كدانة تبحث عن مدير أول لاستمرارية الأعمال وإدارة الأزمات (Sr. Director - Business Continuity & Crisis Management) للعمل في مكة المكرمة. سيكون مسؤولاً عن تصميم وتطبيق وتطوير نظام إدارة استمرارية الأعمال وقدرات الاستجابة للأزمات في المنظمة، لضمان مرونة الوظائف الحيوية والمشاريع والأصول التشغيلية.
نبذة عن الوظيفة
- تصميم وتطبيق وتطوير نظام إدارة استمرارية الأعمال (BCM) وقدرات الاستجابة للأزمات في كدانة.
- ضمان مرونة الوظائف الحيوية والمشاريع والأصول التشغيلية تجاه الاضطرابات.
- يمثل الواجهة الأساسية مع الجهات الحكومية والجهات التنظيمية أثناء الأزمات والاضطرابات.
المهام والمسؤوليات
- تطوير وتطبيق وصيانة نظام إدارة استمرارية الأعمال (BCM) على مستوى المؤسسة.
- إجراء تحليل أثر الأعمال (BIA) سنويًا عبر جميع الوحدات لتحديد الوظائف الحيوية والترابطات بين الأصول وأولويات التعافي.
- تحديد وتوثيق وتطبيق أهداف زمن التعافي (RTO) ونقاط استرداد البيانات (RPO) لجميع العمليات الحيوية.
- تطوير وصيانة واختبار خطط استمرارية الأعمال (BCPs) بشكل دوري بما يتوافق مع معايير الاستمرارية التشغيلية.
- إنشاء وتشغيل فريق إدارة الأزمات (CMT)؛ تحديد مستويات الصلاحية وبروتوكولات التصعيد وهياكل القيادة الطارئة.
- تطوير وصيانة إطار للتواصل أثناء الأزمات.
- قيادة وتنسيق استجابة كدانة للحوادث الكبرى مثل العواصف الرملية والفيضانات وحوادث مواقع البناء واختراقات الأمن السيبراني واضطرابات سلسلة التوريد والتحقيقات التنظيمية.
- بناء وصيانة روابط رسمية مع الدفاع المدني والهيئة الوطنية للأمن السيبراني وهيئة الهلال الأحمر السعودي وهيئة تطوير منطقة مكة ومراكز الطوارئ البلدية.
- تقييم المخاطر التشغيلية والمشروعات والاستراتيجية التي قد تهدد استمرارية الأعمال في كدانة؛ دمج نتائج المخاطر الخاصة باستمرارية الأعمال في سجل المخاطر المؤسسي.
- تطوير ومراجعة وتحديث سياسات وإجراءات ومعايير استمرارية الأعمال وإدارة الأزمات (BC&CM).
- تصميم وتنفيذ تمارين الطاولة السنوية و drills المحاكاة والتدريبات الطارئة الشاملة بمشاركة القيادة العليا ورؤساء الأقسام والفرق التشغيلية في جميع مواقع المملكة.
- إجراء مراجعات ما بعد الحادث وما بعد التمرين؛ توثيق الدروس المستفادة وتحديث الخطط والإجراءات ومواد التدريب؛ مشاركة النتائج مع وظيفة الحوكمة والمخاطر والامتثال (GRC).
- قيادة وتطوير وتوجيه فريق استمرارية الأعمال وإدارة الأزمات.
- بناء علاقات استراتيجية مع كبار المسؤولين التنفيذيين ولجنة المخاطر في مجلس الإدارة ورؤساء الأقسام ووظيفة GRC لدمج استمرارية الأعمال في حوكمة المؤسسة وصنع القرار.
- العمل كسلطة وحيدة لجميع شؤون استمرارية الأعمال وإدارة الأزمات في كدانة؛ تمثيل الوظيفة في لجان القيادة العليا وجلسات غرفة العمليات أثناء الأزمات.
- التعاون مع الإدارات القانونية وتقنية المعلومات والموارد البشرية والعمليات والمشروعات والمالية لضمان التوافق الكامل بين الإدارات؛ المشاركة في لجنة حوكمة GRC ودعم مبادرات إدارة المخاطر المتكاملة.
- تمثيل المنظمة أمام عمليات التدقيق الخارجية والتفتيش الحكومي المتعلق باستمرارية الأعمال والجاهزية للأزمات.
الشروط والمتطلبات
- درجة البكالوريوس في إدارة الأعمال أو إدارة المخاطر أو الهندسة أو مجال ذي صلة.
- يفضل الحصول على شهادات مهنية في استمرارية الأعمال أو إدارة المخاطر مثل CBCI أو ISO 22301 Lead Implementer/Lead Auditor أو ما يعادلها.
- شهادة أو تدريب رسمي في تحليل أثر الأعمال (BIA) وتخطيط استمرارية الأعمال (BCP).
- شهادة أو تدريب في تخطيط التعافي من الكوارث (DRP) وإدارة الأزمات.
- الإلمام أو الحصول على شهادة في أطر استمرارية خدمات تقنية المعلومات / التعافي من كوارث تقنية المعلومات.
- تدريب أو شهادة في اختبار استمرارية الأعمال وتمارين المحاكاة وتدريبات الأزمات.
- خبرة مهنية لا تقل عن 8-10 سنوات متدرجة في استمرارية الأعمال أو إدارة الأزمات أو إدارة المخاطر المؤسسية، مع 4 سنوات على الأقل في منصب قيادي أو إداري.

Role Main Purpose
Will be responsible for designing, implementing, and continuously maturing the organization’s Business Continuity Management (BCM) system and crisis response capabilities for Kidana. The role ensures that critical business functions, development projects, and operational assets remain resilient against disruptions. The role serves as the primary liaison with government bodies and regulators during crises and business disruptions.
Key Activities
FUNCTIONAL RESPONSIBILITIES:
Professional and Technical Certificates (Preferred): in Business Continuity or Risk Management such as CBCI, ISO 22301 Lead Implementer/Lead Auditor, or equivalent. Certification or formal training in Business Impact Analysis (BIA) and Business Continuity Planning (BCP). Certification or training in Disaster Recovery Planning (DRP) and Crisis Management. Familiarity or certification in IT Service Continuity / IT Disaster Recovery frameworks. Training or certification in BCM testing, simulation exercises, and crisis drills.
Professional Experience: Minimum 8-10 years of progressive experience in business continuity, crisis management, or enterprise risk management, with at least 4 years in a leadership or managerial capacity.

Key Activities
FUNCTIONAL RESPONSIBILITIES:
- Develop, implement, and maintain the enterprise-wide Business Continuity Management (BCM) system.
- Conduct annual Business Impact Analyses (BIA) across all business units to identify critical functions, asset interdependencies, and recovery priorities specific to Kidana.
- Define, document, and enforce Recovery Time Objectives (RTO) and Recovery Point Objectives (RPO) for all critical business processes.
- Develop, maintain, and periodically test departmental Business Continuity Plans (BCPs) , ensuring alignment with the operational continuity standards.
- Establish and operationalize the Crisis Management Team (CMT); define authority levels, escalation protocols, and emergency command structures.
- Develop and maintain a crisis communication framework.
- Lead and coordinate the Kidana’s response to major incidents including extreme weather events (sandstorms, floods), construction site accidents, cybersecurity breaches, supply chain disruptions, and regulatory investigations.
- Build and maintain formal liaisons with the General Directorate of Civil Defense (GDCD), National Cybersecurity Authority (NCA), Saudi Red Crescent Authority, RERA, and local municipality emergency operations centers.
- Assess operational, project, and strategic risks that could threaten business continuity across Kidana; integrate BC-specific risk findings into the enterprise risk register.
- Develop, review, and update BC&CM policies, procedures, and standards.
- Design and execute annual BC&CM tabletop exercises, simulation drills, and full-scale emergency rehearsals involving senior leadership, department heads, and operational teams across all KSA sites.
- Conduct post-incident and post-exercise reviews; document lessons learned and update plans, procedures, and training materials; share findings with the GRC function for enterprise risk intelligence.
- Lead, develop, and mentor the BC&CM team.
- Build and sustain strategic relationships with C-suite executives, the Board’s Risk Committee, division heads, and the GRC function to embed business continuity into organizational governance and decision-making.
- Act as the single point of authority for all BC&CM matters across the Kidana; represent the function in senior leadership committees and crisis war-room sessions.
- Collaborate with Legal, IT, HR, Operations, Projects, and Finance to ensure full interdepartmental continuity alignment; participate in the GRC governance committee and support integrated risk management initiatives.
- Represent the organization before external audits and government inspections related to business continuity and crisis readiness.
