Job Purpose

To oversee the operation, processes and all related activities of the Gas Network and to provide technical support to ensure the reliability, safety, compliance to gas standards and regulatory for proper operation of the gas assets and systems.

Key Duties & Responsibility

1.Review operating parameters readings records and trends to identify any abnormality or any potential problem and make the necessary action for resolution.

2.Conduct studies concerning various chronic problems and propose strategic initiatives to solve them in coordination with operation and maintenance team

3.Review and analyze gas billing reports to ensure that all delivered gas are accounted and proper billing is issued to all the customers.

4.Review and analyze the planned expansion, including the connection points and methodologies to ensure that all related activities will not affect the safe and proper operation of the gas network

5.Review the gas connection project design submittal from operation perspective to ensure that the current system and operating conditions will not be affected.

6.Review and approve the planned installation of other utilities across and parallel to gas pipeline network to ensure safe condition of network.

7.Ensure routine tests are carried out according to the pre-determined schedule and against established standards.

8.Ensure technical sustainability of the gas network by keeping updated on the latest gas distribution technology and processes.

9.Recommend improvements to departmental procedure and direct the implementation of instructions and controls covering a specific area of gas network activity so that all relevant procedural/legislative requirements are fulfilled while delivering a quality, cost-effective service to customers.

10.Witness the testing and commissioning of the equipment post shutdown to ensure that all maintenance work has been done effectively.

11.Monitor operational activities to ensure that all work within a specific area of Gas Network is carried out in an efficient manner, consistent with operating procedures and policy.

12.Propose solutions to complex logistical and technical challenges to ensure proper operation of the gas network

13.Monitor the efficiencies and establish KPIs for O&M and auditing, ensuring KPIs are captured and reported for equipment reliability, maintenance performance and planning and scheduling business flow process.

14.Study applicability of the latest technology and processes of gas distribution industry and make recommendation to ensure operational improvement and sustainability.

15.Review, analyze, prepare and monitor the departmental annual budget to ensure that all operating requirements are adequately funded within the fiscal year.

16.Coordinate with other Marafiq stakeholders to ensure that the required strategic plan, activities and other requirement of the gas network are implemented.

17.Coordinate and discuss with Engineering/TSD Department for advice or solutions to enhance the efficiency and performance of the network.

18.Ensure compliance to all relevant safety, quality and environmental management policies, procedures and controls across the department to guarantee employee safety and legislative compliance.

19.Respond immediately as Technical Committee member to emergencies, including fires, to mitigate and rescue Plant, equipment and/or personnel during emergencies.

20.To review and monitor the implementation of the Work Permit System as Authorized Permit Controller to ensure that all non -operational works are done safely.

21.Perform other duties as assigned.

Minimum Education Requirements

• University degree in an Engineering discipline (preferably Mechanical, Chemical or Instrument)

Minimum Experience Requirements

• 8-10 years’ Operation & Maintenance or Process Engineer experience in Gas Transmission or Distribution facility.

• Experience in Gas Measurement technologies and processes.

• Gas Pipeline and Metering skid Project management and design review experience.

• Experience in SAP System.

• Experience in interpreting Hydraulic calculation

• Experience in Gas Standards implementation and application
