المهام والمسؤوليات
- مراقبة التحديثات التنظيمية وإبلاغ فريق الاستشارات الإقليمي للموارد البشرية بالتغييرات التي تؤثر على الامتثال الوظيفي ودليل الإجراءات الإدارية المحلية.
- الحفاظ على علاقات عمل مع الجهات الحكومية الرئيسية بما في ذلك وزارة الموارد البشرية والتنمية الاجتماعية، صندوق تنمية الموارد البشرية، المؤسسة العامة للتأمينات الاجتماعية، وزارة الداخلية والجهات الحكومية ذات الصلة.
- ضمان تقديم الوثائق المطلوبة والتقارير التنظيمية في الوقت المحدد. إدارة وتتبع مهام الامتثال، وتسهيل جمع البيانات وإعداد التقارير المتعلقة بالامتثال، ودعم عمليات التدقيق الداخلي والخارجي.
- العمل بشكل وثيق مع وكالة TASC لضمان دقة وامتثال وتحديث جميع سجلات الموظفين عبر البوابات الحكومية.
- توجيه ودعم فريق الموارد البشرية المحلي في الأمور المتعلقة بالتأمين، بما في ذلك مفاوضات تجديد العقود، الدراسات السوقية، التحقق من الفواتير، إعادة تصميم الخطط وإدارة التغيير.
- دعم قياس الرواتب والدراسات السوقية داخل المملكة العربية السعودية عند الطلب.
- دعم المنظمة في تلبية متطلبات السعودة (نطاقات) وأهداف التوطين.
- مراقبة نسب السعودة وتوفير رؤية للإدارة العليا للموارد البشرية حول حالة الامتثال.
- المساعدة في تنسيق برامج التدريب الوظيفي للكوادر السعودية.
- الشراكة مع مدراء التوظيف والموارد البشرية الإقليمية لدعم استقطاب واستبقاء الكوادر السعودية عند الحاجة.
- دعم وتوجيه فريق العمليات المركزية للموارد البشرية وفريق الاستشارات بالنصائح المحلية، والعمل كنقطة اتصال محلية لتنسيق أنشطة الموارد البشرية والصحة والسلامة والبيئة.
- المشاركة في مشاريع أخرى مثل أنشطة العافية والفعاليات وغيرها من أنشطة الموارد البشرية حسب الحاجة.
- العمل كجهة الاتصال الرئيسية للموارد البشرية في قضايا علاقات الموظفين داخل المملكة العربية السعودية، بما في ذلك الشكاوى والأداء والإجراءات التأديبية وفقاً لقانون العمل السعودي.
- ضمان معالجة قضايا علاقات الموظفين بشكل سريع وعادل ومتناسب لحماية كل من الموظفين والأعمال.
- أن يكون نقطة الاتصال الرئيسية لحماية البيانات وفقاً لمتطلبات اللائحة السعودية لحماية البيانات الشخصية. ضمان الامتثال للائحة السعودية لحماية البيانات الشخصية وأي لوائح أخرى لخصوصية البيانات.

- أن يكون سعودي الجنسية (امتثالاً لمتطلبات السعودة).
- مؤهل معترف به في الموارد البشرية أو تخصص ذي صلة (يفضل مستوى البكالوريوس).
- خبرة سابقة في الموارد البشرية.

About The Role
DNV has an exciting opportunity for a local HR Manager who will be based in Al Khobar, Saudi Arabia to support DNV with a range of activities, which includes ensuring the organisation maintains full regulatory compliance while enabling the business to operate efficiently without administrative or governmental bottlenecks.
Ensure the organisation remains compliant with evolving localisation policies and labour regulations.
Support with HR administration across key government platforms including Qiwa, GOSI, Muqeem, and HRDF.
Support the Regional GSS HR Manager and works closely with Regional HR Advisory and Global Center HR Operations team to ensure employee matters, localisation requirements, and government processes are managed accurately and efficiently.
This position reports to the Regional Manager - GSS HR MEA based in the UAE and is part of the regional team in the Global Shared Services.

Key Job Responsibilities
- Monitor regulatory updates and notify Regional HR Advisory on changes affecting employment compliance and the local Personnel Administrative Guidelines (PAG).
- Maintain working relationships with key government entities including:
- Ministry of Human Resources and Social Development (MHRSD)
- Human Resources Development Fund (HRDF)
- General Organization for Social Insurance (GOSI)
- Ministry of Interior and related government agencies
- Ensure timely submission of required documentation and regulatory reporting. Manage and Track compliance tasks, facilitate data collection, reporting, and submissions related to compliance. support with Internal and External Audits.
- Work closely with TASC agency to ensure all employee records across government portals remain accurate, compliant, and up to date.
- Guide and support the local GSS HR team on insurance related matters, including contract renewal negotiations, market studies, invoice validation, plan redesign and change management.
- Support with salary benchmarking and market surveys within Saudi Arabia upon request.
- Support the organisation in meeting Saudization (Nitaqat) requirements and localisation objectives.
- Monitor Saudization ratios and provide visibility to HR leadership on compliance status.
- Assist in coordinating employment training programs for Saudi nationals.
- Partner with hiring managers and Regional GSS HR to support recruitment and retention of Saudi nationals where required.
- Support and guide the global center HR operations and HR Advisory team where required with local advice and be the local point of contact to coordinate any HR and HSE activities;
- Participation with other projects, such as wellness activities, events and other HR activities as required.
- Act as the primary HR contact for employee relations matters within Saudi Arabia, including employee grievances, performance and disciplinary processes inline with the Saudi Labour law.
- Ensure employee relations issues are addressed promptly, fairly, and proportionately to protect both employees and the business.
- Be the primary point of contact for Data Protection in line with Saudi PDPL requirements. Ensure compliance with Saudi Personal Data Protection Law (PDPL) and other applicable data privacy regulations.

About You
Skills & Expectations
- Must be a Saudi National to comply with the Saudization requirement.
- A recognized qualification in HR or a related discipline (ideally Bachelor level).
- Previous HR experience of at least 5 years in a similar role (e.g. HR Advisor).
- Strong working knowledge of Saudi Labour Law, Saudisation regulations, and employment compliance requirements.
- May be required to visit local Government offices to support with transactions that require local presence.
- Practical experience managing HR transactions through Qiwa, GOSI, Muqeem, and HRDF platforms.
- Strong organisational discipline and attention to detail in managing regulatory processes.
- Ability to build effective working relationships with both internal stakeholders and government authorities.
- Excellent communication and interpersonal skills at all organizational levels.
- Fluency in spoken and written English.
