المهام والمسؤوليات

  • ضمان مشاركة هادفة وشاملة للمجتمعات، وخاصة النساء والأطفال والشباب والأشخاص ذوي الإعاقة والفئات المهمشة، في تخطيط وتنفيذ ومراقبة واستدامة خدمات المياه والصرف الصحي، وتعزيز الملكية المجتمعية للمرافق والخدمات.
  • تنفيذ أنشطة تعزيز النظافة المجتمعية وتغيير السلوك الاجتماعي لتمكين الأسر والمدارس والمجتمعات من تبني واستدامة ممارسات آمنة للمياه والصرف الصحي والنظافة.
  • الحفاظ على تنسيق وعلاقات فعالة على المستوى الميداني مع المجتمعات والحكومات المحلية والمدارس والمرافق الصحية ومجموعات المجتمع، لضمان أن تكون تدخلات المياه والصرف الصحي شاملة ومستجيبة ومتاحة لمختلف الفئات المجتمعية.
  • ضمان تنفيذ آليات التغذية الراجعة والشكاوى والمراقبة التشاركية والمساءلة المجتمعية بشكل فعال، مع دعم المجتمعات وهياكل المياه والصرف الصحي لتعزيز التشغيل والصيانة والاستدامة طويلة المدى للمرافق والممارسات.
  • ضمان دمج مبادئ الحماية والمساواة بين الجنسين والإعاقة والإدماج الاجتماعي باستمرار في أنشطة التوعية المجتمعية والعمل الميداني، مع تحديد وتوثيق ورفع المخاوف والمخاطر والقضايا الناشئة بشكل مناسب.

الشروط والمتطلبات

  • درجة البكالوريوس في الصحة العامة أو التنمية المجتمعية أو المياه والصرف الصحي أو مجال ذي صلة.
  • خبرة لا تقل عن سنتين في مشاريع المياه والصرف الصحي والنظافة المجتمعية أو STBM أو الصحة أو التنمية، ويفضل في المناطق الريفية.
  • خبرة في تعبئة المجتمعات والأسر والمدارس وأصحاب المصلحة المحليين.
  • فهم جيد لمجال المياه والصرف الصحي والنظافة وتعزيز النظافة وتغيير السلوك وخدمات المياه والصرف الصحي المستدامة.
  • خبرة في تسهيل الاجتماعات المجتمعية والمناقشات الجماعية وجلسات التوعية والأنشطة التشاركية.

About Plan International

Plan International is an independent development and humanitarian organization that advances children’s rights and equality for girls. In Indonesia, Plan International operates since 1969, and in 2017 Yayasan Plan International Indonesia (YPII) was established as a national entity of Plan International in Indonesia. YPII is currently implementing its Country Strategy 5 (CS 5) covering the fiscal year 2023 to 2027, where the country’s purpose is in line with the global Plan International’s Purpose “to advance children’s rights and equality for girls”. Our ambition is to enable at least 3 million girls and young women to be healthy, educated, empowered, safe and protected. It means that we will take action to identify and facilitate the removal of obstacles that prevent children, especially girls, and young women from enjoying their rights and participating fully in Indonesian society. This goal will be achieved by implementing quality programmes and projects as well as influencing decision-makers and key stakeholders to make the required changes.

Project Background

SEHATI (Sanitasi, Higiene, dan Air Tangguh Iklim) is a 3.5-year climate-resilient WASH project implemented in Timor Tengah Selatan, Manggarai, and Belu Districts, East Nusa Tenggara (NTT). The project aims to address interconnected challenges related to limited access to safe water and sanitation, poor hygiene practices, stunting, environmentally related diseases, disruption to children’s education, and increasing climate risks such as droughts, floods, and landslides. SEHATI adopts a holistic approach that combines WASH infrastructure improvements with behaviour change, stronger governance, water resource protection, and sustainable management of WASH services.

The project will reach all primary schools and Puskesmas across the three target districts through a phased, dual-track and cohort-based approach. Year 1 will focus on baseline assessments, water source and drought risk mapping, system design, initial capacity strengthening, and infrastructure development, including a pilot in four target schools and four Puskesmas to demonstrate context-appropriate WASH solutions. Year 2 will focus on full-scale infrastructure and behaviour change interventions, alongside strengthened multi-stakeholder coordination. Year 3 will focus on strengthening sustainability, integrating WASH management systems, and transitioning ownership to local stakeholders. Throughout implementation, SEHATI will work closely with local governments, schools, Puskesmas, communities, children and youth, and other stakeholders to promote inclusive participation, accountability, and sustainable WASH services that remain functional and resilient to climate-related risks.

Position Summary

The Community Outreach Officer will support the implementation of community engagement, mobilization, hygiene promotion, and social and behaviour change activities under the SEHATI-WASH project across three targeted districts in NTT. Reporting to the Community Outreach Specialist, the role will work closely with communities, children and youth, people with disabilities, schools, local government, health facilities, community groups, and other stakeholders to promote meaningful participation, inclusion, ownership, and sustainable WASH practices.

The position will support field-level community outreach, participatory assessments, hygiene promotion, behaviour change initiatives, community feedback and accountability mechanisms, and capacity strengthening for the sustainable management of WASH facilities. The role will also contribute to meaningful youth engagement through the Youth Advisory Panel (YAP) and ensure community perspectives, concerns, feedback, risks, and learning are captured and communicated to the project team.

Location

This role and project will be based in Kabupaten Belu, NTT. Candidates must be authorized to work in Indonesia as visa sponsorship cannot be provided for this role.

Reporting And Supervision

The Community Outreach Officer will report to the Community Outreach Specialist SEHATI-WASH .

Primary Responsibilities

  • Effective Community Engagement, Participation and Ownership Ensure meaningful and inclusive participation of communities, particularly women, children, youth, people with disabilities, and marginalized groups, in WASH planning, implementation, monitoring, and sustainability, while strengthening community ownership of WASH services and facilities.
  • Sustainable Hygiene Behaviour Change Implement community-based hygiene promotion and social and behaviour change activities that enable households, schools, and communities to adopt and sustain safe water, sanitation, and hygiene practices.
  • Stakeholder Coordination and Social Inclusion Maintain effective field-level coordination and relationships with communities, local government, schools, health facilities, community groups, and other stakeholders to ensure WASH interventions are inclusive, responsive, and accessible to diverse community groups.
  • Community Accountability and Sustainability of WASH Services Ensure community feedback, complaints, participatory monitoring, and accountability mechanisms are effectively implemented, while supporting communities and WASH structures to strengthen operation, maintenance, and long-term sustainability of WASH facilities and practices.
  • Safeguarding, GEDSI and Quality Field Implementation Ensure safeguarding, gender equality, disability and social inclusion principles are consistently integrated into community outreach and field activities, with concerns, risks, and emerging issues identified, documented, and appropriately escalated.

Qualifications And Experience

  • Bachelor’s degree in Public Health, Community Development, WASH, or a related field.
  • At least 2 years of relevant experience in community-based WASH, STBM, health, or development projects, preferably in rural areas.
  • Experience mobilizing communities, households, schools, and local stakeholders.
  • Good understanding of WASH, hygiene promotion, behaviour change, and sustainable WASH services.
  • Experience facilitating community meetings, group discussions, awareness sessions, and participatory activities.
  • Ability to promote gender equality, disability inclusion, and safeguarding, particularly when working with children and vulnerable groups.
  • Ability to work effectively with communities from diverse cultural and social backgrounds.
  • Strong communication, facilitation, coordination, and report-writing skills.
  • Good computer skills, particularly Microsoft Office.
  • Good spoken and written Bahasa Indonesia.
  • Ability to work collaboratively with the Community Outreach Specialist and wider project team.
