Job Description
We are seeking a highly skilled and hands-on
Operations and Maintenance (O&M) Engineer to support and execute the technical operations and maintenance of our Science Park, including a multi-tenant building within the complex. The O&M Engineer will be responsible for ensuring the optimal performance, reliability, and safety of all engineering systems, infrastructure, and facility services. In this role, you will provide key technical guidance, supervise contractors and field staff, monitor equipment performance, and collaborate closely with internal departments, tenants, and key partners like KFUPM to maintain a safe and productive environment.
Responsibilities
- Assist in implementing and applying facility management technical standards, operating procedures, and preventative maintenance programs across the Science Park and its multi-tenant building.
- Perform continuous engineering oversight and supervise day-to-day O&M activities for core infrastructure, including:
- Electrical systems: Monitoring power distribution, electrical infrastructure maintenance, panelboards, emergency generators, and compliance with local safety codes.
- Mechanical & HVAC systems: Ensuring uninterrupted operation and maintenance of chillers, air handling units, plumbing, and fire suppression systems.
- General infrastructure & hard services: Inspecting and overseeing repairs for buildings, utility networks, internal roads, pathways, and street lighting.
- Soft services support: Coordinating with service providers for janitorial, landscaping, and irrigation system upkeep to maintain high standards across common areas.
- Address technical incidents and tenant service requests promptly, ensuring all building systems operate at peak efficiency and downtime is minimized.
- Conduct regular technical inspections and engineering audits of facility infrastructure to identify potential failures, trace root causes, ensure regulatory compliance, and execute corrective action plans.
- Track operational expenditures, monitor spare parts inventories, and assist in preparing maintenance cost estimates for the departmental budget.
- Supervise on-site contractors and technicians, ensuring full adherence to technical scope, SLAs, safety protocols, and quality control standards.
- Coordinate operational workflows and liaise effectively with key stakeholders:
- King Fahd University of Petroleum and Minerals (KFUPM): Supporting operational coordination regarding shared infrastructure and resources.
- Tenants: Resolving complex technical complaints and ensuring service quality.
- Contractors & Vendors: Managing technical deliverables and verifying work completion for outsourced O&M activities.
- Develop and execute contingency plans and technical emergency response procedures for power interruptions, equipment breakdowns, or utility failures.
- Support operational excellence by proposing energy-efficiency initiatives, equipment upgrades, and continuous technical improvements.
Requirements
- Bachelor's degree in Engineering (Mechanical, Electrical, Civil) from an accredited university.
- Minimum of 10 years of progressive hands-on experience in engineering operations and facility maintenance within large-scale commercial, industrial, or multi-tenant environments.
- Prior technical O&M experience in science parks, tech hubs, or multi-building corporate campuses is highly preferred.
- In-depth engineering knowledge of complex MEP systems (HVAC, electrical power, plumbing, fire protection), structural maintenance, and relevant local safety and building codes.
- Professional certifications such as Certified Facility Manager (CFM), Project Management Professional (PMP), or professional engineering licensure are considered a strong plus.

- Excellent communication and technical reporting skills for interacting with tenants, university representatives, vendors, and management.
