هيئة الزكاة والضريبة والجمارك تعلن عن وظيفة خبير في تصميم البنية التحتية وأنظمة تقنية المعلومات في الرياض.
نبذة عن الوظيفة
يتولى شاغل الوظيفة مسؤولية قيادة أنشطة العمل بشكل مستقل مع توجيهات بسيطة نحو أهداف محددة مسبقًا. قد يعمل كمستشار داخلي وميسر من خلال تقديم التوجيه لتقديم الأنشطة التشغيلية وتنفيذها. يشمل دوره الرئيسي تقديم دعم خبير في تطوير البنية التحتية لتقنية المعلومات وتصميم الأنظمة والقدرات، وقيادة تطوير طلبات تقديم العروض (RFPs) للبنية التحتية لتقنية المعلومات والأنظمة، والإشراف على تقييم طلبات التغيير المتعلقة بها، ومراجعة الأداء الفعلي لمكونات البنية التحتية والأنظمة مقابل مجموعة من مؤشرات الأداء الرئيسية وتقديم توصيات للتحسين.
المهام والمسؤوليات
- متابعة أحدث الاتجاهات والتقنيات المتطورة، وجمع متطلبات الأعمال والفنية، وتقييم البنية التحتية والأنظمة الحالية للهيئة، وتحديد فجوات التصميم والتحديات، وتطوير تصميم جديد ومفصل للبنية التحتية والأنظمة يضمن تلبية جميع متطلبات الأعمال.
- إجراء جلسات جمع المتطلبات مع جميع أصحاب المصلحة، وتفسير المتطلبات لإنهاء تطوير طلبات تقديم العروض (RFPs) المتعلقة بالبنية التحتية والأنظمة، والمساهمة في تقييم واختيار الموردين بناءً على معايير محددة بالتعاون مع الوظائف ذات الصلة.
- استلام طلبات التغيير المتعلقة بالبنية التحتية والأنظمة، وإجراء التحليل والتحديد المناسبين للأولويات، وتقديم التوصيات وجدولة التنفيذ بالتعاون مع الوظائف ذات الصلة.
- جمع المدخلات اللازمة لإجراء تقييم وتحليل مخاطر تقنية المعلومات التي قد تحدث نتيجة إدخال تقنية جديدة، والتعاون مع إدارة تخطيط ومراقبة البنية التحتية لتطوير خطة تخفيف المخاطر اللازمة.
- استلام التقارير الدورية حول الأداء الفعلي للبنية التحتية والأنظمة للهيئة مقابل مجموعة من مؤشرات الأداء الرئيسية، وتحليل تقارير الأداء، وتقديم توصيات لتحسين أداء البنية التحتية والأنظمة.
- اتباع جميع السياسات والإجراءات المعمول بها لضمان تنفيذ العمل بطريقة محكمة ومنسقة.
- المساعدة في حل المشكلات المُصعَّدة وتقديم الدعم اللازم للفريق الأقل خبرة لضمان سير العمل بكفاءة.
- رفع المشكلات المعقدة إلى الشخص المعني لضمان إغلاق الحالات/القضايا بشكل صحيح.
- أداء مهام أخرى حسب الحاجة.
- تدريب الموظفين الأقل خبرة على أنشطة العمل المختلفة لضمان نقل المعرفة عند الاقتضاء.
- تقديم توجيه واضح، وتحديد أولويات المهام، وتوزيع المسؤوليات، ومراقبة سير عمل المرؤوسين/الموظفين الأقل خبرة.
- دعم الموظفين الأقل خبرة أو التقارير المباشرة لتنفيذ مهامهم وفقًا للسياسات والإجراءات المحددة.
الشروط والمتطلبات
- درجة البكالوريوس في علوم الحاسب، تقنية المعلومات، أو ما يعادلها (مطلوب).
- درجة الماجستير في تقنية المعلومات، علوم الحاسب، إدارة الأعمال، أو ما يعادلها (مفضل).
- خبرة لا تقل عن 5 سنوات في مجال ذي صلة.

Infrastructure and Systems Design
- Follow latest trends and cutting-edge technologies, collect business and technical requirements, assess current ZATCA IT infrastructure and systems, identify design gaps and challenges and develop new detailed IT infrastructure and systems design ensuring all business requirements are addressed
- Conduct requirement gathering sessions with all stakeholders, interpret the requirements to finalize the development of RFPs related to IT infrastructure and systems, and contribute in the evaluation and selection of vendors based on set criteria in cooperation with relevant functions
- Receive change requests related to IT infrastructure and systems, conduct proper analysis and prioritization of the received change requests, provide recommendations and set schedule for implementation in cooperation with relevant functions
- Collect needed inputs to conduct IT risks assessment and analysis that could occur through the introduction of new technology and accordingly collaborate with IT Infrastructure & Networks Planning & Monitoring to develop the needed risk mitigation plan
- Receive periodical reports on the actual performance of ZATCA IT Infrastructure and systems against set of KPIs, analyze the performance reports, and provide recommendations to improve the IT infrastructure and systems performance
- Follow all relevant policies, processes and standard operating procedures so that work is carried out in a controlled and consistent manner
- Help in solving escalated problems and provide needed support for junior team to ensure work is carried out in an efficient manner
- Escalate complex problems to the relevant person to ensure cases/issues are closed properly
- Perform other duties as requested
- Train junior staff on the different job activities to ensure transfer of know-how, when applicable
- Provide clear direction, prioritize tasks, assign and delegate responsibility, and monitor the workflow of subordinates/ junior staff
- Support junior staff or direct reports in order to execute their duties according to set policies and processes
Education
- Bachelor’s degree in Computer Science, Information Technology, or equivalent is required
- Master’s degree in Information Technology, Computer Science, Business Administration, or equivalent is preferred
