شركة Amentum تعلن عن وظيفة محلل مصادر مفتوحة (OCONUS All Source Analyst - MID) في الرياض، المملكة العربية السعودية، لدعم القيادة المركزية الأمريكية (CENTCOM) وقوات التحالف الجوي من خلال تقديم خدمات تحليلية شاملة في مجال مكافحة الاستخبارات والأمن.

المهام والمسؤوليات

  • تحديد ومراقبة وتقييم جهود الاستخبارات الأجنبية التي تستهدف جمع معلومات أمنية وطنية حساسة عن الأشخاص والأنشطة والمصالح الأمريكية.
  • تطبيق وتدريب على فهم قدرات وأنشطة الاستخبارات الأجنبية، وقدرات مكافحة الاستخبارات وتكتيكاتها وتقنياتها وإجراءاتها لإجراء أبحاث تحليلية معمقة وإنتاج دراسات استخباراتية شاملة والمساهمة في تطوير استراتيجيات مكافحة الاستخبارات.
  • إجراء وتطوير وإنتاج وتقديم برامج تعليمية حول تكتيكات وتقنيات وإجراءات عمليات جمع المعلومات، بما في ذلك العمليات البشرية والتقنية وفقاً لصلاحيات وزارة الدفاع.
  • ضمان امتثال المنتجات لمعايير مجتمع الاستخبارات وقوات التحالف الجوي ورفعها إلى قواعد البيانات المناسبة.
  • الحفاظ على المعرفة بمنظمات الاستخبارات والأمن في الدولة المضيفة، بالإضافة إلى خدمات الاستخبارات من الدول الثالثة والجماعات الإرهابية التي تشكل تهديداً لموارد وأفراد القوات الجوية.
  • تقديم التدريب لجميع المحللين على إجراءات مكافحة الاستخبارات وأمن القوات، وإدارة المصادر، وإدارة الجمع والإنتاج.
  • مراجعة وتقديم تعليقات المحللين على تقارير الاستخبارات الأولية ونشر المنتجات الخام والنهائية للجهات المعنية بما في ذلك قيادة القوات الجوية وقادة القواعد والعملاء الآخرين.
  • إعداد منتجات استخباراتية وتحليلية شاملة حول الاستخبارات الأجنبية والإرهاب، وتسليمها حسب متطلبات القيادة.
  • دمج الاستخبارات والبيانات الأولية من مصادر متعددة وبدرجات تصنيف مختلفة لتحديد التهديدات والاتجاهات وهياكل الخلايا الإرهابية ومواقعها ومعلومات الهجوم على أساس أسبوعي إلى يومي.
  • أداء مهام إدارة الجمع عبر تقييم التقارير الميدانية حول الهياكل التنظيمية للجماعات الإرهابية والعلاقات المتبادلة مع المنظمات الأخرى التي تستهدف وزارة الدفاع.
  • المساعدة في تطوير حزم الاستهداف للتخفيف من التهديدات الموجهة للوحدات والموظفين والموارد التابعة للقوات الجوية ووزارة الدفاع في منطقة مسؤولية القيادة المركزية.
  • إعداد إحاطات تصف طبيعة ونطاق وتحديد الأثر المحتمل للتنسيق والتعاون بين الجماعات المعادية، وتقديمها عند الطلب.
  • تنسيق والحفاظ على علاقات الاتصال مع الوكالات العسكرية والوطنية.
  • ضمان امتثال جميع المنتجات والإحاطات المنتجة لتعليمات التصنيف الأمني والقيود وانتشار المعلومات.
  • تقديم التدريب المتنقل والخدمات الاستشارية لوحدات القوات الجوية في منطقة مسؤولية القيادة المركزية لتوحيد سير عمل المحللين والوكلاء وتحسين دورات الجمع والمعالجة والإنتاج الاستخباراتي.
  • السفر وتقديم الدعم الميداني والبعيد لمواقع أخرى داخل القارة الأمريكية وخارجها حسب متطلبات المهمة، والحفاظ على جواز سفر ساري وتأشيرة والقدرة على الانتشار عالمياً.
  • تقديم استشهادات المصادر لجميع المنتجات وفقاً لتوجيهات مجتمع الاستخبارات، واستخدام الوثائق الحاكمة الشاملة بما في ذلك الإجراءات التشغيلية الموحدة والتوجيهات والتعليمات ذات الصلة.

الشروط والمتطلبات

  • ست (6) سنوات من الخبرة التحليلية الشاملة باستخدام HUMINT أو SIGINT أو IMINT أو OSINT.
  • سنة (1) واحدة من الخبرة التحليلية الشاملة في دعم عمليات مكافحة التجسس أو مكافحة الإرهاب أو الاستخبارات البشرية، على أن تنتهي خلال السنوات الثلاث الأخيرة.

Your Impact:

We are looking for qualified and motivated analysts interested in working within CENTCOM supporting USAF OSI with all-source analytic services. Multiple site locations, including Qatar, Kuwait, Jordan, Saudi Arabia, and United Arab Emirates.

The Counterintelligence Operational Support Team provides Counterintelligence (CI) analysis services that includes the fusing intelligence and collecting of raw data from multiple sources and varying classifications to identify threats, trends, structures, and locations of Foreign Intelligence Entities (FIE). This includes the dissemination of time-sensitive and non-time-sensitive Force Protection (FP) threat information and assessments to supported Commanders including six (6) Air Force Central (AFCENT) forward deployed units within the CENTCOM AOR and one (1) CONUS based unit.

Essential Responsibilities:

  • Identify, monitor, and assess foreign intelligence efforts attempting collection of sensitive national security information on U.S. persons, activities and interests, including threats posed by emerging technologies to U.S. operations and interests.
  • Apply and train to the understanding of foreign intelligence capabilities / activities and U.S. and foreign partner CI capabilities and tactics, techniques, and procedures (TTPs) for indepth analytic research and production of all-source CI studies and contributes to developing CI strategies.
  • Conduct, develop, produce, and present programs of instruction in specified collection operations TTPs, and related or supporting processes, relevant to the various human intelligence and technical intelligence operations under DoD authorities.
  • Ensure products are compliant with ICD and AFOSI standards and uploaded to appropriate databases.
  • Maintain knowledge of host nation intelligence and security organizations.
  • Maintain knowledge of third country intelligence services that pose a threat to DAF resources and the organization’s personnel, and maintain knowledge of the capabilities of state sponsored, transnational, international or regional terrorist groups and their surrogates that threaten DAF security.
  • Provide training to all analysts on CISFP, source management, collection and production management.
  • Review and provide analyst comments for CRs and IIRs. Disseminate raw and finished intelligence products to interested agencies, to include: AFOSI leadership, base commanders, operating environment owners, and other intelligence/counterintelligence customers (both CONUS and OCONUS) who value the direct information and intelligence products.
  • Prepare comprehensive foreign intelligence and terrorism informational or analytical products. Products should be delivered as required by AFOSI or USAFCENT leadership.
  • Fuse intelligence and raw data from multiple sources in varying classifications to identify threats, trends, structures of terrorist cells, their location, and plotting attack information (such as fire- points, impact sites, timeline, etc.) on a weekly to daily basis.
  • Perform collection management duties by evaluating field reports involving terrorist group organizational structures and their involved interrelationships among other organizations and state-sponsored groups targeting the DAF/DoD.
  • Assist in the development of target packages to mitigate threats to 24 EFIS, subordinate units, and DAF/DoD personnel and resources in the USCENTCOM/AFCENT AOR.
  • Prepare briefings that describe the nature, scope, specific identification, and possible impact of coordination and cooperation prevalent among hostile groups. Briefings are prepared upon request by AFOSI leadership, base commanders, operating environment owners, and other intelligence/counterintelligence customers (both CONUS and OCONUS) who value the direct information and intelligence products.
  • Coordinate and maintain liaison relationships with military and national level agencies.
  • Ensure all products and briefings produced in support of this contract are in strict compliance with security classification, restrictive caveats, and dissemination directives.
  • Provide mobile training and advisory services to AFOSI units in the USCENTCOM AOR, in order to standardize analyst and agent workflow and production. Deliver improvements to the collection, processing and production intelligence cycles to unit commanders and other AFOSI leadership. Report accurate information pertaining to training and knowledge levels of personnel at field units in order to make critical and timely decisions. This will be a primary responsibility of the MTT position.
  • Provide mobile training, advisory services, and act as a SME to AFOSI units in the USCENTCOM AOR supporting strategic engagements such as Defense Threat Assessment Methodology Seminars and Crime Scene Exploitation Programs.
  • Travel and provide onsite and offsite support to other CONUS and OCONUS locations in the USCENTCOM AOR as requested. This position may require very frequent and/or extended length OCONUS travel depending upon mission needs.
  • Maintain current passport and visa requirements and maintain the ability to be world-wide deployable to include medical clearances and other items outlined in this PWS.
  • Provide Source citations to all products per ICON guidance.
  • Utilize overarching governing documents including but not limited to 24 EFIS SOPs, DODI 2000.12, 3115.17, 5240.10, 5240.22, S-5240.17, S-3325.07, DODM 5240.02, DCHE-M 33001.001, DCHE-M 33001.002, and Appendix 2 to Annex B of CENTCOM and AFCENT CONOPS, AFI 71-101 V4, OSII 71-144 V1, and CCR 381-16. Deliver products that are free from grammatical, spelling, and formatting errors.

Minimum Requirements (Knowledge, Skills, Abilities):

  • Six (6) years of all-source analytical experience utilizing HUMINT, SIGINT, IMINT, or OSINT.
  • One (1) year comprehensive analytical support to counterintelligence, counterterrorism, and/or HUMINT operations, ending within the last three (3) years.
  • One (1 year) comprehensive analytical or operational experience to operations involving DOD National Defense Strategy priority countries including Russia, China, or Iran.
  • Six (6) years of experience in the development of intelligence analysis products.
  • Strong writing skills and being capable of effectively operating as a member of a combined/joint intelligence team required. Strong briefing skills and being capable of effective communication in the accomplishment of collection management reporting and requirements required.
  • Experience and working knowledge of the following programs and systems within the last three (3) years: Microsoft Office (Word, PowerPoint, Excel, and Access); Analyst Notebook; SIPR/JWICS Access; M3 - Multi Media Messenger (Or other message handling system such as TAC/Tripwire, Palantir, etc.); SOMM - Source Operations Management Module; Proton - JWICS Access Required (or other similar such database such as ROCKSTAR, Voltron, etc.); Intellink; CIDNE - Combined Information Data network Exchange; CIA WIRE; HOT-R (Or CHROME - Counterintelligence and Human Intelligence Requirements, Reporting, and Operations Management Environment); NCTC Online - National Counter Terrorism Center Online; J2 DCP Portal (CJCS Portal) on JWICS. Knowledge ofAFOSII2MS and/or CI2MS is desirable.
  • Desired Experience: bachelor’s degree in international affairs, national security studies, Arabic studies, international business, international terrorism, trends and analysis, intelligence/counterintelligence or other related fields; Southwest Asian regional expertise.

  • TS/SCI

Preferred:
