المهام والمسؤوليات
- قيادة إدارة العقود والشؤون التجارية في مراحل ما قبل وبعد التعاقد.
- إدارة عقود FIDIC/NEC بما في ذلك التقييمات والمدفوعات والتغييرات والحسابات الختامية.
- إدارة التحكم في التغييرات والمطالبات وتمديدات الوقت والخسائر والمصاريف.
- إعداد خطط التكاليف والتقديرات والتقارير المالية والتنبؤات وتوقعات التدفق النقدي.
- قيادة عمليات المشتريات والمناقصات بما في ذلك الاستراتيجية والتحليل والتوصيات.
- تقديم المشورة بشأن المخاطر التجارية والطوارئ والهندسة القيمية.
- العمل كجهة اتصال تجارية أولى للعملاء والمقاولين وفرق التصميم.
- بناء علاقات مع عملاء ومقاولين وجهات حكومية في المملكة العربية السعودية.
- دعم تطوير الأعمال والعروض والفرص لتوسيع المهام القائمة.
- توجيه موظفي الكميات المساعدين ودعم نمو الفريق التجاري في الرياض.
- ضمان الامتثال لمعايير RICS وإجراءات الجودة الداخلية.
الشروط والمتطلبات
- درجة معتمدة من RICS في المساحة الكمية أو الإدارة التجارية أو تخصص ذي صلة.
- عضوية MRICS مع خبرة لا تقل عن 10 سنوات بعد الحصول على العضوية، ويفضل أن تكون في مراكز البيانات.
- خبرة قوية في إدارة عقود FIDIC بما في ذلك المطالبات والتغييرات وتمديدات الوقت وتجنب النزاعات.
- خبرة مثبتة في المشتريات والمناقصات والتخطيط للتكاليف والتنبؤ والتدفق النقدي وإدارة المخاطر.
- خبرة في العروض والمقترحات الرسومية وتطوير الأعمال وتنمية قنوات المشاريع.
- خبرة قوية في إدارة الفرق والتوجيه وضمان الجودة.
- فهم جيد لسوق البناء في المملكة العربية السعودية واللوائح والمشاريع العملاقة المدعومة من صندوق الاستثمارات العامة.
- الاستعداد للعمل في الرياض بدوام كامل مع أهلية العمل في السعودية.
- مهارات قوية في إدارة العملاء رفيعي المستوى وأصحاب المصلحة.
- إتقان متقدم لبرنامج Excel وخبرة في منصات إدارة التكاليف وإعداد التقارير.
- يفضل: MCIOB/MCInstCES، مؤهل دراسات عليا في البناء/العقود، ومعرفة باللغة العربية.

Key Responsibilities
- Lead commercial and contract management across pre- and post-contract stages.
- Administer FIDIC/NEC contracts, including valuations, payments, variations and final accounts.
- Manage change control, claims, extensions of time and loss & expense.
- Prepare cost plans, estimates, cost reports, forecasts and cash flow projections.
- Lead procurement and tendering, including strategy, analysis and recommendations.
- Advise on commercial risks, contingencies and value engineering.
- Act as senior commercial contact for clients, contractors and design teams.
- Build relationships with KSA clients, contractors and public sector stakeholders.
- Support business development, bids and opportunities to expand existing commissions.
- Mentor QS and Assistant QS staff and support the growth of the Riyadh commercial team.
- Ensure compliance with RICS standards and internal quality procedures
Experience & Background
- RICS-accredited degree in Quantity Surveying, Commercial Management or related discipline.
- MRICS with 10+ years' post-qualification experience, ideally in data centres.
- Strong FIDIC contract administration, including claims, variations, EOTs and dispute avoidance.
- Proven experience in procurement, tendering, cost planning, forecasting, cash flow and risk management.
- Experience in bids, fee proposals, business development and pipeline growth.
- Strong team management, mentoring and quality assurance experience.
- Good understanding of the KSA construction market, regulations and PIF-backed giga-projects.
- Willingness to be based in Riyadh full-time with KSA work eligibility.
- Strong senior client and stakeholder management skills.
- Advanced Excel and experience with cost management/reporting platforms.
- Desirable: MCIOB/MCInstCES, postgraduate construction/contract qualification and Arabic
