نبذة عن الوظيفة
سوف يقوم بأداء دعم الصيانة الميدانية ومستوى الإدامة (Field and Sustainment Level) بما في ذلك التحكم في الإنتاج ومراقبة الجودة وإدارة التوريد وصيانة وإصلاح الطائرات. يتطلب الوظيفة أخصائي لوجستيات ماهر قادر على تنفيذ عدة أشكال من إدارة سلسلة التوريد اللوجستية بما في ذلك رموز التوريد العسكرية والنقل المدني. خبرة على المستوى التنظيمي والمتوسط والمستودعي مرغوب فيها لفحص وإصلاح وإزالة واستبدال أجزاء ومكونات الأنظمة الجوية. يتطلب مهارة في إدارة قواعد البيانات وإجراءات توثيق القطع القابلة للإصلاح وإدارة معدات الدعم وإدارة الأدوات وغرفة الأدوات وإجراءات المواد الخطرة وتتبع أدوات المعايرة الدقيقة. سيعمل في ورش متخصصة مرتبطة بعمليات القواعد الثابتة لصيانة المستوى الميداني وكذلك أداء استكشاف الأعطال واختبار وإصلاح الصيانة والامتثال للتوجيهات الفنية على هيكل طائرة H-60 في الجبيل.
المهام والمسؤوليات
- المساعدة في تخطيط وتنسيق ودمج متطلبات الدعم اللوجستي / التوريدي الشامل لجميع أنظمة وأصول الطيران العضوية.
- مراجعة الوثائق المتاحة حول متطلبات الاستحواذ والقواعد والمهام التشغيلية لأنظمة القوات البحرية الملكية السعودية لتحديد والتوصية بمفاهيم الدعم اللوجستي / التوريدي العضوية الأكثر ملاءمة وفعالية من حيث التكلفة.
- المساعدة في إعداد خطة الدعم اللوجستي / التوريدي المتكاملة وخطة الدعم اللاحق ووثائق التخطيط الأخرى لبرامج الاستحواذ والمتابعة.
- المشاركة في الاجتماعات والمؤتمرات ومراجعة برامج الدعم اللوجستي والتوريدي الجارية والمخطط لها. المساعدة في تعزيز مشاركة القوات البحرية الملكية السعودية في هذه الاجتماعات من خلال جداول الأعمال الموصى بها ومراجعة وتنظيم المعلومات والبيانات حول قضايا الدعم اللوجستي / التوريدي في جدول الأعمال المقترح النهائي.
- إجراء دراسات وتحليلات للقضايا المتعلقة بالدعم اللوجستي / التوريدي، وتحديد المفاضلة والفعالية من حيث التكلفة لمسارات العمل البديلة للمساعدة في تعزيز عملية اتخاذ القرار.
- تتبع وتحليل بيانات الدعم اللوجستي / التوريدي لتحديد فعالية مؤشرات إدارة الدعم اللوجستي / التوريدي المختلفة. تحديد الاتجاهات وأوجه القصور في الدعم اللوجستي / التوريدي وتقديم توصيات لتحسين قابلية الدعم اللوجستي / التوريدي حسب الاقتضاء.
- إعداد ومراجعة خطط العمليات والطوارئ اللوجستية / التوريدية حسب الاقتضاء، والمساعدة في إعداد ملاحق الدعم اللوجستي لهذه الخطط لضمان قابلية الدعم اللوجستي / التوريدي للمتطلبات التشغيلية.
- تقييم وتقديم توصيات حول جدوى أتمتة الجوانب المختلفة للدعم اللوجستي / التوريدي.
- المشاركة في تخطيط وتقييم التمارين لضمان استجابة مفاهيم الدعم اللوجستي / التوريدي للاحتياجات التشغيلية. تقديم توصيات للتحسينات عند الضرورة لزيادة فعالية الدعم المطلوب.
- تحديد الحاجة للتدريب وإعداده وتنفيذه على المستوى الفردي والجماعي في مجالات الاهتمام ضمن مجال الدعم اللوجستي / التوريدي.
- المساعدة في تطوير خطط البرامج / العقود / الدعم اللوجستي / التوريدي المختلفة حسب الاقتضاء.
- إعداد المراسلات على أساس يومي حول مجموعة متنوعة من القضايا المتعلقة بالدعم اللوجستي / التوريدي حسب الحاجة.
- تقييم متطلبات نظام الدعم اللوجستي / التوريدي وتحديد القدرات اللازمة لدعم القوة التشغيلية المتوقعة ومتطلبات المهمة. تقديم توصيات لإجراءات الإدارة المناسبة لتحقيق أهداف نمو وتحديث نظام البرامج / العقود / الدعم اللوجستي / التوريدي.
- تحليل وتنظيم وتخطيط وإدارة المراحل المختلفة لأنشطة التزويد اليومي أو قطع الغيار أو الصيانة / الإصلاح لبرنامج واحد أو أكثر ضمن نطاق معتدل.
- تحليل الوثائق التعاقدية والبيانات الفنية وبيانات استخدام العميل وممارسات الصيانة وخصائص التشغيل للعقود المحددة لتحديد متطلبات التزويد بقطع الغيار أو الصيانة / الإصلاح.
- تطوير خطط لوجستية لتعزيز توزيع البضائع والإمدادات. تحديد وتحديد أولويات وتقييم الأصول والبنية التحتية اللوجستية الرئيسية.
- المساعدة في تطوير السياسات والمبادئ التوجيهية والإجراءات لضمان الجودة ومراقبة التكاليف. إجراء دراسات التوزيع والشبكات ومراقبة المخزون وتحليل المتطلبات لتطوير استراتيجيات لتحقيق أوقات التسليم المطلوبة.
الشروط والمتطلبات
- خبرة لا تقل عن 8 سنوات مع درجة البكالوريوس أو 5 سنوات مع درجة الماجستير في مجال ذي صلة.
- خبرة سابقة في التخصصات الوظيفية اللوجستية / التوريدية العسكرية ذات الصلة.
- معرفة عملية بأنظمة الدعم اللوجستي / التوريدي الآلية.
- خبرة في تطوير الخطط والدراسات والتحليلات وإجراء الإحاطات والتدريب مرغوب فيها.
- الإلمام ببرنامج المبيعات العسكرية الخارجية الأمريكية (FMS) مرغوب فيه. خبرة سابقة في الدعم اللوجستي / التوريدي الأمريكي للدول الأجنبية في بيئة خارجية مرغوب فيها أيضًا.
- الحد الأدنى من شهادة الثانوية العامة مطلوب.
- يجب أن يكون قادرًا على الحصول على تصريح تحقيق أمني NAC(T3) والحفاظ عليه، واجتياز فحص المخدرات. يجب أن يكون قادرًا على الحصول على اعتماد / تصريح المنشأة والحفاظ عليه. قد يُطلب الحصول على تصريح سري (Secret Clearance) والحفاظ عليه.
- الحفاظ على مكان عمل خالٍ من المخدرات وإجراء اختبار تعاطي المخدرات بعد العرض وقبل التوظيف.

Will perform Field and Sustainment Level maintenance support/augmentation to include: Production control, Quality Control, Supply Management, maintenance, and repair of aircraft.
Position requires a skilled Logistics Specialist with the ability to perform multiple formats of logistics supply chain management to include military supply codes and civilian transport. Organizational, Intermediate, and Depot level experience are desired to inspect, repair, remove, replace aeronautical system parts and components. Requires skill in database management, repairable documentation procedures, Support Equipment management, tools and tool room management, HAZMAT procedures, and precision calibration tools tracking. Shall work in specialized shops associated with fixed base operations Field Level maintenance as well as perform troubleshooting, testing, maintenance repairs and Technical Directive compliance on the H-60 Airframe in Jubail, Saudi Arabia.

Essential Responsibilities:
- Current or previous experience perform complex logistics work to include but not limited to:
- The contractor provided Logistics Technician with Supply Specialist abilities to assist the RSNF in the following:
- Assists in the planning, coordinating, and integrating the overall logistics / supply support requirements of all organic aviation systems and assets.
- Reviews available documents on the acquisition, basing, and operational mission requirements of RSNF systems to determine and recommend the most suitable organic and cost effective logistics/supply support concepts.
- Assists in the preparation of an Integrated Logistics/Supply Support Plan, Follow-on Support Plan, and other major program supply acquisition and follow-on planning documents as appropriate.
- Participates in meetings and conferences, and reviews on-going and planned logistics and supply programs. Assists in enhancing the RSNF participation in such meetings through recommended agendas, and the review and organization of information and data on logistics/supply issues addressed in the final proposed agenda.
- Conducts studies and analysis of logistics/supply related issues, determining the trade- off and cost effectiveness of alternative courses of action to assist in and enhance the decision-making process.
- Tracks and analyzes logistics/supply data to determine the effectiveness of various logistics/supply management indicators. Identifies trends and logistics/supply support deficiencies and makes recommendations to improve logistics/supply support-ability as appropriate.
- Prepares and reviews logistics/supply operational and contingency plans, as appropriate, and assists in the preparation of logistics support annexes to such plans to ensure the logistics/supply support-ability of operational requirements.
- Assesses and makes recommendations, as appropriate, on the feasibility of automation of various aspects of logistics/supply support
- Participates in the planning and evaluation of exercises to ensure that logistics/supply support concepts are responsive to operational needs. Make recommendations for improvements where necessary to increase the effectiveness of support required.
- Determines the need for, prepares, and conducts individual and group training, as required, on areas of interest within the logistics/supply area.
- Assists in the development of various program/contracts/logistics/supply plans as appropriate.
- Prepares correspondence on a daily basis on a variety of logistics/supply related issues as may be required.
- Evaluates logistics/supply support system requirements and identifies capabilities necessary to support projected operational force and mission requirements. Recommends appropriate management actions for achieving program/contracts/logistics/supply system growth and modernization goals.
- Analyzes, organizes, plans and administers various phases of day-to-day provisioning, spares, or maintenance/repair activities for one or more programs of moderate scope.
- Analyzes contractual documents, technical data, customer usage data, customer maintenance practices, customer operation characteristics, and related reports for assigned contracts to determine spares provisioning or maintenance/repair requirements.
- Develops logistics plans in order to enhance distribution of goods and supplies. Identifies, prioritizes, and assesses key logistics assets and infrastructures.
- Assists in the development of policies, guidelines, and procedures to ensure quality and cost control. Conducts distribution and network studies, monitors inventory and analyzes requirements in order to develop strategies to achieve desired delivery times.
- 8+ years of relevant experience with Bachelor's degree; 5+ years of relevant experience with Masters degree
- Requires experience in related military logistics/supply functional disciplines.
- A working knowledge of automated logistics/supply support systems is required.
- Experience in developing plans, studies and analysis, conducting briefings and training is desired.
- Familiarity with the US Foreign Military Sales (FMS) Program is desired. Previous experience with US logistics/supply support to foreign nations in an overseas environment is also desired.
- A minimum of a high school diploma is required.
- Must be able to obtain and maintain a NAC(T3) Background Investigation and drug test. Must be able to obtain and maintain facility credentials/authorization. May be required to obtain and maintain a secret clearance.
