UPM is looking for a Saudi of the highest caliber to fill the vacancy of Head of Cyber Security under IT Department :

Functional Description:

The Head of Cyber Security Unit is responsible for leading, developing, and managing the Cybersecurity Unit

at the university, ensuring the confidentiality, integrity, and availability of information assets. The role includes

developing cybersecurity strategies, enforcing policies, managing incidents, and ensuring compliance with

Saudi and international standards and regulations.

Major Duties and Responsibilities:

• Develop and implement a university-wide cybersecurity strategy aligned with institutional objectives and Saudi frameworks such as NCA and SAMA.
• Conduct regular risk assessments and propose mitigation plans.
• Develop, update, and enforce information security policies, procedures, and standards.
• Ensure compliance with local regulations (e.g., NCA ECC, SACS, and SSOC).
• Monitor systems for security breaches and investigate violations.
• Lead incident response and forensic investigations.
• Oversee threat intelligence, vulnerability assessments, and penetration testing.
• Establish and manage a cybersecurity team.
• Coordinate with IT infrastructure, academic, and administrative units to ensure secure operations.
• Promote awareness and provide training to stakeholders.
• Support internal and external cybersecurity audits.
• Maintain documentation and evidence for compliance with applicable standards (ISO 27001, etc.).
• Evaluate, recommend, and implement cybersecurity tools and technologies.
• Lead cybersecurity-related projects including endpoint protection, firewalls, SIEM, and DLP systems.
• Maintain up-to-date knowledge of emerging threats, technologies, and regulatory changes.

Required Education, Skills and Experience:

• Bachelor’s degree in cyber security, computer science, Information Security, or a related field (master’s preferred).
• Recognized certifications such as CISSP, CISM, CEH, or equivalent.
• Minimum of 5–7 years in cybersecurity roles, with at least 2 years in a leadership capacity.
• Familiarity with NCA regulations and SSCO framework.
• Experience in academic institutions is an advantage.
• Strong knowledge of cybersecurity frameworks and best practices.
• Leadership and team management.
• Incident response and risk management.
• Excellent communication and presentation skills.
• Fluency in Arabic and English.
