تعلن شركة Abacus Technology Corporation عن توفر وظيفة مدير برنامج (Program Manager) للعمل في مدينة الرياض، المملكة العربية السعودية. تتولى الشركة تقديم الدعم الفني للجيش الأمريكي في المملكة، والوظيفة بدوام كامل.
المهام والمسؤوليات
- الإشراف على التوظيف، صياغة وإنفاذ معايير العمل، إنشاء جداول الموظفين، مراجعة التناقضات في العمل، وإبلاغ الموظفين بسياسات الحكومة وأهدافها وغاياتها.
- استخدام معايير الأداء الرئيسية لمراقبة أداء العمل، قياس النتائج، ضمان تسليم الخدمات المتعاقد عليها، دعم الإدارة واتخاذ القرارات، وتسهيل الاتصالات.
- إبلاغ الحكومة فوراً بأي مشاكل تتعلق بالعمليات أو الصيانة أو الخدمات اللوجستية أو التدريب أو الإدارة تؤثر على أداء المقاول أو تحقيق المهام.
- تحديد المخاطر، حل المشكلات، والتحقق من فعالية الإجراءات التصحيحية.
- تنفيذ والحفاظ على عملية تضمن تتبع المشكلات وإجراءات العمل التي نوقشت مع الحكومة حتى يتم حلها.
- تتبع الإجراءات المتخذة لتحسين الأداء وتوثيق الدروس المستفادة حسب الاقتضاء لتحسين العمليات والأساليب.
- إنشاء والحفاظ على عمليات إدارة جميع جهود العقد مع التركيز على كفاءة التكلفة، الجدول الزمني، الأداء، الاستجابة، والتسليم عالي الجودة باستمرار.
- تحديد مبادرات خفض/تخفيف التكاليف المحتملة، أوجه الكفاءة، وتحسين العمليات بشكل مستمر، ومتابعة تقدمها خلال مراجعات إدارة البرنامج (PMRs).
الشروط والمتطلبات
- خبرة لا تقل عن 10 سنوات في دور إدارة مشاريع أو برامج للبرامج التقنية.
- درجة البكالوريوس في مجال ذي صلة.
- الشهادات ذات الصلة تعتبر ميزة إضافية.
- خلفية تقنية في مجال تكنولوجيا المعلومات أو الهندسة مرغوبة.
- خبرة مثبتة في إدارة التكاليف والموارد والجداول الزمنية والمخاطر.
- معرفة بأدوات وتقنيات القوات الجوية الأمريكية (Air Force).
- خبرة في أنظمة وزارة الدفاع الأمريكية (DoD) والبروتوكولات العسكرية.
- القدرة على تقديم توجيهات واضحة وموجزة للموظفين بشأن تنفيذ المشروع.
- مهارات اتصال ممتازة على جميع مستويات المؤسسة.
- القدرة على تعزيز علاقات فعالة بين الحكومة والمقاول لتعزيز شراكات مفيدة للطرفين.
- يجب أن يكون المتقدم مواطناً أمريكياً (U.S. Citizen) مع تصريح أمني ساري من وزارة الدفاع (Active DoD Secret clearance) وراغباً في الانتقال إلى المملكة العربية السعودية.

Overview
Abacus Technology is seeking a Program Manager to lead and oversee a team of technical professionals providing support for the U.S. military in the Kingdom of Saudi Arabia (KSA). This is a full-time position located in the Kingdom of Saudi Arabia.
Responsibilities
10+ years experience in a project or program management role for technical programs. Bachelor’s degree in a related field. Related certifications a plus. T echnical background in an IT or engineering field desired. Proven expertise in managing cost, resources, schedules, and risks. Must be knowledgeable of Air Force tools and technologies. Experience with DoD systems and military protocols. Able to provide clear and concise directions to staff regarding project execution. Outstanding communication skills across all levels of the organization. Able to foster effective government-contractor relationships to promote mutually beneficial partnerships. Must be a U.S. Citizen with an active DoD Secret clearance and willing to relocate to the Kingdom of Saudi Arabia (KSA).

- Oversee staffing, formulate and enforce work standards, create personnel schedules, review work discrepancies, and communicate Government policies, purposes, and goals to employees.
- Utilize key performance parameters to monitor work performance, measure results, ensure delivery of contracted services, support management and decision-making, and facilitate communications.
- Advise the Government immediately of any operations, maintenance, logistics, training, or management problems affecting the contractor's performance or impacting mission accomplishment.
- Identify risks, resolve problems, and verify effectiveness of corrective actions.
- Implement and maintain a process that ensures problems and action items discussed with the Government are tracked through resolution.
- Track actions taken to improve performance and conduct lessons learned as appropriate to improves processes and methods.
- Establish and maintain processes for administering all contract efforts with an emphasis on cost-efficiency, schedule, performance, responsiveness, and consistently high-quality delivery.
- Identify potential cost reduction/mitigation initiatives, efficiencies, and process improvements on a continuing basis and address their progress during Program Management Reviews (PMRs).
