المهام والمسؤوليات
- ضمان امتثال جميع معاملات التصدير للقوانين واللوائح السعودية والدولية للرقابة على الصادرات.
- إعداد وإدارة وصيانة تراخيص التصدير والتفويضات والتصاريح الخاصة بالسلع والتقنيات الخاضعة للرقابة.
- تصنيف العناصر والتقنيات باستخدام رموز ECCN/HS والاحتفاظ بسجلات تصدير دقيقة.
- مراجعة الفواتير التجارية ومستندات الشحن وبيانات الاستخدام النهائي للتحقق من الامتثال.
- الحفاظ على وثائق التصدير وفقاً لمتطلبات حفظ السجلات.
- الإبلاغ عن انتهاكات الرقابة على الصادرات المشتبه بها والتحقيق فيها ورفعها حسب الحاجة.
- إجراء العناية الواجبة وفحص الأطراف المقيدة ضد قوائم العقوبات ذات الصلة.
- تنفيذ ودعم سياسات الرقابة الداخلية على الصادرات والتدقيق، وتقديم المشورة بشأن التصنيف لمنع التصدير غير المصرح به.
الشروط والمتطلبات
- درجة البكالوريوس في سلسلة التوريد، الأعمال الدولية، إدارة الأعمال، علوم الحاسب، الهندسة، أو القانون.
- خبرة من 4 إلى 7 سنوات في الامتثال الجمركي والتجاري.
- معرفة قوية بقوانين التصدير/الاستيراد السعودية، إجراءات ZATCA، منصة FASAH الجمركية، وأنظمة الرقابة الدولية (ITAR/EAR، UK/EU).
- خبرة في الامتثال للاستيراد/التصدير، التخليص الجمركي، تصنيف HS، وتخطيط الرسوم الجمركية.
- خبرة في فحص العقوبات/الأطراف المقيدة والمنصات السعودية (FASAH، ZATCA، SASO/SABER).
- إتقان أنظمة ERP (خاصة وحدات SAP التجارية/الجمركية) و Microsoft Office.
- مهارة في التدقيق التنظيمي، تحسين العمليات (Lean/Six Sigma)، وإدارة أصحاب المصلحة.
- إتقان اللغتين الإنجليزية والعربية، مع قدرات تحليلية قوية والتنسيق بين الوظائف المختلفة.

As a Export Control Specialist, you will ensure that all export, re-export, and transfer activities comply with Saudi Arabian regulations as well as applicable international trade control laws (e.g., U.S. ITAR/EAR, UK Export Control Orders, EU Dual-Use Regulations). The role is critical for maintaining legal compliance, protecting sensitive technologies, and supporting secure international trade operations in the Kingdom.
You will lead Lenovo’s compliance and export controls program including local export regulatory requirements as well as compliance with U.S. EAR regulations. Proficiency on applicable laws and regulations issued by various government agencies and translate them into business compliance best practices. Involves classification, license application, end user certification, restricted party screening, investigations, and internal audits. Monitor changes in government trade regulations to ensure internal processes, procedures, and system compliance. Liaison with local customs and licensing authority. Maintain compliance controls with Lenovo’s “Internal Compliance Program” and polices.

You Key Responsibilities
- Ensure all export transactions comply with Saudi and international export control laws and regulations.
- Prepare, manage, and maintain export licenses, authorizations, and permits for controlled goods and technologies.
- Classify items and technologies using ECCN/HS codes and keep accurate export control records.
- Review commercial invoices, shipping documents, and end-use statements for compliance.
- Maintain export documentation according to record-keeping requirements.
- Report and investigate suspected export control breaches, escalating as needed.
- Conduct due diligence and restricted party screening against relevant sanctions lists.
- Implement and support internal export control policies, audits, and advise on classification to prevent unauthorized exports.
- Bachelor’s degree in Supply Chain, International Business, Business Administration, Computer Science, Engineering, or Law.
- 4- 7 years of experience in customs and trade compliance.
- Strong knowledge of Saudi export/import laws, ZATCA procedures, FASAH customs platform, and international control regimes (ITAR/EAR, UK/EU).
- Expertise in import/export compliance, customs clearance, HS classification, and duty planning.
- Experience with sanctions/restricted-party screening and Saudi-specific platforms (FASAH, ZATCA, SASO/SABER).
- Proficiency in ERP systems (especially SAP trade/customs modules) and Microsoft Office.
- Skilled in regulatory audits, process improvement (Lean/Six Sigma), and stakeholder management.
- Fluency in English and Arabic; strong analytical and cross-functional coordination abilities.
