شركة البحري (Bahri) تعلن عن توفر وظيفة مدير العمليات البحرية (Offshore Operation Manager) في السعودية، وذلك للإشراف على العمليات البحرية وضمان الامتثال للمعايير واللوائح.
المهام والمسؤوليات
- الإشراف على العمليات اليومية لسفن OSV بما في ذلك التخليص المينائي، وتغييرات الطاقم، والخدمات اللوجستية البحرية.
- تنسيق عمليات التجهيز والإخلاء لسفن EPC، والحفارات، والصنادل مع الجهات المعنية.
- ضمان الامتثال لمعايير الصحة والسلامة والبيئة الخاصة بأرامكو، وإرشادات الملاحة البحرية، وأنظمة تصاريح العمل (PTW)، واللوائح المطبقة.
- مراقبة جاهزية السفن، وكفاءة الطاقم، وتوزيع القوى العاملة لضمان استمرارية العمليات.
- مراجعة التقارير التشغيلية، والسجلات، وتقارير الحوادث، ووثائق الامتثال.
- تحديد ورفع المخاطر التشغيلية، والتأخيرات، وعدم المطابقة حسب الحاجة.
- دعم تخطيط المشاريع من خلال تخصيص الموارد البحرية والتخطيط للطوارئ.

- ضمان دقة الفواتير والامتثال لمؤشرات الأداء التعاقدية.
- معالجة شكاوى العملاء وتنفيذ الإجراءات التصحيحية.
- تحسين التكاليف من خلال إدارة فعالة للموردين والموارد.
- تطوير والإشراف على موظفي العمليات البحرية.
- ضمان التحقيق في شكاوى العملاء ورفعها لتحليل الأسباب الجذرية.
- قياس رضا العملاء من خلال التغذية الراجعة المباشرة والاستبيانات.
- الحفاظ على علاقات قوية مع العملاء ومقدمي الخدمات والسلطات المينائية والهيئات التنظيمية.
- العمل كنقطة اتصال أولى للمسائل ضمن نطاق المسؤولية.
- الإبلاغ عن أداء الخدمة والمشاكل والحلول المقترحة للإدارة.
- ضمان التنفيذ الفعال للاستراتيجية الوظيفية عبر الخطط التشغيلية للإدارة، بالتنسيق مع الإدارات الأخرى.
- إدارة تحديد فرص التحسين المستمر لأنظمة وعمليات وممارسات العمل، مع مراعاة المعايير الرائدة وتحسين الإنتاجية وخفض التكاليف.
- إعداد تقارير الإدارة بدقة وفي الوقت المحدد وفقاً لمتطلبات البحري ومعايير الجودة.
- قيادة تحقيق الأهداف المحددة من خلال إدارة أداء الموظفين وتطويرهم وتحفيزهم.
- تطوير واقتراح ميزانية الإدارة ومراقبة الأداء المالي مقابل الميزانية.
- إدارة وتنفيذ سياسات وإجراءات وضوابط الإدارة وفقاً للمتطلبات الإجرائية والتشريعية.
الشروط والمتطلبات
- درجة البكالوريوس في العلوم البحرية، أو العلوم الملاحية، أو مؤهل في العمليات البحرية.
- خبرة لا تقل عن 8 سنوات في العمليات البحرية، مع سنتين على الأقل في منصب إشرافي/إداري أو بالوكالة.
- خبرة مثبتة في العمل على مشاريع أرامكو السعودية البحرية أو ما يعادلها من عمليات النفط والغاز الكبرى.

- Key Accountabilities:
Performance Management: Ensure that all department reports are prepared timely and accurately and meet Bahri’s requirements, policies, and quality standards.
People & Leadership: Manage the effective achievement of assigned objectives through the leadership of the department by setting individual objectives, managing performance, developing, and motivating staff to maximize performance.
Budgeting & financial planning: Develop and recommend the department budget and monitor financial performance versus the budget while ensuring all activities are conducted in line with the approved guidelines.
Policies & Procedures: Manage and ensure effective implementation of departmental policies, procedures, and controls covering all areas of assigned departmental activities so that all relevant procedural/legislative requirements are fulfilled while delivering a quality, cost-effective service.
Functional Responsibilities
- Supervise daily OSV operations, including port clearance, crew changes, and offshore logistics.
- Coordinate mobilization and demobilization of EPC vessels, rigs, and barges with relevant stakeholders.
- Ensure compliance with Aramco HSE standards, marine guidelines, PTW systems, and applicable regulations.
- Monitor vessel readiness, crew competence, and manpower deployment to ensure operational continuity.
- Review operational reports, logs, incident reports, and compliance documentation.
- Identify and escalate operational risks, delays, and non-conformities as required.
- Support project planning through marine resource allocation and contingency planning.
- Conduct toolbox talks, safety briefings, and coordination meetings.
- Act as the primary escalation point for offshore operational issues and emergencies.
- Participate in audits, inspections, and client reviews to maintain compliance and operational excellence.
- Evaluate supplier and service provider performance and recommend improvements.
- Resolve operational issues with vessels, cargo, and authorities efficiently.
- Ensure accurate invoicing and compliance with contractual KPIs.
- Handle client complaints and implement corrective actions.
- Optimize costs through effective vendor and resource management.
- Develop and supervise offshore operations personnel.
- Ensure customer complaints are investigated and escalated for root cause analysis.
- Measure customer satisfaction through direct client feedback and surveys.
- Maintain strong relationships with clients, service providers, port authorities, and regulatory bodies.
- Serve as the first point of contact for matters within the area of responsibility.
- Report service performance, issues, and recommended solutions to management.
- Job Requirements
- Bachelor’s degree in Marine, Nautical Science, or Offshore Operations qualification
- +8 years of offshore operations experience, Minimum 2 years in a supervisory/managerial or acting supervisory/managerial
- Proven experience working on Saudi Aramco offshore projects or equivalent major oil & gas operations.
