نبذة عن الوظيفة
قيادة عمليات التخطيط والتطوير والتنفيذ لبرامج الحج والعمرة، بما يضمن التوافق مع الأهداف الاستراتيجية للمنظمة، مع تقديم خدمات عالية الجودة، وتعزيز تجربة الحجاج، وتحقيق الاستدامة التشغيلية والمالية.
المهام والمسؤوليات
- إعداد الخطط التشغيلية السنوية لبرامج الحج والعمرة بما يتوافق مع أهداف المنظمة.
- وضع أهداف البرامج ومؤشرات الأداء والمستهدفات المالية ومتابعة تحقيقها.
- تقييم البرامج الحالية وتحديد فرص التحسين والنمو والتوسع.
- ضمان توافق البرامج مع الأولويات الوطنية والتوجه الاستراتيجي للمنظمة.
- الإشراف على الأداء التشغيلي والفني لبرامج الحج والعمرة.
- التنسيق مع الإدارات الداخلية وأصحاب المصلحة لضمان تسليم البرامج بفعالية.
- ضمان الامتثال لجميع اللوائح والسياسات والمعايير المتعلقة بعمليات الحج والعمرة.
- مراقبة تدابير السلامة وإدارة المخاطر لضمان سلامة الحجاج.
- معالجة التحديات التشغيلية وقضايا الحوكمة ورفعها عند الاقتضاء.
- بناء علاقات مع الجهات الحكومية والشركاء الاستراتيجيين ومقدمي الخدمات والحفاظ عليها.
- التنسيق مع الموردين المحليين والدوليين لضمان الجاهزية التشغيلية وتميز الخدمة.
- التفاوض على العقود واتفاقيات الخدمة وإدارتها والإشراف عليها.
- مراقبة أداء الموردين وضمان جودة تقديم الخدمة والامتثال التعاقدي.
- إعداد وتقديم تقارير دورية عن أداء البرامج تشمل تقارير ربع سنوية ونصف سنوية وسنوية.
- مراقبة مؤشرات الأداء الرئيسية (KPIs) وتحليل اتجاهات الأداء وتنفيذ الإجراءات التصحيحية عند الحاجة.
- قياس الأثر الاقتصادي والخدمي والاجتماعي للبرامج بعد الانتهاء منها.
- تحليل الإيرادات التشغيلية والعائد على الاستثمار وتقديم توصيات للتحسين.
- تقديم التوصيات للإدارة العليا بشأن استدامة البرامج وتعزيزها وتطويرها المستقبلي.
الشروط والمتطلبات
- درجة البكالوريوس في إدارة الأعمال أو الإدارة العامة أو السياحة أو إدارة الضيافة أو إدارة المشاريع أو مجال ذي صلة. يفضل درجة الماجستير.
- خبرة لا تقل عن 8 سنوات في مجال إدارة البرامج أو المشاريع أو العمليات.
- خبرة لا تقل عن 3 سنوات في منصب إداري أو قيادي.
- يفضل وجود خبرة في مجال الحج والعمرة أو السياحة أو الضيافة أو إدارة الوجهات أو قطاع ذي صلة.
المهارات المطلوبة
- فهم قوي للوائح والسياسات والممارسات المتعلقة بالحج والعمرة.
- خبرة مثبتة في التخطيط الاستراتيجي وإدارة البرامج والتنفيذ التشغيلي.
- مهارات قوية في إدارة أصحاب المصلحة وتطوير الشراكات والتفاوض على العقود.

Job Purpose
- To lead the planning, development, and execution of Hajj and Umrah programs, ensuring alignment with the organization's strategic objectives while delivering high-quality services, enhancing pilgrims' experiences, and achieving operational and financial sustainability.
- Develop annual operational plans for Hajj and Umrah programs in line with organizational objectives.
- Establish program goals, performance indicators, and financial targets, and monitor their achievement.
- Assess existing programs and identify opportunities for improvement, growth, and expansion.
- Ensure alignment of programs with national priorities and the organization's strategic direction.
- Oversee the operational and technical performance of Hajj and Umrah programs.
- Coordinate with internal departments and stakeholders to ensure effective program delivery.
- Ensure compliance with all applicable regulations, policies, and standards related to Hajj and Umrah operations.
- Monitor safety and risk management measures to ensure the well-being of pilgrims.
- Address operational challenges and governance issues and escalate them when necessary.
- Build and maintain relationships with government entities, strategic partners, and service providers.
- Coordinate with local and international suppliers to ensure operational readiness and service excellence.
- Negotiate, manage, and oversee contracts and service agreements.
- Monitor vendor performance and ensure quality service delivery and contractual compliance.
- Prepare and submit periodic reports on program performance, including quarterly, semi-annual, and annual reports.
- Monitor key performance indicators (KPIs), analyze performance trends, and implement corrective actions when required.
- Measure the economic, service, and social impact of programs upon completion.
- Analyze operational revenues and returns on investment and provide recommendations for improvement.
- Present recommendations to senior management regarding program sustainability, enhancement, and future development.
- Bachelor's degree in Business Administration, Public Administration, Tourism, Hospitality Management, Project Management, or a related field.
- Master's degree is preferred.
- Minimum of 8 years of relevant experience in program, project, or operations management.
- At least 3 years in a managerial or leadership position.
- Experience in Hajj and Umrah, tourism, hospitality, destination management, or a related sector is preferred.
- Strong understanding of Hajj and Umrah regulations, policies, and industry practices.
- Proven experience in strategic planning, program management, and operational execution.
- Strong stakeholder management, partnership development, and contract negotiation skills.
- Excellent analytical, reporting, and decision-making capabilities.
- Strong leadership, communication, and interpersonal skills.
- Proficiency in Microsoft Office applications and project management tools.
