شركة Amentum تبحث عن مساح كميات (Quantity Surveyor) للعمل في الرياض، المملكة العربية السعودية، لدعم إدارة التكاليف والجانب التجاري في مشروع بناء كبير.
المهام والمسؤوليات
- مراجعة طلبات الدفع الخاصة بالمقاولين وتقييم الاستحقاق التعاقدي.
- التحقق من الأعمال المنجزة مقابل متطلبات العقد وتقدم المشروع وآليات الدفع المتفق عليها.
- إعداد تقييمات الدفع والتوصيات التجارية.
- مراقبة تكاليف المشروع والالتزامات والخصوم والمصروفات مقابل الميزانيات المعتمدة.
- الحفاظ على سجلات تجارية دقيقة وإعداد التقارير.
- تقييم التغييرات المبلّغ عنها والتنويعات وأحداث التعويض وأثرها التجاري.
- تقييم عروض أسعار المقاولين وعروض التكلفة والمخاطر والآثار على الجدول الزمني.
- إعداد تقديرات مستقلة وتقييمات تجارية.
- الحفاظ على سجلات التغييرات وضمان انعكاس التغييرات المعتمدة في توقعات المشروع وقيم العقود.
- تحديد المخاطر والفرص التجارية الناشئة.
- إعداد تقارير التكلفة وتوقعات التكلفة النهائية للمشروع.
- تتبع المصروفات الفعلية والمتوقعة مقابل الميزانيات المعتمدة.
- تحليل اتجاهات التكلفة والمخاطر والأداء التجاري.
- تقديم تقارير تجارية دورية وتوصيات لقادة المشروع.
- دعم أنشطة الضمان التجاري والحوكمة والتدقيق.
- المشاركة في إدارة العقود التجارية وإدارة المخاطر وعمليات الإنذار المبكر.
- تقديم المشورة بشأن الآثار التجارية لقرارات المشروع وإجراءات العقد.
- مراقبة الالتزامات التعاقدية والمعالم الرئيسية ومتطلبات الامتثال.
- بناء علاقات عمل فعّالة مع فرق المقاولين التجارية لحل المشكلات بكفاءة.
- التعاون مع فرق مراقبة المشروع والهندسة والإنشاءات والمالية والمقاولين.
- تقديم تحليلات تجارية واضحة ونصائح لدعم اتخاذ القرارات المستنيرة.
- عرض الأمور التجارية المعقدة بطريقة موجزة وعملية.
الشروط والمتطلبات
- شهادة جامعية أو مؤهل معادل في مسح الكميات أو الإدارة التجارية أو البناء أو الهندسة أو تخصص ذي صلة.
- خبرة مثبتة في مسح الكميات أو الإدارة التجارية في مشاريع البناء أو البنية التحتية أو الهندسة أو المشاريع الرأسمالية الكبرى.
- خبرة في إدارة عقود البناء وفقاً لـ FIDIC أو NEC4 أو غيرها من نماذج العقود الدولية المعترف بها.
- فهم قوي لآليات الدفع وإدارة التغيير ومراقبة التكاليف والتوقعات والإدارة التجارية للمقاولين.
- القدرة على تقييم عروض المقاولين وتقديم توصيات تجارية متينة.
- مهارات تحليلية وتفاوضية وإعداد تقارير قوية.
- مهارات ممتازة في إدارة العلاقات مع أصحاب المصلحة والتواصل.
- إتقان اللغتين العربية والإنجليزية (كتابةً وتحدثاً)، والقدرة على التعامل بفعالية مع المقاولين والاستشاريين وأصحاب المصلحة السعوديين.
- يفضّل خبرة في NEC4 ECC وخاصة عقود الخيار A.
- يفضّل العضوية المهنية أو العمل نحو الحصول على عضوية RICS أو CIOB أو ما يعادلها.
- يفضّل خبرة في تنفيذ المشاريع داخل المملكة العربية السعودية أو الشرق الأوسط أو بيئات المشاريع الدولية الكبرى الأخرى.
- يفضّل خبرة العمل في بيئة جهة مالك أو شركة إدارة مشاريع (PMC) أو إدارة البرامج.

Working closely with the Commercial Manager and Project Manager, you will oversee contractor commercial performance, assess applications for payment, manage change and variation processes, support cost forecasting, and provide clear commercial advice to support project delivery and decision-making.
The successful candidate will bring strong experience working under major construction contracts, ideally NEC4 and/or FIDIC, together with a proactive approach to commercial management, cost control, risk management, and stakeholder engagement.

- Review contractor applications for payment and assess contractual entitlement.
- Verify completed works against contract requirements, project progress, and agreed payment mechanisms.
- Prepare payment assessments and commercial recommendations.
- Monitor project costs, commitments, liabilities, and expenditure against approved budgets.
- Maintain accurate commercial records and reporting.
- Assess notified changes, variations, compensation events, and their commercial impact.
- Evaluate contractor quotations, cost submissions, risks, and programme implications.
- Prepare independent estimates and commercial assessments.
- Maintain change registers and ensure approved changes are reflected in project forecasts and contract values.
- Identify emerging commercial risks and opportunities.
- Maintain cost reports and forecast final project costs.
- Track actual and forecast expenditure against approved budgets.
- Analyse cost trends, risks, and commercial performance.
- Provide regular commercial reports and recommendations to project leadership.
- Support commercial assurance, governance, and audit activities.
- Support the administration and commercial management of construction contracts.
- Participate in risk management and early warning processes.
- Advise on the commercial implications of project decisions and contract actions.
- Monitor contractual obligations, key milestones, and compliance requirements.
- Build effective working relationships with contractor commercial teams to resolve issues efficiently and proactively.
- Work collaboratively with project controls, engineering, construction, finance, and contractor teams.
- Provide clear commercial analysis and advice to support informed decision-making.
- Present complex commercial matters in a concise and practical manner.
Essential Experience & Qualifications
- Degree or equivalent qualification in Quantity Surveying, Commercial Management, Construction, Engineering, or a related discipline.
- Proven experience in quantity surveying or commercial management on construction, infrastructure, engineering, or major capital projects.
- Experience administering construction contracts under FIDIC, NEC4, or other recognised international forms of contract.
- Strong understanding of payment mechanisms, change management, cost control, forecasting, and contractor commercial management.
- Ability to assess contractor submissions and provide robust commercial recommendations.
- Strong analytical, negotiation, and reporting skills.
- Excellent stakeholder management and communication abilities.
- Fluent Arabic and English language skills (written and verbal), with the ability to engage effectively with Saudi contractors, consultants, and project stakeholders.
- NEC4 ECC experience, particularly Option A contracts.
- Professional membership, or working towards membership, of RICS, CIOB, or equivalent.
- Experience delivering projects within Saudi Arabia, the Middle East, or other international major-project environments.
- Experience working in a client-side, PMC, or programme management environment.
