نبذة عن الوظيفة: أخصائي أول في التحقيقات الجمركية بهيئة الزكاة والضريبة والجمارك، يهدف إلى تنفيذ أنشطة التحقيقات الجمركية المتعلقة بقضايا التهريب التي تقع خارج نطاق الحل الإداري، من خلال تقييم تقارير الضبط والتحقق من الأدلة وإعداد ملفات القضايا بشكل كامل تمهيدًا لرفعها للجهات المختصة، مع ضمان الامتثال للقوانين والإجراءات والمعايير التشغيلية.

المهام والمسؤوليات

  • مراجعة تقارير الضبط والمستندات الداعمة لضمان الاكتمال والدقة والامتثال للمتطلبات التنظيمية.
  • تحليل وقائع القضية والأدلة المتاحة لتأكيد حدوث المخالفات بناءً على منهجيات التحقيق المحددة.
  • تقييم وتوثيق المسؤولية الجنائية الأولية وإعداد النتائج الهيكلية للقضية.
  • إعداد ملفات القضية والمستندات الداعمة المطلوبة للإحالة إلى النيابة العامة.
  • إجراء مقابلات مع المشتبه بهم، وتدوين الأقوال، وضمان إطلاع المشتبه بهم على حقوقهم القانونية وفقًا للإجراءات.
  • ضمان الإخطار الفوري للنيابة العامة عند وقوع الحادث وفقًا للبروتوكولات المحددة.
  • إعداد الطلبات الرسمية لبدء الإجراءات الجنائية الجمركية وتقديمها للمراجعة والاعتماد.
  • الحفاظ على سجلات دقيقة ومنظمة لأنشطة التحقيق والتوثيق.
  • التنسيق مع أصحاب المصلحة الداخليين (القانونيون، العمليات، الامتثال) لاستكمال متطلبات القضية.
  • تحديد المعلومات المفقودة أو الفجوات في توثيق القضية ومتابعتها لضمان الاكتمال.
  • رفع القضايا المعقدة أو غير الواضحة إلى السلطة العليا مع التبرير المناسب والتحليل الداعم.
  • المساهمة في الحفاظ على الامتثال للسياسات والإجراءات الداخلية ومتطلبات التدقيق.

الشروط والمتطلبات

  • درجة البكالوريوس في: القانون، إدارة الأعمال، أو مجال ذي صلة.
  • خبرة من 2 إلى 4 سنوات في مجال ذي صلة في الجمارك، الامتثال، التحقيق، أو الأدوار القانونية المساندة.

Purpose of Job

To execute customs investigation activities related to smuggling cases outside administrative resolution scope by assessing seizure reports, verifying evidence, and preparing complete case files for escalation, ensuring compliance with established laws, procedures, and operational standards

Job Resposiblites

  • Review seizure reports and supporting documentation to ensure completeness, accuracy, and compliance with regulatory requirements.
  • Analyze case facts and available evidence to confirm occurrence of violations based on defined investigation methodologies.
  • Assess and document preliminary criminal liability and prepare structured case findings.
  • Prepare case files and supporting documentation required for referral to Public Prosecution.
  • Conduct suspect interviews, record statements, and ensure suspects are informed of their legal rights in accordance with procedures.
  • Ensure timely notification to Public Prosecution upon incident occurrence in line with defined protocols.
  • Prepare formal requests for initiating customs criminal proceedings and submit for review and approval.
  • Maintain accurate and organized records of investigation activities and documentation.

Job Details

  • Coordinate with internal stakeholders (legal, operations, compliance) to complete case requirements.
  • Identify missing information or gaps in case documentation and follow up to ensure completeness.
  • Escalate complex or unclear cases to higher authority with proper justification and supporting analysis.
  • Contribute to maintaining compliance with internal policies, procedures, and audit requirements.

Communication and Contacs

Education

  • Bachelor’s degree in: Law, Business Administration, or related field

Experience

2-4 years of relevant experience in customs, compliance, investigation, or legal support roles.
