About the Company: The Authority Relationship Officer (ARO) is the head of legal and compliance function of the company. They will also act as the main contact for the Ministry of Interior (MOI), Traffic Department (TD) and other government bodies in relation to the delivery of School Monitoring and Test services. The ARO maintains independent oversight of monitoring activities (Test Management and School Monitoring), integrity and the avoidance of conflicts of interest. The ideal candidate should have around 15 years of mandatory driving test experience. Should have representative experience in Public Administration and should have been part of an Authority and / or Ministry.

About the Role: This position reports directly to the CEO and presents the department at Senior Management Committee meetings as required.

Responsibilities:

• Establish and implement a regulatory quality framework for Monitoring of Driving School activities.
• Establish and implement a regulatory framework for the delivery of Pre-Evaluation, Theoretical and Practical Driving Tests.
• Oversee compliance with examination standards at National/Regional level across all locations.
• Manage internal inspection programs and protocols related to each activity.
• Ensure adherence to ethical/religious guidelines throughout all phases of each of the processes.
• Review and update policies and procedures according to legislative developments/official directives.
• Serve as the primary point of contact for external regulatory authorities on matters concerning the delivery of School Monitoring and Driving Test services.

Qualifications:

• Bachelor’s degree in political science, Public Administration, or a related field.
• At least 8 years of experience in quality assurance, compliance, or regulatory oversight, ideally within driving tests or the logistics sector.
• Proven leadership experience within governmental or highly regulated environments is highly desirable.
• Excellent communication and negotiation skills in both Arabic and English.
• Must be a national of Saudi Arabia.

Required Skills:

• High level of professionalism, confidentiality, and integrity.
• In-depth knowledge of regulatory requirements pertaining to the operation of Driving Schools.
• In-depth knowledge of regulatory requirements for the delivery of driver testing in Saudi Arabia.
• Strong understanding of legal frameworks/traffic regulations relevant to Saudi Arabia.
• Strong understanding of the objectives of Vision 2030 related to road safety improvements.
• Demonstrates cultural and religious sensitivity in the provision of public services.
