تعلن شركة KBR, Inc. عن توفر وظيفة مدير موقع بديل / مهندس ميكانيكي (Alternate Site Manager / Mechanical Engineer) في السعودية، ضمن برنامج AFCAP V لدعم القوات الجوية الأمريكية في جنوب غرب آسيا. تتطلب الوظيفة تصريحاً أمنياً سرياً (Secret Clearance) وتجمع بين دورين: الإشراف على الموقع في غياب المدير الأساسي، وتقديم الخبرة الهندسية الميكانيكية لدعم عمليات المنشآت والمرافق في قاعدة AASAB والمواقع المرتبطة بها.

المهام والمسؤوليات

  • مساعدة مدير الموقع في الإدارة الشاملة لخدمات الدعم الهندسي في AASAB والمواقع المرتبطة.
  • تولي مسؤوليات مدير الموقع أثناء غيابه وتوفير القيادة والإشراف التشغيلي المستمر.
  • العمل كنقطة تنسيق رئيسية بين موظفي KBR وممثلي الحكومة والمقاولين من الباطن وشركاء المهمة.
  • تقديم دعم هندسي ميكانيكي احترافي للمنشآت والمرافق والبنية التحتية ومتطلبات الهندسة الإنشائية.
  • تقييم الأنظمة الميكانيكية الحالية وتقديم توصيات للإصلاح أو الاستبدال أو التعديل أو التحسين.
  • دعم أنظمة التدفئة والتهوية وتكييف الهواء (HVAC) والسباكة والأنابيب والمضخات وأنظمة المياه والصرف الصحي والحماية من الحرائق والمعدات الميكانيكية والبنية التحتية للمرافق.
  • إجراء تقييمات للمنشآت وتحقيقات ميدانية ومسوحات مواقع وتفقديات وتقييمات فنية.
  • مراجعة الرسومات الميكانيكية والمواصفات والحسابات ونطاقات العمل والتقديمات الفنية ورسومات الورش وطلبات المعلومات (RFIs).
  • دعم تخطيط وبرمجة وتصميم وتنفيذ وتفقد وقبول وإغلاق المشاريع الهندسية والإنشائية.
  • المساعدة في إعداد بيانات العمل والمتطلبات الفنية وتقديرات التكاليف وحزم المشاريع والجداول الزمنية والوثائق الهندسية.
  • تنسيق المتطلبات الميكانيكية مع التخصصات الهندسية الأخرى (مدني، كهرباء، إنشائي، معماري).
  • ضمان امتثال التوصيات الهندسية وتنفيذ المشاريع لمعايير UFC ومتطلبات القوات الجوية ومعايير OSHA والكودات والممارسات الهندسية المقبولة.
  • مراقبة أداء أمر المهمة وضمان تنفيذ العمل وفقًا لـ PWS و TOMP واللوائح ذات الصلة ومعايير الأداء المحددة.
  • دعم تطوير وتنفيذ وصيانة TOMP وتحديد التغييرات في النطاق أو عبء العمل أو الموظفين أو المتطلبات الحكومية التي قد تتطلب تحديثات أو تعديلات تعاقدية.
  • تنسيق الموظفين والجدولة والتدريب والمعدات والأدوات والمركبات والموارد الأخرى اللازمة لإنجاز متطلبات المهمة.
  • ضمان تدريب الموظفين المنفذين للعمل وتأهيلهم وكفاءتهم من خلال التعليم والخبرة.
  • مراقبة أداء الموظفين والإنتاجية والسلامة والجودة والامتثال للإجراءات المقررة.
  • تحديد المخاطر التشغيلية والفنية والجدولية ومخاطر الأداء ووضع استراتيجيات التخفيف المناسبة.
  • تقديم الدعم الفني أثناء أعطال المعدات وانقطاع المرافق والإصلاحات الطارئة والحالات الحرجة الأخرى.
  • إعداد ودعم التقارير والإحاطات والجداول الزمنية وتحديثات الموظفين ومقاييس الأداء والوثائق الهندسية والتسليمات الأخرى المطلوبة لأمر المهمة.
  • المشاركة في الاجتماعات الحكومية ومراجعات المشاريع وتفقديات المواقع واجتماعات الإنشاء والأنشطة التنسيقية الفنية.
  • الحفاظ على التواصل الفعال مع العملاء الحكوميين وتقديم تحديثات في الوقت المناسب بشأن القضايا الفنية وحالة المشروع والمخاطر والمتطلبات الناشئة.
  • تعزيز ثقافة السلامة القوية وضمان التخطيط السليم للعمل وتنفيذه وفقًا لمتطلبات السلامة الخاصة بـ KBR والقوات الجوية و OSHA والموقع.
  • الحفاظ على توثيق دقيق للنتائج الهندسية والتفقديات والتوصيات وحالة المشروع والإجراءات التصحيحية والأعمال المنجزة.
  • دعم مساءلة الموظفين وتخطيط القوى العاملة والإدارة اليومية للموقع حسب الحاجة.
  • السفر بين AASAB والمواقع المرتبطة لدعم متطلبات المهمة والهندسة.
  • أداء المهام والمسؤوليات الأخرى اللازمة لدعم تنفيذ أمر المهمة بنجاح ومهمة جناح الاستطلاع الجوي 386 وشركائه.

الشروط والمتطلبات

  • الجنسية الأمريكية (U.S. National) مع تصريح أمني سري نشط (Secret Clearance).
  • درجة البكالوريوس في الهندسة الميكانيكية من مؤسسة معتمدة.
  • خبرة مهنية مثبتة في الهندسة الميكانيكية أو هندسة المرافق أو إدارة الإنشاءات أو الهندسة الإنشائية أو مجال ذي صلة.
  • خبرة سابقة في القيادة أو الإشراف أو إدارة المشاريع أو إدارة المواقع.
  • خبرة في دعم الأنظمة الميكانيكية للمرافق مثل HVAC والسباكة والأنابيب والمضخات والمرافق والبنية التحتية ذات الصلة.
  • القدرة على تفسير الرسومات الهندسية والمواصفات والمعايير الفنية ووثائق الإنشاء.
  • معرفة بعمليات التصميم الهندسي والإنشاء والتفقد والصيانة وتنفيذ المشاريع.
  • يفضل: رخصة مهندس محترف (PE) أو شهادة مهندس متدرب (EIT).

Program Summary

KBR, through the AFCAP V Program, assists the U.S. Air Force by offering Southwest Asia Logistics Support (SWA Log). These services provide inventory management, property accountability, equipment movement, and logistics coordination for U.S. Air Force operations across multiple locations in Southwest Asia. Alongside SWA Logistics, KBR delivers Engineering Support, NTV Leasing, LAMS, Power Production, BOS-I, and a range of quality-of-life solutions that help sustain base operations.

Job Summary

The Alternate Site Manager / Mechanical Engineer serves in a dual role supporting the successful execution of Engineering Support Services at AASAB and associated sites. The position provides mechanical engineering expertise while also supporting the Site Manager with the day-to-day leadership, coordination, and administration of Task Order activities.

In the absence of the Site Manager, the Alternate Site Manager (ASM) will assume responsibility for site operations and serve as the primary KBR representative for coordination with Government personnel, subcontractors, employees, and other mission partners. The position ensures work is performed safely, efficiently, and in accordance with the Performance Work Statement (PWS), Task Order Management Plan (TOMP), applicable Air Force requirements, engineering standards, and KBR policies.

As the Mechanical Engineer, the employee will provide technical engineering support related to mechanical systems, facility infrastructure, utilities, HVAC, plumbing, fire protection, mechanical equipment, and other installation engineering requirements.

Roles And Responsibilities

  • Assist the Site Manager with the overall management and execution of Engineering Support Services at AASAB and associated locations.
  • Assume Site Manager responsibilities during the Site Manager’s absence and provide continuous leadership and operational oversight.
  • Serve as a primary point of coordination between KBR personnel, Government representatives, subcontractors, and mission partners.
  • Provide professional mechanical engineering support for facilities, utilities, infrastructure, and installation engineering requirements.
  • Evaluate existing mechanical systems and provide recommendations for repair, replacement, modification, or improvement.
  • Support HVAC, plumbing, piping, pumps, water systems, wastewater systems, fire protection, mechanical equipment, and other facility infrastructure.
  • Conduct facility assessments, field investigations, site surveys, inspections, and technical evaluations.
  • Review mechanical drawings, specifications, calculations, scopes of work, technical submittals, shop drawings, and Requests for Information (RFIs).
  • Support the planning, programming, design, execution, inspection, acceptance, and closeout of engineering and construction projects.
  • Assist with the preparation of Statements of Work, technical requirements, cost estimates, project packages, schedules, and engineering documentation.
  • Coordinate mechanical requirements with civil, electrical, structural, architectural, and other engineering disciplines.
  • Ensure engineering recommendations and project execution comply with applicable Unified Facilities Criteria (UFC), Air Force requirements, OSHA standards, codes, and accepted engineering practices.
  • Monitor Task Order performance and ensure work is performed in accordance with the PWS, Task Order Management Plan (TOMP), applicable regulations, and established performance standards.
  • Support the development, implementation, and maintenance of the TOMP and identify changes in scope, workload, staffing, or Government requirements that may require updates or contractual modification.
  • Coordinate staffing, scheduling, training, equipment, tools, vehicles, and other resources required to accomplish mission requirements.
  • Ensure personnel performing assigned work are properly trained, qualified, and competent through education and experience.
  • Monitor employee performance, productivity, safety, quality, and compliance with established procedures.
  • Identify operational, technical, schedule, and performance risks and develop appropriate mitigation strategies.
  • Provide technical support during equipment failures, utility outages, emergency repairs, and other mission-critical situations.
  • Prepare and support reports, briefings, schedules, staffing updates, performance metrics, engineering documentation, and other required Task Order deliverables.
  • Participate in Government meetings, project reviews, site inspections, construction meetings, and technical coordination activities.
  • Maintain effective communication with Government customers and provide timely updates regarding technical issues, project status, risks, and emerging requirements.
  • Promote a strong safety culture and ensure work is properly planned and executed in accordance with KBR, Air Force, OSHA, and site-specific safety requirements.
  • Maintain accurate documentation of engineering findings, inspections, recommendations, project status, corrective actions, and completed work.
  • Support personnel accountability, workforce planning, and day-to-day site administration as required.
  • Travel between AASAB and associated sites as necessary to support mission and engineering requirements.
  • Perform other duties and responsibilities necessary to support successful Task Order execution and the mission of the 386th Air Expeditionary Wing and its mission partners.

Basic Qualifications

  • U.S. National (USN) with an active Secret Security Clearance
  • Bachelor's degree in Mechanical Engineering from an accredited institution.
  • Demonstrated professional experience in mechanical engineering, facilities engineering, construction management, installation engineering, or a related field.
  • Previous leadership, supervisory, project management, or site management experience.
  • Experience supporting facility mechanical systems such as HVAC, plumbing, piping, pumps, utilities, and related infrastructure.
  • Ability to interpret engineering drawings, specifications, technical standards, and construction documents.
  • Knowledge of engineering design, construction, inspection, maintenance, and project execution processes.

Preferred Qualifications

  • Professional Engineer (PE) license or Engineer-in-Training (EIT) certification.
  • Previous AFCAP, U.S. Air Force, Department of Defense, or contingency operations experience.
  • Previous experience working at an overseas military installation or deployed location.
  • Experience managing multidisciplinary engineering teams.
  • Experience supporting U.S. Air Force Civil Engineer or installation engineering organizations.
  • Familiarity with Unified Facilities Criteria (UFC), Department of the Air Force Instructions (DAFI), OSHA requirements, and applicable U.S. building and engineering codes.
