تعلن شركة Hitachi Rail عن توفر وظيفة مدير عقود (Contract Manager) في مدينة مكة المكرمة، المملكة العربية السعودية، ضمن فريق الشؤون القانونية والعقود والامتثال لدعم مشاريع الإشارات الحديدية الكبرى في المنطقة.
نبذة عن الوظيفة
مدير العقود مسؤول عن الإشراف على دورة الأنشطة التعاقدية الكاملة لمشاريع الإشارات الحديدية واسعة النطاق في المملكة العربية السعودية، وضمان إدارة جميع الالتزامات والحقوق والمخاطر والفرص التعاقدية بشكل فعال بما يتوافق مع أهداف المشروع والحوكمة المؤسسية. تدعم هذه الوظيفة تسليم المشاريع من خلال حماية المصالح التجارية للشركة، وضمان الامتثال التعاقدي، وإدارة المطالبات والتغييرات، وتعزيز العلاقات التعاونية مع العملاء والشركاء والمقاولين من الباطن. يعمل مدير العقود كمستشار استراتيجي لقادة المشاريع، ويساهم في تخفيف المخاطر، وتجنب النزاعات، والتنفيذ الناجح للمشاريع البنية التحتية المعقدة.
المهام والمسؤوليات
- قيادة وظيفة إدارة العقود لمشاريع الإشارات الحديدية من ترسية العقد وحتى إنجاز المشروع وإغلاقه.
- ضمان الامتثال للشروط التعاقدية والسياسات المؤسسية والأطر القانونية المعمول بها طوال دورة حياة المشروع.
- تقديم التوجيه التجاري والتعاقدي لمديري المشاريع وفرق الهندسة والإدارة العليا.
- تحديد وتقييم وإدارة المخاطر والفرص التعاقدية، وتنفيذ استراتيجيات التخفيف عند الضرورة.
- إدارة المراسلات التعاقدية والإخطارات والوثائق مع العملاء والشركاء والمقاولين من الباطن.
- قيادة إعداد وتقييم والتفاوض على التغييرات التعاقدية وأوامر التغيير والمطالبات.
- دعم تطوير وتنفيذ استراتيجيات المطالبات وحل النزاعات، بما في ذلك عمليات التفاوض والتسوية.
- مراقبة أداء المشروع مقابل الالتزامات التعاقدية وضمان التحديد المبكر للمشكلات التعاقدية المحتملة.
- التنسيق مع فرق الشؤون القانونية والمالية والمشتريات وإدارة المشاريع لضمان حوكمة تعاقدية متسقة.
- إدارة عقود المقاولين من الباطن والموردين، وضمان التوافق مع العقد الرئيسي وأهداف المشروع.
- المساهمة في التقارير التجارية والتنبؤات وتقييمات المخاطر المتعلقة بالمسائل التعاقدية.
- ضمان إجراءات إدارة العقود المناسبة والتحكم في الوثائق وفقاً لمعايير الشركة.
- دعم قيادة المشروع في إدارة أصحاب المصلحة والتفاوض على العقود مع العملاء وشركاء التحالفات.
الشروط والمتطلبات
- خبرة مهنية من 3 إلى 10 سنوات في إدارة العقود في شركات متعددة الجنسيات، ويفضل أن تكون في مشاريع بنية تحتية كبرى أو مشاريع سكك حديدية.
- خبرة مثبتة في إدارة عقود EPC أو تسليم المفتاح أو عقود الإشارات الحديدية في بيئات المشاريع الدولية.
- سجل حافل في إدارة العقود وإدارة المطالبات وحل النزاعات.
- خبرة في العمل مع عملاء من القطاع العام وعقود البنية التحتية الكبيرة، ويفضل في المملكة العربية السعودية.
- فهم قوي لنماذج تسليم المشاريع وإدارة المخاطر التجارية في مشاريع النقل واسعة النطاق.
- درجة البكالوريوس في القانون أو الهندسة أو مجال ذي صلة.
- درجة الماجستير في القانون أو إدارة الأعمال (MBA) أو إدارة المشاريع تعتبر ميزة إضافية.
- إتقان اللغتين العربية والإنجليزية.
- يفضل أن يكون المرشح سعودي الجنسية.
- الشهادات المهنية أو التدريبات في إدارة العقود التجارية مرغوب فيها بشدة.
- تدريب إضافي أو شهادة في إدارة العقود وفق نموذج FIDIC أو قانون البناء الدولي يعتبر مفيداً.
المهارات المطلوبة
- خبرة قوية في الأطر التعاقدية المستخدمة بشكل شائع في مشاريع البنية التحتية (مثل عقود FIDIC أو GTPL).
- مهارات متقدمة في التفاوض والتحليل وحل المشكلات.
- قدرات قوية في إدارة أصحاب المصلحة والتواصل.
- القدرة على العمل في بيئات مشاريع معقدة ومتعددة الثقافات وإدارة واجهات تعاقدية متعددة.
- عقلية استراتيجية مع القدرة على الموازنة بين الحماية التجارية وتسليم المشاريع التعاوني.

Roles & Responsibilities
- Lead the contract management function for railway signaling projects from contract award through project completion and close-out.
- Ensure compliance with contractual terms, corporate policies, and applicable legal frameworks throughout the project lifecycle.
- Provide commercial and contractual guidance to project directors, engineering teams, and senior management.
- Identify, assess, and manage contractual risks and opportunities, implementing mitigation strategies where necessary.
- Manage contractual correspondence, notifications, and documentation with clients, partners, and subcontractors.
- Lead the preparation, evaluation, and negotiation of contract variations, change orders, and claims.
- Support the development and execution of claims and dispute resolution strategies, including negotiation and settlement processes.
- Monitor project performance against contractual obligations and ensure timely identification of potential contractual issues.
- Coordinate with legal, finance, procurement, and project management teams to ensure consistent contractual governance.
- Manage subcontractor and supplier contracts, ensuring alignment with the main contract and project objectives.
- Contribute to commercial reporting, forecasting, and risk assessments related to contractual matters.
- Ensure proper contract administration procedures and documentation control in accordance with company standards.
- Support project leadership in stakeholder management and contract negotiations with clients and consortium partners.
- 3 - 10 years of professional experience in contract management, in multinational companies, preferably within large infrastructure or railway projects.
- Proven experience managing complex EPC, turnkey, or railway signaling contracts in international project environments.
- Demonstrated track record in contract administration, claims management, and dispute resolution.
- Experience working with public sector clients and large infrastructure contracts, preferably in Saudi Arabia.
- Strong understanding of project delivery models and commercial risk management in large-scale transportation projects.
- Bachelor’s degree in Law, Engineering or a related field.
- Master’s degree in Law, Business Administration (MBA), or Project Management is considered an advantage.
- Fluency in Arabic and English.
- Work location is Makkah city in Saudi Arabia.
- Preferably a Saudi national.
- Professional certifications or trainings in commercial/contract management are highly desirable.
- Additional training or certification in FIDIC contract management or international construction law is considered beneficial.
- Strong expertise in contractual frameworks commonly used in infrastructure projects (e.g., FIDIC or GTPL based contracts).
- Advanced negotiation, analytical, and problem-solving skills.
- Strong stakeholder management and communication capabilities.
- Ability to operate in complex, multicultural project environments and manage multiple contractual interfaces.
- Strategic mindset with the ability to balance commercial protection and collaborative project delivery.
