هيئة الزكاة والضريبة والجمارك (ZATCA) تعلن عن وظيفة مشرف التحقيقات (Investigations Supervisor) في مدينة الرياض. يشغل شاغل الوظيفة مسؤولية قيادة أنشطة العمل بشكل مستقل مع توجيه بسيط نحو أهداف طويلة الأجل، والإشراف على تنفيذ الخطط التشغيلية وتقديم تحسينات جوهرية للسياسات والإجراءات والتقارير، بالإضافة إلى تطوير استراتيجية التحقيقات الداخلية وتنفيذ عملياتها.
المهام والمسؤوليات
- إجراء البحوث والدراسات المقارنة في مجال التحقيقات للمساعدة في تطوير استراتيجية شاملة للتحقيقات في الهيئة
- المساعدة في تطوير ونشر الأدوات والقوالب والقوائم المرجعية الخاصة بالتحقيقات مع الوظائف ذات الصلة داخل الهيئة
- المساعدة في إجراء تدريبات توعوية إلزامية للموظفين لتعريفهم بمدونة قواعد السلوك الخاصة بالهيئة
- صيانة وتحديث قواعد البيانات التي تخزن جميع قضايا التحقيقات الجارية والمغلقة لأرشفة البيانات للرجوع إليها مستقبلاً
- استقبال القضايا عبر نظام المراسلات والبريد الإلكتروني، وجمع الأدلة وطلب الوثائق من الموظفين المعنيين لدعم التحقيقات ببيانات موثوقة
- إجراء التقييمات والدراسات الأولية لحالات المخالفات وسوء السلوك لتحديد المخاطر المحتملة والأسباب الجذرية
- تحديد القضايا التي تتطلب تحقيقاً رسمياً، وإعداد الاستدعاءات للموظفين المعنيين لبدء عملية التحقيق الرسمية
- المساعدة في إعداد تقارير تلخيص القضايا التي تصف تقدم تحقيقات الموظفين، بما في ذلك إفادات الموظفين وملاحظاتهم والإجراءات الموصى بها لتوثيق عملية التحقيق بأكملها
- تقديم تقارير القضايا المطورة إلى المحافظ ونائب المحافظ للحصول على الموافقات اللازمة وضمان التوافق مع سياسات التحقيق
- إبلاغ التوصيات المعتمدة من المحافظ إلى أصحاب المصلحة المعنيين لاتخاذ إجراءات إضافية بما في ذلك فرض العقوبات عند الحاجة
- المساعدة في المتابعات الأسبوعية مع أصحاب المصلحة لضمان تنفيذ التوصيات بهدف الحفاظ على حق الهيئة وسمعتها
- اتباع جميع السياسات والعمليات وإجراءات التشغيل القياسية ذات الصلة لضمان سير العمل بشكل منضبط ومتسق
- المساعدة في حل المشكلات المرفوعة وتقديم الدعم اللازم للفريق الأصغر لضمان سير العمل بكفاءة
- رفع المشكلات المعقدة إلى الشخص المعني لضمان إغلاق القضايا بشكل صحيح، وأداء مهام أخرى حسب الطلب
الشروط والمتطلبات
- درجة البكالوريوس في الدراسات القانونية أو ما يعادلها (مطلوب)
- درجة الماجستير في الدراسات القانونية أو ما يعادلها (مفضلة)
- خبرة لا تقل عن 5 سنوات في مجال ذي صلة

Purpose of Job

Jobholders oversee the implementation of operational plans and the provision of significant improvements to set policies, procedures, standards and reports.
Their main operational role includes proper development of ZATCA’s internal investigation strategy and execution of internal investigation operations including case collection, assessment and ensuring implementation of investigations recommendations.

Job Resposiblites
- Conduct research and comparative studies in the area of investigations to aid in the development of a comprehensive investigation strategy for ZATCA
- Assist in the development and dissemination of pertinent investigative tools, templates, and checklists with related functions within ZATCA
- Assist in conducting mandatory employee awareness training in order to inform/educate them on ZATCA's code of conduct
- Maintain and periodically update database systems storing all ongoing and closed investigation cases to archive data for future reference
- Receive cases through correspondence system & emails, collect evidence and request documentations from relevant employees to support investigations with reliable, and credible data
- Conduct preliminary assessments and studies of breaches/misconducts cases to quantify possible risks and determine root causes
- Identify cases requiring a formal investigation, prepare subpoenas for concerned employees to initiate with formal investigation process
- Assist in case summarizing reports development, describing the progress of employee investigations, including employee statements, notes,
- recommended actions to document the whole investigation process
- Present developed case reports to the Governor and Deputy Governor to receive required approvals and ensure alignment with investigation policies
- Communicate recommendations approved by the Governor to relevant stakeholders to proceed with further actions including punishments imposing when needed
- Assist in weekly follow-ups with relevant stakeholders to ensure implementation of recommendations aiming to preserve Authority’s right and reputation
- Follow all relevant policies, processes and standard operating procedures so that work is carried out in a controlled and consistent manner
- Help in solving escalated problems and provide needed support for junior team to ensure work is carried out in an efficient manner
- Escalate complex problems to the relevant person to ensure cases/issues are closed properly Perform other duties as requested
Education
