تعلن شركة بكتل (Bechtel Corporation) عن توفر وظيفة مدير الصحة والسلامة والبيئة (HSE Manager) للعمل في مشروع إكسبو 2030 الرياض، المملكة العربية السعودية، ضمن فريق برنامج البنية التحتية للمعرض الذي يستمر من أكتوبر 2030 إلى مارس 2031.
نبذة عن الوظيفة
- قيادة فريق لإدارة دعم الصحة الصناعية والخدمات في المشاريع، وضمان دمج المتطلبات في معايير التصميم والتخطيط التشغيلي.
- الإشراف على الأبحاث والتقييمات وحل الحوادث وتخفيف المخاطر والامتثال.
- تقديم التوجيه الفني لدعم تنفيذ برنامج البيئة والسلامة والصحة (ES&H) بنجاح.
المهام والمسؤوليات
- تطوير وتنفيذ ومراجعة وتحسين خطط إدارة الصحة والسلامة والبيئة (HSE) للمشروع والإجراءات المرتبطة بها.
- تطوير وتنفيذ برنامج منظم لضمان ومراقبة HSE يشمل جولات القيادة والتفتيش والتدقيق والزيارات الميدانية.
- إجراء تدقيقات دورية لأنظمة إدارة HSE للمقاولين والتحقق من الامتثال لمتطلبات ERCSM والالتزامات التعاقدية والتشريعات السعودية.
- دعم وتنسيق عمليات التفتيش والتدقيق والزيارات التي يجريها فريق القيادة التنفيذية لصاحب العمل والجهات التنظيمية وهيئات الضمان الخارجية.
- تطوير وصيانة إطار الكفاءة ومصفوفة التدريب وبرنامج ضمان الكفاءة لفريق إدارة المشروع (PMC).
- رئاسة وتيسير اجتماعات HSE الدورية مع المقاولين وأصحاب المصلحة ومراقبة إغلاق الإجراءات.
- ضمان الاستخدام الإلزامي لأنظمة التقارير وأدوات إدارة أداء HSE الخاصة بصاحب العمل.
- التحقق من أن المقاولين يحتفظون بعدد كافٍ من موظفي HSE الأكفاء وفقًا للمتطلبات التعاقدية ومخاطر المشروع.
- مراقبة التعبئة في الوقت المناسب واستبقاء موارد HSE للمقاولين ورفع القصور عند الحاجة.
- تقديم القيادة والتوجيه والدعم الفني للمقاولين في تنفيذ دليل السلامة الإنشائية وترتيبات إدارة HSE المعتمدة.
- مراجعة أطر الكفاءة وبرامج التدريب والإحاطات والمؤهلات للمقاولين للتحقق من كفاءة القوى العاملة.
- دعم فرق إدارة المشروع وإدارة الإنشاءات لتحقيق أهداف HSE والحفاظ على الامتثال للمعايير والمتطلبات.
- ضمان الإبلاغ عن الحوادث والحوادث الوشيكة والوقائع الخطيرة والتحقيق فيها وإغلاقها وفقًا لدليل السلامة الإنشائية.
- مراجعة تقارير التحقيق في الحوادث والتحقق من تحليل الأسباب الجذرية ومراقبة تنفيذ الإجراءات التصحيحية والوقائية.
- إعداد وتقديم تقارير أداء HSE أسبوعية وشهرية وفورية وإحصائيات وتحليلات الاتجاهات وملخصات الإدارة.
- دعم وتعزيز برامج التقدير والمكافآت لتشجيع السلوكيات الإيجابية في HSE ومشاركة القوى العاملة.
- التحقق من تقديم ومراجعة واعتماد خطط إدارة المرور وخطط التفاعل بين المعدات المتنقلة والأفراد قبل بدء العمل.
- إجراء أنشطة الرقابة بما في ذلك التفتيش والتدقيق والملاحظات الميدانية وإصدار إشعارات التحسين أو التوصية بوقف العمل.
- قيادة أو دعم التحقيق في الحوادث الكبيرة والحوادث الوشيكة عالية الاحتمال والأحداث الأخرى بتوجيه من مدير HSE والعميل.
- دعم مبادرات HSE لصاحب العمل والحملات وبرامج مشاركة القيادة وأنشطة تحسين السلامة على مستوى المشروع.
- تنسيق واجهات HSE بين المقاولين والمصممين والاستشاريين لضمان إدارة المخاطر والتواصل الفعال.
- مراقبة امتثال المقاولين لخطط HSE المعتمدة وتقييمات المخاطر وإجراءات العمل وترتيبات الطوارئ ومتطلبات الرعاية.
- رفع حالات عدم الامتثال غير المحلولة والظروف غير الآمنة والمخاوف الهامة في HSE عبر عملية حوكمة المشروع.
الشروط والمتطلبات
- درجة البكالوريوس في الهندسة أو الصحة والسلامة المهنية أو العلوم البيئية أو تخصص ذي صلة من مؤسسة معتمدة.
- NEBOSH International Diploma أو NEBOSH Diploma أو مؤهل مهني مكافئ في HSE.
- شهادة مهنية مثل CMIOSH أو CertIOSH أو CSP أو CRSP أو ما يعادلها (مفضلة).
- مسجل مهني (محتارف) في المملكة العربية السعودية أو القدرة على الحصول على التسجيل.
- خبرة لا تقل عن 15 عامًا في مجال HSE للإنشاءات، منها 3 سنوات على الأقل في دور مدير HSE في مشاريع البنية التحتية الكبرى أو المباني أو النقل أو المرافق أو البرامج الضخمة.
- تدريب رسمي وخبرة في تدقيق HSE وتقييم أنظمة الإدارة.
- معرفة مثبتة بمعايير ISO 45001 وISO 14001 ولوائح HSE السعودية وأنظمة إدارة السلامة في الإنشاءات واسعة النطاق.
- خبرة مثبتة في منهجيات التحقيق في الحوادث وإدارة المخاطر وإدارة المقاولين.
- إتقان اللغة الإنجليزية تحدثًا وكتابة (لغة العمل الأساسية).
- التواجد في الموقع بدوام كامل (Full-Time Office/Project).

Expo 2030 Riyadh is a global platform where countries, organizations, and individuals will come together to collaborate. Under the theme “Foresight for Tomorrow,” the Expo promotes sustainable development, innovation, and transformative thinking. The event will be held from October 2030 to March 2031 and is expected to welcome over 40 million visits.
The 6 km² Masterplan outlines a comprehensive framework for participation and infrastructure at the Expo. The exhibition space, totaling 491,100 m² GFA, can accommodate up to 197 participating countries and 29 international organizations. Working collaboratively with our customer, Expo 2030 Riyadh Company (ERC), Bechtel will manage the infrastructure program which comprises early works, utilities, and publicly accessible spaces like streets and parks. Our scope on the six-square-kilometer site will transition into a mixed-use legacy development to serve the community after the six-month event is over. The project’s master plan leverages international sustainability standards for urban afforestation, treated water, and energy sources.
Job Summary
In this role, you will lead a team to manage industrial hygiene support and services on projects, ensuring requirements are integrated into design criteria and operational planning. You will oversee research, assessments, incident resolution, risk mitigation, and compliance. Job Summary
In this role, you will lead a team to manage industrial hygiene support and services on projects, ensuring requirements are integrated into design criteria and operational planning. You will oversee research, assessments, incident resolution, risk mitigation, and compliance. Your technical guidance will support successful Environmental, Safety, and Health (ES&H) program execution.
Major Responsibilities
- Develop, implement, review, and continuously improve Project Health, Safety, and Environmental (HSE) Management Plans and associated procedures.
- Develop and implement a structured HSE assurance and monitoring programme, including leadership tours, inspections, audits, and site visits.
- Conduct periodic audits of Contractor HSE management systems and verify compliance with ERCSM requirements, contractual obligations, and applicable Saudi Arabian legislation.
- Support and coordinate inspections, audits, and visits conducted on the project site by the employer’s executive leadership, regulatory authorities, and external assurance bodies.
- Develop and maintain a competency framework, training matrix, and competency assurance programme for the PMC HSE team.
- Chair and facilitate regular HSE meetings with Contractors and other project stakeholders and monitor closure of actions.
- Assure mandatory use of the Employer’s reporting systems and HSE performance management tools.
- Verify that Contractors maintain adequate numbers of competent HSE personnel in accordance with contractual requirements, project risks, and ERCSM requirements.
- Monitor the timely mobilization and retention of Contractor HSE resources and escalate deficiencies where required.
- Provide leadership, direction, guidance, and technical support to Contractors in the implementation of the construction safety manual and approved HSE management arrangements.
- Review Contractor competency frameworks, training programmes, inductions, and qualifications to verify workforce competency.
- Support Project Management and Construction Management teams in achieving project HSE objectives and maintaining compliance with applicable standards and requirements.
- Assure incidents, near misses, and dangerous occurrences are reported, investigated, and closed out in accordance with the construction safety manual and project requirements.
- Review incident investigation reports, verify root cause analyses, and monitor implementation of corrective and preventive actions.
- Prepare and submit weekly, monthly, and ad hoc HSE performance reports, statistics, trend analyses, and management summaries.
- Support and promote Contractor reward and recognition programmes to encourage positive HSE behaviours and workforce engagement.
- Verify that Traffic Management Plans, Mobile Equipment and People Interface plans, and other safety-critical deliverables are submitted, reviewed, approved, and implemented prior to commencing work.
- Conduct oversight activities, including inspections, audits, field observations, and verification reviews, and issue improvement notices or recommend stop-work actions where necessary.
- Lead or support investigations of significant incidents, high-potential near misses, and other events as directed by the HSE Director and the client.
- Support the Employer’s HSE initiatives, campaigns, leadership engagement programmes, and project-wide safety improvement activities.
- Coordinate HSE interfaces between Contractors, Designers, Consultants, and other stakeholders to ensure effective risk management and communication.
- Monitor Contractor compliance with approved HSE plans, risk assessments, method statements, emergency preparedness arrangements, and welfare requirements.
- Escalate unresolved non-compliances, unsafe conditions, and significant HSE concerns through the project governance process.
- Bachelor's Degree in Engineering, Occupational Health and Safety, Environmental Science, or a related discipline from an accredited institution.
- NEBOSH International Diploma, NEBOSH Diploma, or equivalent professional HSE qualification.
- Professional certification such as CMIOSH, CertIOSH, CSP, CRSP, or equivalent is preferred.
- Registered Professional (Muhtaref) with the Kingdom of Saudi Arabia, or ability to obtain registration.
- Minimum 15 years of construction HSE experience, including at least 3 years in an HSE Manager role on major infrastructure, building, transportation, utilities, or mega-project programmes.
- Formal training and experience in HSE auditing and management system assessment.
- Demonstrated knowledge of ISO 45001, ISO 14001, Saudi Arabian HSE regulations, and large-scale construction safety management systems.
- Proven experience in incident investigation methodologies, risk management, contractor assurance, and HSE governance.
- Strong leadership, communication, stakeholder management, report writing, and coaching skills.
- Experience working within a Project Management Consultant (PMC), Engineer, or Client-side assurance environment on complex construction projects is preferred.
