital transformation strategy, develop the digital roadmap, and oversee enterprise-wide digital initiatives. The role aims to enhance operational efficiency, foster innovation and achieve the organization's strategic objectives.

Key Responsibilities

• Establish and develop the Digital Transformation General Department, including its operating model.
• Develop and execute the Digital Transformation Strategy in alignment with the organization's overall strategy.
• Develop and manage the Digital Transformation Roadmap, leading the implementation of digital initiatives and programs to achieve strategic objectives.
• Lead digital governance by developing policies, standards, and frameworks, and ensuring their effective implementation.
• Drive innovation, change management, business process improvement, and organizational transformation initiatives to enhance operational efficiency.
• Lead and develop the organization's technology ecosystem, including enterprise applications, data and analytics, infrastructure, IT services, and cybersecurity, ensuring integration across all technology domains.
• Develop and manage technology budgets, investments, contracts, and strategic partnerships, ensuring optimal utilization of resources.
• Monitor key performance indicators (KPIs), assess digital transformation maturity, and provide recommendations to executive management.
• Ensure compliance with the frameworks and regulations issued by the Digital Government Authority (DGA), National Cybersecurity Authority (NCA), Saudi Data & AI Authority (SDAIA), and other relevant regulatory bodies.

Qualifications & Experience

• Bachelor's degree in Computer Science, Information Technology, Information Systems, Computer Engineering, or a related field. A Master's degree is preferred.
• Minimum of 10 years of experience in Digital Transformation or Information Technology, including leadership experience.
• Demonstrated experience leading end-to-end digital transformation initiatives, from strategy development through execution and realization of business outcomes.
• Proven experience in establishing or developing Digital Transformation or IT departments.
• Experience in Government or Semi-government entities.
• Experience in portfolio and strategic program management, budget planning and management, contract management, and stakeholder/vendor management.
• Strong practical knowledge of digital governance, project management, enterprise systems, data and analytics, artificial intelligence, IT infrastructure, IT service management, and cybersecurity.

• TOGAF (The Open Group Architecture Framework)
• COBIT (Control Objectives for Information and Related Technologies)
• ITIL (Information Technology Infrastructure Library)
• Prosci Change Management Certification
• Certified in the Governance of Enterprise IT (CGEIT)
• Certified Information Systems Security Professional (CISSP)
• ISO/IEC 27001 Lead Implementer, Lead Auditor, or equivalent
