تعلن شركة CTG عن توفر وظيفة مسؤول مالي (Finance Officer) في الدمام، المملكة العربية السعودية. يعمل المرشح تحت إشراف مدير البلد ويكون مسؤولاً عن إدارة العمليات المالية اليومية، بما في ذلك مدفوعات الموردين وفواتير العملاء وإعداد الرواتب والمطابقات المصرفية والامتثال للأنظمة المحلية والإبلاغ المالي ودعم التدقيق، وذلك ضمن سياسات الشركة وإطار الصلاحيات المحدد.
المهام والمسؤوليات
- معالجة فواتير الموردين والتأكد من توثيقها واعتمادها وفقاً لإجراءات CTG.
- إعداد حزم الدفع والمستندات الداعمة للمراجعة والاعتماد من قبل الموقّعين المخولين.
- تتبع مدفوعات الموردين وحل الاستفسارات المتعلقة بالفواتير بالتنسيق مع الفرق المعنية.
- تسجيل المعاملات بدقة في نظام Sage أو أنظمة CTG المالية الأخرى.
- إعداد فواتير العملاء ومطابقتها مع شروط العقود وتأكيدات إنهاء الخدمة وبيانات الرواتب.
- تسجيل فواتير العملاء في النظام المالي والمحافظة على متتبع الذمم المدينة والمتابعة مع جهة التحصيل.
- دعم حل استفسارات فواتير العملاء من خلال تقديم المستندات الدقيقة.
- دعم معالجة الرواتب في الوقت المحدد للاستشاريين والموظفين في السعودية.
- مطابقة مدخلات الرواتب مع العقود والجداول الزمنية المعتمدة.
- إعداد جداول المدفوعات والتحويلات المتعلقة بالرواتب، بما في ذلك الاشتراكات القانونية والاستحقاقات.
- دعم إعداد كشوف الرواتب والوثائق مع الحفاظ على السرية والدقة.
- التنسيق لإجراءات الامتثال القانوني في السعودية: التأمينات الاجتماعية (GOSI)، نظام حماية الأجور / مدد، ضريبة القيمة المضافة، ضريبة الخصم، الفوترة الإلكترونية وغيرها.
- التعاون مع الشريك المحلي لفهم العمليات الحالية ومتطلبات التوثيق خلال الفترة الانتقالية.
- تولي إجراءات الامتثال تدريجياً بعد التعيين والتفويض الرسمي.
- المحافظة على تقويم الامتثال القانوني وإبلاغ المدير المالي بالمواعيد النهائية والفجوات في التوثيق.
- معالجة وتسجيل المعاملات النقدية والمصرفية وفقاً لإجراءات CTG.
- إعداد المطابقات المصرفية والتحقيق في بنود التسوية.
- دعم إدارة الحسابات المصرفية وسير عمل الدفع وتخطيط التدفق النقدي.
- الحفاظ على الفصل بين مهام إعداد الدفع ومراجعته واعتماده حسب صلاحيات CTG.
- دعم جمع البيانات للميزانيات والتوقعات وتحليل الانحرافات الشهرية.
- إعداد متتبعات مالية ومطابقات وتقارير موجزة لمراجعة المدير المالي.
- دعم عمليات إقفال الشهر والسنة المالية.
- الحفاظ على سجلات مالية كاملة ومنظمة للمراجعة والتدقيق.
- المساعدة في عمليات التدقيق الداخلي والخارجي بإعداد الجداول واسترجاع الوثائق.
- ضمان إدخال البيانات بدقة في الأنظمة المالية والمحافظة على سجلات إلكترونية وورقية منظمة.
- تحديد الفجوات في العمليات والأخطاء المتكررة ونقاط الضعف الرقابية ورفعها للمدير المالي.
- دعم التحسين المستمر لمتتبعات مالية وأنظمة الحفظ والتقارير.
- تقديم الدعم المالي للأقسام الأخرى حسب الحاجة.
- ضمان رفع جميع المستندات المالية في مجلدات SharePoint بطريقة منظمة وصحيحة التسمية وقابلة للوصول.
- التحقق الدوري من اكتمال السجلات المالية وامتثالها لسياسات CTG.
- المخرجات الرئيسية: تسجيل فواتير الموردين بدقة خلال الأطر الزمنية المتفق عليها، إعداد فواتير العملاء ومطابقتها، مطابقة مدخلات الرواتب، إتمام المطابقات المصرفية والرواتب والميزانية العمومية شهرياً، صيانة متتبع الذمم المدينة، الحفاظ على تقويم الامتثال القانوني، رفع الاستثناءات والمخالفات والمشتبه فيها عبر القنوات المناسبة.
الشروط والمتطلبات
- الامتثال لسياسات CTG المالية وحدود الصلاحيات المفوضة وإجراءات المشتريات ومكافحة الاحتيال وحماية البيانات وواجبات السرية.
- الحفاظ على الفصل بين مهام معالجة الفواتير وإعداد الدفع ومراجعته واعتماده ومراجعة الرواتب وإدارة الحسابات المصرفية.
- رفع أي اشتباه في احتيال أو معاملات غير منتظمة أو مخالفات امتثال أو تضارب مصالح أو نقاط ضعف رقابية فوراً.
- التعامل مع معلومات الرواتب والاستشاريين والموردين والعملاء والمصرفية بسرية تامة.
- ضمان دقة واكتمال جميع الوثائق المالية والاحتفاظ بها وفقاً لمتطلبات CTG.

Overview of position
Reporting to the Country Manager / Director, the Finance Officer will manage and support CTG KSA’s day-to-day financial operations, including supplier payments, client invoicing, payroll administration, bank reconciliations, statutory-compliance documentation/ coordination, SharePoint filing, financial reporting and audit support.
The role will operate within CTG’s financial policies, approval matrix, segregation-of-duties requirements and delegated-authority framework. The exact level of transaction approval authority, banking access and statutory submission responsibility will be agreed internally and formally delegated in line with CTG finance controls.
Role objectives
The Finance Officer will support the Country Manager / Director in the following areas:
Accounts Payable and Supplier Payments
- Process supplier invoices, ensuring appropriate supporting documentation, coding, approvals and compliance with CTG procedures.
- Prepare payment packs and supporting documentation for review and approval by authorised signatories.
- Track supplier payments and resolve invoice or payment-related queries in coordination with relevant internal teams.
- Ensure accurate and timely recording of approved transactions in Sage or other approved CTG finance systems.
Client Invoicing and Accounts Receivable
- Prepare and reconcile client invoices against approved contract terms, COO confirmations, payroll data and other supporting records.
- Record client invoices in Sage or relevant CTG finance systems.
- Maintain receivables trackers and support follow-up on overdue receivables in coordination with the Credit Controller and Country Finance Manager.
- Support resolution of client invoice queries by providing accurate documentation and reconciliation support.
Payroll and Consultant Payments
- Support timely payroll processing for CTG consultants and staff in KSA.
- Reconcile payroll inputs against approved contracts, timesheets, contract amendments and authorised payment instructions.
- Prepare schedules for payroll-related payments and remittances, including applicable statutory or benefits-related contributions.
- Support payslip preparation and payroll documentation, ensuring accuracy, confidentiality and timely filing.
KSA Statutory and Compliance Support
- Coordinate KSA statutory-compliance processes, including payroll-related statutory obligations, GOSI, Wage Protection System / Mudad, VAT, withholding-tax, e-invoicing and other applicable finance-compliance documentation. Work with the local partner during the transition period to understand existing compliance processes, documentation requirements and filing timelines.
- Gradually take over relevant statutory-compliance processes once appointed, properly onboarded and formally authorised by CTG.
- Maintain an accurate statutory-compliance calendar and escalate upcoming deadlines, risks or documentation gaps to the Country Finance Manager / Group Finance.
Banking, Cash and Reconciliations
- Process and record approved cash and bank transactions in line with CTG finance procedures.
- Prepare bank reconciliations and investigate reconciling items.
- Escalate unresolved discrepancies, unusual transactions or documentation gaps promptly.
- Support bank-account administration, payment preparation, payment processing workflows and cash-flow planning in accordance with approved CTG procedures.
- Manage assigned banking and transaction processes based on access rights and authority levels formally approved by CTG.
- Maintain appropriate segregation of duties across payment preparation, payment review and payment approval, subject to the final authority structure agreed internally.
Reporting, Budget Support and Audit
- Support data collection for budgets, forecasts and monthly variance analysis.
- Prepare routine finance trackers, reconciliations and summary reports for review by the Country Finance Manager / Finance Officer.
- Support month-end and year-end closing processes.
- Maintain complete and well-organised finance records for internal review, audit and compliance purposes.
- Assist with internal and external audits by preparing schedules, retrieving documentation and responding to finance-related information requests.
Systems, Documentation and Process Improvement
- Ensure accurate and timely data entry in Sage and other approved CTG systems.
- Maintain organised electronic and physical financial records.
- Identify process gaps, recurring errors or control weaknesses and escalate them to the Country Finance Manager / Finance Officer.
- Support continuous improvement of finance trackers, filing systems, reconciliations and reporting templates.
- Provide finance-related support to other departments where required and approved.
- Ensure all finance-related documents are accurately completed, reviewed and filed in the appropriate SharePoint folders. Maintain an organised and consistent filing structure, ensuring documents are uploaded promptly, correctly named and easily accessible to authorised team members.
- Regularly verify that required financial records are current, complete and compliant with CTG’s document-management and retention policies.
KEY DELIVERABLES / KPIS
The Finance Officer will be expected to deliver the following:
- Supplier invoices accurately recorded, coded and submitted for approval within agreed timelines.
- Client invoices prepared and reconciled against approved contract terms, COO confirmations and payroll data.
- Payroll inputs reconciled against approved contracts, timesheets and statutory requirements before submission for approval.
- Bank, payroll and assigned balance-sheet reconciliations completed by the monthly close timetable.
- Receivables tracker maintained and overdue amounts escalated promptly.
- Statutory-compliance calendar maintained, with upcoming filings, payments, partner-transition actions and documentation requirements flagged in advance. Finance records maintained in a complete, orderly and audit-ready manner.
- Process exceptions, suspected irregularities and control gaps escalated through the appropriate CTG channels.
- Finance documents consistently uploaded, named, organised and maintained in SharePoint in line with CTG filing, audit-readiness and document-retention requirements.
GOVERNANCE, COMPLIANCE AND AUTHORITY
The postholder must:
- Comply with CTG financial policies, delegated-authority limits, procurement procedures, anti-fraud controls, data-protection requirements and confidentiality obligations.
- Maintain segregation of duties across invoice processing, payment preparation, payment approval, payroll review and bank administration.
- Escalate suspected fraud, irregular transactions, compliance concerns, conflicts of interest or control weaknesses immediately.
- Handle payroll, consultant, supplier, client and banking information with strict confidentiality.
- Ensure all financial documentation is accurate, complete and retained in accordance with CTG requirements.
- Not independently approve expenditure, authorise payments, create bank beneficiaries, submit statutory filings, appoint suppliers, sign contracts or represent CTG before authorities unless specifically authorised in writing.
Project reporting
This role reports operationally to the Country Manager/Director with a functional/technical reporting line to the Group Finance / Financial Controller, As Required
Key competencies
Education
- Bachelor’s degree in Accounting, Finance, Business Administration or a closely related discipline is required.
- Additional accounting, finance, payroll or compliance certifications would be an advantage.
Experience
- Minimum five (5) years of relevant finance experience, preferably covering payroll administration, invoice processing, accounts payable, accounts receivable, bank reconciliations, statutory-compliance coordination, financial documentation and local finance operations. Experience supporting finance operations in Saudi Arabia is strongly preferred.
- Experience working in an international organisation, humanitarian/development organisation, outsourcing environment or multi-country finance structure would be an advantage.
KSA Compliance Exposure
- Working knowledge or practical exposure to Saudi payroll, GOSI, Wage Protection System / Mudad, local banking processes and statutory finance documentation and finance-compliance coordination is required.
- Exposure to VAT, withholding-tax documentation, e-invoicing or ZATCA-related processes would be an advantage.
- Ability to coordinate with local advisers, banks, auditors and internal stakeholders on finance and compliance matters.
Systems and Technical Skills
- Experience using Sage or comparable accounting / financial management software.
- Strong Excel skills, including reconciliations, pivot tables, lookups and finance trackers.
- Proficiency in Microsoft Office, including Word, Excel, Outlook and PowerPoint.
- Strong documentation, filing and data-entry accuracy.
Languages
- Fluency in Arabic and English is essential. Arabic is required for coordination with local authorities, banks, suppliers and service providers, while English is required for internal coordination with CTG Group stakeholders.
