تعلن منظمة بلان إنترناشيونال الفلبين (Plan International Pilipinas)، إحدى المنظمات الإنسانية والتنموية الرائدة في مجال حقوق الطفل، عن توفر وظيفة أخصائي الاستعداد للكوارث (Disaster Preparedness Specialist) ضمن مشروع ACCESS Consortium، وذلك في مدينة مكاتي، الفلبين.
نبذة عن الوظيفة
بصفتك أخصائي الاستعداد للكوارث، ستقدم الدعم التقني والاستراتيجي لفريق المشروع وشركاء التحالف. ستساهم في ضمان جودة تنفيذ تدخلات الاستعداد والاستجابة للكوارث، بالعمل الوثيق مع قائد التحالف وفريق جودة البرنامج وفعاليتها (PQET) وفريق تطوير الأعمال.
المهام والمسؤوليات
- تقييم الاحتياجات: قيادة التقييمات التنظيمية في البلديات المستهدفة لتحديد احتياجات التدريب في مجال الحد من مخاطر الكوارث وإدارتها (DRRM).
- الدعم التقني: تصميم وتوجيه استراتيجيات وأدوات الحد من مخاطر الكوارث التشاركية والشاملة والمراعية للنوع الاجتماعي.
- الابتكار الرقمي: دعم الاختبار التجريبي للتقييم الرقمي السريع للأضرار والاحتياجات (RDNA) في ماغويينداناو ديل سور.
- التواصل مع الجهات المعنية: تسهيل المشاورات والشراكات واجتماعات التنسيق مع الجهات الرئيسية.
- المراقبة وضمان الجودة: تتبع تقدم المشروع والتوصية بإجراءات تصحيحية عند الحاجة.
- الاستجابة للطوارئ: دعم عمليات الاستعداد والاستجابة للطوارئ عند الاقتضاء.
الشروط والمتطلبات
- درجة البكالوريوس في الخدمة الاجتماعية، تنمية المجتمع، العلوم السلوكية، أو مجال ذي صلة.
- خبرة لا تقل عن 5 سنوات في تنظيم المجتمع وتنميته، مع تعرض قوي لمجال الحد من مخاطر الكوارث وإدارتها (DRRM).
- تدريب في: تنمية المجتمع/تنظيمه، إدارة المشاريع/البرامج، المناهج التشاركية، الحساسية الجنسية والثقافية، الحد من مخاطر الكوارث وإدارتها.
- خبرة مثبتة في: برمجة الاستعداد والاستجابة والتعافي والحد من المخاطر، التكيف مع تغير المناخ (CCA) أو العمل الاستباقي (Anticipatory Action).
- قدرة قوية على إدارة أعباء العمل المعقدة والمواعيد النهائية الضيقة.
- مهارات ممتازة في التواصل والتواصل مع الجهات المعنية.
- يفضل بشدة خبرة سابقة في قطاع التنمية أو العمل الإنساني.
- الاستعداد للعمل الميداني.
- يجب أن يكون المتقدم من الجنسية الفلبينية ومقيمًا في الفلبين.
المهارات المطلوبة
- الخبرة البرامجية والتقنية: فهم قوي للبرمجة المتمحورة حول الطفل (الصحة، المياه والصرف الصحي، تنمية الطفولة المبكرة، التعليم، حماية الطفل، إدارة مخاطر الكوارث، التكيف مع تغير المناخ، إلخ).
- القدرة على دمج المساواة بين الجنسين والتنوع وحماية الطفل في البرامج.
- التواصل والتأثير: مهارات في بناء الشراكات وتسهيل التعاون بين الجهات المعنية.
- مهارات قوية في التواصل الكتابي والشفوي.
- التفكير النقدي والتحليلي: القدرة على تحليل القضايا المعقدة وتطوير حلول استراتيجية قابلة للتنفيذ.

About The Role
As the Disaster Preparedness Specialist, you will provide technical and strategic support to the project team and consortium partners. About The Role
As the Disaster Preparedness Specialist, you will provide technical and strategic support to the project team and consortium partners. - Lead organizational assessments in target municipalities to identify DRRM training needs
- Technical Support
- Design and guide participatory, inclusive, and gender-responsive DRR strategies and tools
- Digital Innovation
- Support pilot testing of digital Rapid Damage and Needs Assessment (RDNA) in Maguindanao del Sur
- Stakeholder Engagement
- Facilitate consultations, partnerships, and coordination meetings with key stakeholders
- Monitoring & Quality Assurance
- Track project progress and recommend corrective actions as needed
- Emergency Response
- Support emergency preparedness and response operations when required
- Bachelor’s degree in Social Work, Community Development, Behavioral Sciences, or related field
- At least 5 years of experience in community organizing and development, with strong exposure to DRRM
- Training in:
- Community Development/Organizing
- Project/Program Management
- Participatory Approaches
- Gender & Cultural Sensitivity
- Disaster Risk Reduction and Management
- Proven experience in:
- Preparedness, response, recovery, and risk reduction programming

- Excellent communication and stakeholder engagement skills
- Experience in the development or humanitarian sector is highly desirable
- Willingness to conduct fieldwork
- Must be a Filipino national based in the Philippines
