الاتصالات السعودية تعلن عن وظيفة مساعد مدير لمركز عمليات الأقمار الصناعية (Satellite NOC & SOC Assistant Manager) في المملكة العربية السعودية.

المهام والمسؤوليات

  • إنشاء مراقبة شاملة على مدار الساعة لخدمات الأقمار الصناعية GEO/MEO/LEO (القطاع الفضائي، القطاع الأرضي، البوابات، محطات المستخدم، الروابط، وخدمات العملاء).
  • مراقبة الحالة التشغيلية المركزية، الأصول المدارية، صحة القمر الصناعي، والأحداث الفضائية المؤثرة على الخدمة للاستجابة الاستباقية.
  • تشغيل منصات إدارة الأعطال للكشف الاستباقي، تحديد الأولويات، وتصعيد الإنذارات المؤثرة على الخدمة.
  • إدارة الحوادث الكبرى وتنسيق الاستعادة عبر الشركاء والمشغلين وأصحاب المصلحة.
  • التنسيق مع مقدمي الخدمات لمراجعات التشغيل اليومية/الأسبوعية/الشهرية/الربع سنوية.
  • العمل كسلطة فنية لعمليات الأقمار الصناعية، وتوفير الحوكمة والتوجيه عبر القطاعين الفضائي والأرضي.
  • قيادة إدارة المشكلات بما في ذلك تحليل السبب الجذري والإجراءات التصحيحية الدائمة.
  • إجراء التحقيقات الفنية في حالات الانقطاع/التدهور (الحمولات، أجهزة الإرسال والاستقبال، البوابات، الروابط بين الأقمار، منصات العملاء).
  • إدارة التغيير وضمان تقييم المخاطر ومراجعات التنفيذ والتحقق بعد التغيير.
  • إجراء الصيانة الوقائية عبر فحوصات الصحة الأساسية.
  • تدقيق مقدمي الخدمات المدارة للامتثال للمعايير والعقود وأفضل الممارسات.
  • التنسيق للقبول الفني للأقمار الجديدة والبوابات والحمولات والمقدمين.
  • استكشاف الأعطال وتصعيدها عبر TSS، مع ضمان الإصلاح في الوقت المناسب ومسارات التصعيد المناسبة.
  • التعاون عبر الوظائف (أداء الخدمة، الهندسة، الأمن السيبراني، إلخ) للحوكمة التشغيلية الشاملة.
  • العمل كنقطة اتصال واحدة لاستفسارات الوحدة التجارية وامتلاك أداء L0/L1 لخدمات GEO/MEO/LEO.

الشروط والمتطلبات

  • خبرة لا تقل عن 5 سنوات في مجال ذي صلة.
  • خبرة سابقة في البنية التحتية لخدمات الأقمار الصناعية ضمن قطاع الاتصالات.
  • درجة البكالوريوس في هندسة الاتصالات أو الهندسة.
  • شهادات إضافية (إن وجدت).

Job Purpose

The role holder is responsible for governing and monitoring end-to-end GEO, MEO, and LEO satellite services to ensure availability, reliability, and operational continuity across space, ground, and customer service domains. The role holder leads monitoring, incident and problem management, preventive maintenance, technical investigations, service provider governance, and operational coordination to proactively resolve issues and maintain service performance. The role holder shall carry out his duties in accordance with the stipulated business policies and procedure.

Job Responsibility

  • Establish 24/7 E2E monitoring of GEO/MEO/LEO satellite services (space segment, ground segment, gateways, user terminals, links, and customer services).
  • Monitor centralized operational status, orbital assets, satellite health, and service-impacting space events for proactive response.
  • Operate fault management platforms for proactive detection, prioritization, and escalation of service-affecting alarms.
  • Govern major incident management, coordinating restoration across partners, operators, and stakeholders.
  • Coordinate with service providers for daily/weekly/monthly/quarterly operational reviews.
  • Act as technical authority for satellite operations, providing governance and guidance across space/ground segments.
  • Lead problem management, including root cause analysis and permanent corrective actions.
  • Conduct technical investigations for outages/degradations (payloads, transponders, gateways, inter-satellite links, customer platforms).

  • Govern change management, ensuring risk assessments, implementation reviews, and post-change validation.
  • Perform preventive maintenance via baseline health checks.
  • Audit managed service providers for compliance with standards, contracts, and best practices.
  • Coordinate technical acceptance of new satellites, gateways, payloads, and providers.
  • Troubleshoot and escalate faults via TSS, ensuring timely fixes and proper escalation paths.
  • Collaborate cross-functionally (Service Performance, Engineering, Cybersecurity, etc.) for E2E operational governance.
  • Serve as SPOC for Commercial Unit inquiries and own L0/L1 performance for GEO/MEO/LEO services.

  • Prior experience in Satellite Services Infrastructure within the Telecommunication industry
