تعلن شركة SAIC عن توفر وظيفة مهندس أنظمة أول (Senior Systems Engineer) للعمل في مدينة الجبيل، المنطقة الشرقية، المملكة العربية السعودية، وذلك لدعم برنامج تحديث أنظمة C4I (القيادة والتحكم والاتصالات والحاسبات والاستخبارات) التابع للبحرية الأمريكية عبر المبيعات العسكرية الأجنبية (FMS) لصالح القوات البحرية الملكية السعودية (RSNF).
نبذة عن الوظيفة
انضم إلى فريق يدعم مكتب برنامج قيادة أنظمة الحرب المعلوماتية البحرية (NAVWAR) في تنفيذ مشاريع التحديث والتكامل لأنظمة C4I والتجهيزات التجارية الجاهزة (COTS) على منصات ومرافق القوات البحرية الملكية السعودية. ستقوم بتحليل المتطلبات، وإجراء المسوحات الميدانية التقنية، والتحقق من الأنظمة، وتحليل البدائل، والتنسيق مع كبار المسؤولين العسكريين والحكوميين السعوديين والأمريكيين.
المهام والمسؤوليات
- إجراء هندسة أنظمة شاملة (end-to-end) لقدرات C4I مثل (GCCS، NAVMACS، أجهزة الراديو والهوائيات HF/UHF/VHF، روابط البيانات التكتيكية Link-11/16/22، CENTRIXS، اتصالات الشبكات، SATCOM، ADSI، VBSS) المنشورة على المنصات البحرية والبرية التابعة لـ RSNF.
- إجراء مسوحات تقنية ميدانية في مرافق RSNF بالرياض والجبيل وجدة؛ توثيق التكوينات الفعلية (as-built) وترجمة الاحتياجات التشغيلية إلى متطلبات هندسية.
- تخطيط وتنفيذ اختبارات التحقق من تشغيل النظام (SOVTs)؛ تطوير إجراءات الاختبار، ومتابعة عمليات التركيب، وتوثيق الاختلافات ودفعها نحو الحل.
- البحث وإجراء تحليل البدائل (AoA) للمنتجات التجارية (الرادارات، GPS، AIS، أنظمة تحديد الاتجاه اللاسلكي، كاميرات EO، GMDSS، APS، الراديو الطارئ، FOTN، CCTV، شاشات العرض، VTC) وتقديم دراسات مقارنة مع توصيات.
- دعم مراجعة هندسة الأنظمة والمراجعات الفنية (SETR) بما في ذلك أحداث SRR وPDR وCDR وTRR؛ إعداد وعرض المخرجات الهندسية.
- كتابة وتنقية الوثائق الفنية وفق متطلبات الإفصاح الأجنبي (foreign disclosure)؛ التنسيق مع مكتب الإفصاح الأجنبي التابع للحكومة الأمريكية.
- التفاعل مع الحكومة الأمريكية (مديري برامج NAVWAR، موظفين مدنيين من الدرجة GS-15، ضباط ميدانيين برتبة O-6) وكبار المسؤولين العسكريين والحكوميين في RSNF.
- تقديم المدخلات الهندسية للجدول الرئيسي المتكامل (IMS) وإيجاز حالة الجدول لقادة البرنامج باستخدام MS Project وMS PowerPoint.
- تحديد وتوثيق وتخفيف المخاطر الفنية؛ رفع تأثيرات التكلفة أو الجدول أو الأداء إلى مدير البرنامج.
- الامتثال لجميع متطلبات العمل خارج الولايات المتحدة (OCONUS) والأمن والتصريح القطري؛ الحفاظ على جواز سفر أمريكي ساري المفعول ووثائق العمل اللازمة للمملكة العربية السعودية.
الشروط والمتطلبات
- درجة البكالوريوس في تخصص هندسي من كلية أو جامعة معتمدة، وخبرة لا تقل عن خمس (5) سنوات.
- امتلاك تصريح أمني سري (Secret) نشط مع القدرة على الاحتفاظ به؛ الجنسية الأمريكية مطلوبة.
المهارات المطلوبة
- خبرة لا تقل عن خمس (5) سنوات في دعم أنظمة C4I (مثل GCCS، NAVMACS، روابط البيانات التكتيكية، أجهزة الراديو/الهوائيات، SATCOM، ADSI، أو أنظمة مماثلة).
- خبرة لا تقل عن ثلاث (3) سنوات في التعامل مع المعدات التجارية الجاهزة (COTS) مثل الرادارات، GPS، كاميرات EO، GMDSS، APS، FOTN، CCTV، أو أنظمة VTC.
- خبرة في العمل خارج الولايات المتحدة (OCONUS) في جهود التعاون الأمني، والتعامل مع الحكومة الأمريكية أو كبار المسؤولين العسكريين/الحكوميين الأجانب.
- خبرة في الإفصاح الأجنبي، وتنقية الوثائق الفنية، والمسوحات الميدانية، واختبارات SOVT، أو تحليل البدائل (AoA) للمنتجات التجارية.
- مهارات تحليلية وحل مشكلات قوية في أنظمة C4I واتصالات الشبكات.
- يفضل: خبرة لا تقل عن ثلاث (3) سنوات في منتجات NAVWAR الأساسية ودعم مراجعة هندسة الأنظمة والمراجعات الفنية (SETR).
- يفضل: إكمال دورات DISAM في إدارة التعاون الأمني (مثل SCM-CONUS) و/أو شهادة الشؤون الدولية من DISAM المستوى 1 أو أعلى.
- يفضل: خبرة في العمل في مواقع قاسية (مثل دول الشرق الأوسط) لدعم جهود التعاون الأمني أو العملاء الأجانب.
- يفضل: إتقان تطوير وتقديم الجداول الرئيسية المتكاملة (IMS) باستخدام أدوات مثل MS Project وMS PowerPoint (أو ما يماثلها).

Description

- Perform end-to-end systems engineering for C4I capabilities (GCCS, NAVMACS, HF/UHF/VHF radios and antennas, Tactical Data Links Link-11/16/22, CENTRIXS, Network Communications, SATCOM, ADSI, VBSS) deployed to RSNF afloat and ashore.
- Conduct technical site surveys at RSNF facilities in Riyadh, Jubail, and Jeddah; capture as-built configurations and translate operational needs into engineering requirements.
- Plan and execute System Operation Verification Tests (SOVTs); develop test procedures, witness installations, document discrepancies, and drive resolution.
- Research and conduct Analysis of Alternatives (AoA) for COTS products (radars, GPS, AIS, Radio Direction Finding, EO cameras, GMDSS, APS, Emergency Radio, FOTN, CCTV, Video Display, VTC) and provide trade studies with recommendations.
- Support Systems Engineering and Technical Reviews (SETR) including SRR, PDR, CDR, and TRR events; prepare and present engineering artifacts.
- Author and sanitize technical documentation for foreign disclosure review; coordinate disclosure determinations with the U.S. Government Foreign Disclosure Office.
- Interface with U.S. Government (NAVWAR program managers, GS-15 civilians, O-6 field grade officers) and senior RSNF military and government officials.
- Contribute engineering inputs to the Integrated Master Schedule (IMS) and brief schedule status to program leadership in MS Project and MS PowerPoint.
- Identify, document, and mitigate technical risks; escalate cost, schedule, or performance impacts to the Program Manager.
- Comply with all OCONUS work, security, and country-clearance requirements; maintain valid U.S. passport and Kingdom of Saudi Arabia work documentation.
Required Education
- Bachelor's degree in an Engineering field from an accredited college or university and five (5 years’ experience.
- Must possess an active Secret security clearance with the ability to maintain; US Citizenship required.
- Five or more (5+) years of experience supporting C4I systems (e.g., GCCS, NAVMACS, Tactical Data Links, Radios/Antennas, SATCOM, ADSI, or similar systems).
- Three or more (3+) years of experience with COTS equipment (e.g., radars, GPS, EO cameras, GMDSS, APS, FOTN, CCTV, or VTC systems).
- Experience working OCONUS in security cooperation efforts, engaging with U.S. Government or foreign senior military/government officials.
- Expertise with foreign disclosure, technical documentation sanitization, site surveys, SOVTs, or AoAs of COTS products.
- Strong analytical and problem-solving skills related to C4I systems and network communications.
- Three or more (3+) years of experience with NAVWAR prime mission products and supporting Systems Engineering and Technical Reviews (SETR).
- Completion of DISAM Security Cooperation Management (SCM) courses (e.g., SCM-CONUS) and/or DISAM International Affairs Certification Level 1 or above.
- Experience working in austere locations (e.g., Middle Eastern nations) supporting security cooperation efforts or foreign customers.
- Proficiency in developing and presenting Integrated Master Schedules (IMS) using tools like MS Project and MS PowerPoint (or similar).
- Master's degree in an Engineering field from an accredited institution.
