Role Overview

Saudi Gold Refinery (SGR) is seeking a Mine Manager in Riyadh, Saudi Arabia to lead upstream exploration and extraction activities that feed our downstream refining operations. This role ensures the consistent supply of gold-bearing ore and dore while maintaining strict compliance with Ministry of Industry and Mineral Resources (MIM) regulations. The Mine Manager will optimize production efficiency and safety standards to support SGR’s contribution to the Kingdom’s mining sector growth.

The Mine Manager will report directly to the VP of Operation and Technical and will play a key role in integrating mine planning with refinery capacity requirements. This position drives operational excellence in drilling, blasting, and hauling while fostering a culture of safety and regulatory adherence.

Key Responsibilities

The Mine Manager will be responsible for the following key areas of operation and compliance.

Mine Planning

The role develops and executes annual mine plans to ensure consistent ore delivery that meets grade and tonnage specifications for the refinery.

Regulatory Compliance

This position maintains all necessary mining licenses and environmental permits by submitting accurate reports to the Ministry of Industry and Mineral Resources.

Safety Leadership

The Mine Manager enforces strict health and safety protocols including permit-to-work systems to achieve zero lost-time injuries across all sites.

Contractor Oversight

This role manages third-party drilling and earthmoving contractors to ensure equipment availability and adherence to service level agreements.

Resource Modeling

The position oversees geological data collection and resource modeling to update reserve estimates in line with Saudi Geological Survey standards.

Budget Management

The Mine Manager controls operational expenditures for mining activities and optimizes fuel and maintenance costs for heavy machinery.

Stakeholder Engagement

This role engages with local communities and government authorities to maintain social license and operational continuity in mining regions.

Team Development

The position leads recruitment and training initiatives to build a skilled workforce of Saudi nationals and experienced expatriate.

Qualifications

●     Bachelor’s degree in Mining Engineering, Geology, or a related technical discipline.

●     At least 10 years of experience in mining operations with a focus on gold or precious metals.

●     Proven expertise in managing open-pit or underground mining projects in the Middle East region.

●     In-depth knowledge of Saudi mining laws and regulatory frameworks governed by MIM.

●     Strong technical proficiency in mine planning software such as Datamine or Surpac.

●     Demonstrated leadership in managing large teams and complex contractor relationships.

●     Excellent command of English for technical documentation and executive reporting.

●     Commitment to safety excellence and environmental stewardship in industrial operations.

Preferred / Nice-to-have

●     Master’s degree in Mining Engineering or Business Administration.

●     Experience integrating mining outputs with downstream refining or processing facilities.

●     Professional certification in project management or mine safety.

●     Established network within the Saudi mining and government sectors.

Success Metrics

●     Delivery of 95% of planned ore tonnage within the approved annual budget.

●     Zero recordable safety incidents and full compliance with regulatory audits.

●     Successful renewal of all mining licenses and environmental permits on time.

●     Reduction in contractor equipment downtime by 10% through improved oversight.

●     Increase in Saudi national representation in technical roles by 15%.

●     Update of resource models to extend mine life and support long-term planning.

●     Maintenance of ore grade consistency to optimize refinery recovery rates.
