About the Role

Manage the day-to-day engineering operations and ongoing performance of Jeddah's transport infrastructure assets across all modes, ensuring consistent reliability, safety, and availability of the network. Lead preventive and corrective maintenance programs, infrastructure monitoring, engineering design reviews, contractor and SLA management, and operational readiness for emergencies and contingencies safeguarding against asset failure, and service downtime. Provide expert engineering oversight on infrastructure design submissions, modifications, and upgrades to ensure operability, maintainability, and lifecycle performance. Translate operational and engineering performance data into actionable interventions that protect passenger experience, extend asset lifecycle, and uphold compliance with local, national, and international infrastructure, engineering, and safety codes.

Responsibilities

• Plan, coordinate, and oversee preventive and corrective maintenance programs across all transport infrastructure assets and modes, sustaining engineering performance and minimizing service disruptions.
• Lead engineering design reviews for land and maritime transport including new, modified, and upgraded infrastructure projects prior to handover, evaluating designs for operability, maintainability, reliability, safety-in-operation, lifecycle cost, and alignment with operational requirements and asset management strategies.
• Provide formal operations and maintenance input into all project design stages for land and maritime transport (concept, preliminary, detailed, and design), ensuring O&M requirements, access provisions, redundancy, spares strategies, and whole-life cost considerations are embedded from the outset.
• Review and approve engineering change requests, technical variations, and modification proposals affecting in-service infrastructure, ensuring changes are safe, code-compliant, and aligned with operational continuity.
• Manage operational readiness, commissioning support, and emergency response and contingency plans, ensuring rapid recovery from incidents, failures, or disruptive events while maintaining continuity of transport services.
• Align maintenance and engineering works scheduling with transport mode operations and service delivery plans, coordinating with operators and stakeholders to minimize passenger inconvenience and protect ridership experience.
• Manage external engineering consultants, maintenance contractors, design reviewers, and specialist vendors, ensuring strict adherence to contractual terms, SLAs, KPIs, technical specifications, engineering standards, and safety regulations.
• Develop, maintain, and enforce engineering standards, technical specifications, design manuals, and O&M procedures for all infrastructure asset classes, ensuring consistency, interoperability, and code compliance across the network.
• Ensure full compliance with local, national, and international infrastructure, engineering, safety, environmental, and quality codes (including Saudi Building Code, ISO, and relevant transport-sector standards), embedding inspection regimes, audit cycles, and corrective-action tracking.
• Document and track asset maintenance histories, engineering records, defect logs, design baselines, and intervention records to support lifecycle planning, capital replacement forecasting, warranty management, and risk mitigation.

Qualifications

Bachelor degree in civil engineering or closely related field. A minimum of 6 to 10 years of progressive experience in relevant line of work.
