المهام والمسؤوليات
- التنسيق مع الإدارات الأخرى لضمان تحميل جميع التكاليف بشكل صحيح على المشاريع وتوفير رؤية كاملة لمسؤول مراقبة التكاليف.
- المسؤولية عن ميزانية المشروع، الفوترة، مراقبة التغيير، والتنبؤ بالتكاليف.
- تقديم تحليل مالي وتكاليف بالإضافة إلى تقارير القيمة المكتسبة وأداء التكاليف.
- إعداد خط الأساس للميزانية (الموارد/الإيرادات/التكاليف) باستخدام هيكل تقسيم العمل (WBS) المناسب بالتنسيق مع مختلف التخصصات وبالتعاون مع مدير المشروع والمخطط.
- تحليل وتقييم والتنبؤ بالتكاليف وإعداد تقارير عن حالتها مقارنة بخط الأساس الأساسي بالتعاون مع فريق التخطيط.
- إعداد/تحديث تقارير تتبع التكاليف الأسبوعية والشهرية.
- وضع توقعات الموارد والإيرادات والتكاليف للمشاريع بالتنسيق مع فرق المشروع.
- إجراء تحليل التباين مقابل توقعات خط الأساس واقتراح إجراءات تصحيحية.
- استخدام البيانات والاتجاهات التاريخية للحفاظ على أساس واقعي للتخطيط والتنبؤ المستقبلي.
- المشاركة في المراجعات الشهرية والربع سنوية ودعم فريق المشروع في شرح التباينات والمبررات.
- تقديم التوجيه والإرشاد والمساعدة المتخصصة لحل مشكلات مراقبة التكاليف الصعبة والمعقدة.
- دعم مدير المشروع في مراجعة ووضع اللمسات النهائية لخطة العمل.
- تخصيص أنظمة مراقبة المشروع لتلبية متطلبات المشروع المحددة.
- التواصل مع العملاء وحضور الاجتماعات الدورية وتقديم تقارير إحصائية.
- أداء المهام الأخرى المرتبطة بهذا المنصب حسب الاقتضاء.
الشروط والمتطلبات
- درجة البكالوريوس في المحاسبة/المالية أو مجال ذي صلة من جامعة/مؤسسة معتمدة.
- خبرة لا تقل عن 4 سنوات في إدارة التكاليف مع شهادة SOCPA مسجلة (إلزامية)، والتنبؤ وإعداد التقارير المالية لمشاريع إنشاءات هندسية ضخمة أو إنشاءات ترفيهية.
- إجادة ممتازة للتواصل الكتابي والشفهي باللغة الإنجليزية.
- مهارات متقدمة في استخدام برامج Microsoft Office (خاصة Excel) و Power BI.
المهارات المطلوبة
- يفضل الحصول على درجات مهنية مثل CA أو CPA أو ACCA.
- سجل عمل مع شركات إدارة المشاريع (PMC) والمقاولين الرئيسيين يعتبر خلفية مناسبة.
- معرفة شاملة بممارسات ومعايير الصناعة.

Parsons is looking for an amazingly talented Cost Specialist (Saudi National) to join our team in Tabuk, KSA! In this role you will be involved in developing, implementing, and maintaining cost control functions and protocols in support of the department manager on one or more larger projects.
What You'll Be Doing
Bachelor’s degree in accounting/finance or related field from an accredited university/ institution is required.
At least 4 years Cost Management experience along with SOCPA-registered certificate (this is a must), forecasting, and financial reporting of mega engineering construction or entertainment construction project is required.
Excellent written and oral communications skills in English is required.
Proficient PC skills in MS Office (Advance Excel skills) & power BI is required.

Job Description
Parsons is looking for an amazingly talented Cost Specialist (Saudi National) to join our team in Tabuk, KSA! In this role you will be involved in developing, implementing, and maintaining cost control functions and protocols in support of the department manager on one or more larger projects.
What You'll Be Doing
- Coordinating with other Departments to ensure that all costs are properly charged on jobs and project cost control person has full visibility.
- Responsible for project budget, invoicing, change control, and cost forecasting for the project.
- Provide financial and cost analysis as well as earned value and cost performance reporting.
- Set up baseline budget (resource/revenue/cost) with appropriate WBS (Work Breakdown Structure) interfacing with various disciplines and in coordination with the Project Manager and Scheduler.
- Analyze, evaluate, forecast, and report cost status against the established baseline in collaboration with the planning team.
- Prepares/updates various weekly and monthly cost tracking reports.
- Establishes resource, revenue, and cost projections for projects in coordination with project teams.
- Performs variance analysis against the bassline projections and initiates/recommends corrective actions.
- Utilizes historical data and trends for use in maintaining a realistic basis for future planning and forecasting.
- Participate in the monthly & quarterly reviews and support the project team to explain the variances and justifications.
- Provides guidance, direction, and specialized assistance for the resolution of difficult and complex cost control problem.
- Supports the Project Director in reviewing and finalizing the business plan.
- Customizes project control systems to meet specific project requirements.
- May interface with clients, attend regular meetings, and provide statistical reports.
- Performs other responsibilities associated with this position as may be appropriate.
