About the Company

A leading international infrastructure consultancy is seeking an experienced Programme Director to lead the delivery of a major rail infrastructure programme in Saudi Arabia.

About the Role

This is a strategic leadership role overseeing a multi-billion-dollar portfolio of rail and metro projects across their full lifecycle. Rather than leading a single project, you will direct programme delivery, governance and client engagement across multiple concurrent schemes, ensuring successful execution from planning through to completion.

Responsibilities

• Lead the delivery of a major portfolio of rail and metro infrastructure projects.
• Provide executive leadership across programme management, governance and delivery assurance.
• Develop and implement programme-wide standards, procedures and delivery frameworks.
• Ensure projects are delivered safely, on schedule, within budget and to the highest quality standards.
• Oversee programme controls including planning, scheduling, cost management, risk and reporting.
• Lead multidisciplinary teams across civil, track, stations, systems, signalling, telecommunications, electrification and associated infrastructure.
• Build strong relationships with senior client executives and key project stakeholders.
• Drive collaboration between engineering, commercial, construction and project controls functions.
• Provide strategic advice on programme performance, delivery risks and mitigation strategies.
• Mentor and develop senior project leadership teams.

Qualifications

We are seeking an experienced programme leader who has successfully delivered large-scale rail or metro infrastructure programmes within a client-side, delivery partner or programme management environment. You will have extensive experience managing complex multidisciplinary infrastructure portfolios rather than simply delivering individual projects.

Required Skills

• Significant experience leading major rail and/or metro infrastructure programmes.
• Proven background within Programme Management, Delivery Partner, PMO or Integrated Programme Management environments.
• Experience overseeing multiple concurrent projects within a programme or portfolio.
• Strong understanding of the complete rail project lifecycle from planning through delivery and handover.
• Experience across major railway infrastructure including:
• Civil Infrastructure
• Rail Systems
• Track
• Stations
• Signalling
• Telecommunications
• Electrification
• Depot Infrastructure
• Excellent stakeholder management with executive-level client engagement experience.
• Strong leadership experience managing multidisciplinary international teams.
• Excellent commercial awareness together with programme governance and risk management expertise.
