تعلن شركة Bechtel Corporation عن وظيفة أخصائي تقني - أنظمة معالجة المياه (Technical Specialist - Water Treatment Systems) في الشرقية الخبر، المملكة العربية السعودية (موقع العمل: رأس الخير).
نبذة عن الوظيفة
يقع موقع العمل في رأس الخير، على بعد حوالي 100 كم شمال مدينة الجبيل الصناعية. يتطلب التنقل يومياً بين الجبيل ورأس الخير باستخدام وسائل النقل المتوفرة / خدمة الحافلات المكوكية. سيتم توفير السكن في مدينة الجبيل الصناعية، كما تتوفر وجبتا الإفطار والغداء مجاناً حالياً للموظفين المكلفين في رأس الخير أثناء أيام العمل. هذه الوظيفة ضمن إدارة مشروع الجبيل، أحد أبرز مشاريع بكتل، حيث تدير الشركة أعمال المقاول الرئيسي لخدمات الإدارة (MSC) بالنيابة عن العميل (الهيئة الملكية).
المهام والمسؤوليات
- تخطيط وتنظيم وتنسيق جميع الأنشطة المتعلقة بتصميم وبناء واختبار وتشغيل وإنتاج ومعالجة وتوزيع وصيانة أنظمة المياه الصالحة للشرب وغير الصالحة للشرب.
- تحديد المشكلات التشغيلية والشخصية والتوصية بالحلول المناسبة؛ والمشاركة في وضع وتنفيذ معايير العمل والسلامة.
- تطوير والإشراف على إعداد وصيانة دراسات وبرامج فعالية التكلفة لأنظمة المياه؛ والمساعدة في إعداد ميزانية القسم.
- وضع المواصفات لشراء معدات جديدة؛ والمشاركة في مراجعة العروض وترسية العقود.
- تنسيق مجموعة واسعة من التحاليل الكيميائية للمياه وفق معايير دقيقة.
- الإشراف على دعم واختبار/التحقق من صحة الأنظمة أثناء تركيب وتشغيل وصيانة معدات معالجة المياه والأنظمة الميكانيكية المرتبطة بها.
- التواصل مع فرق الهندسة والتشغيل والعقارات (مثل قطاع تطوير الاستثمار في الهيئة الملكية) والصحة والسلامة البيئية والقانونية لوضع وتنفيذ حلول في المناطق الريفية التي غالباً ما تفتقر إلى البنية التحتية الملائمة للمياه والصرف الصحي.
- الإشراف على صيانة وموثوقية وامتثال أنظمة معالجة المياه والتطهير في الموقع.
- إجراء المراجعات بدءاً من التصميم المفاهيمي وحتى بدء التشغيل والقبول الأولي.
- تطوير نطاق العمل الهندسي للمشاريع وإعداد أوامر التغيير الهندسية.
الشروط والمتطلبات
- درجة البكالوريوس في العلوم البيولوجية أو الهندسة الكيميائية أو الهندسة الميكانيكية أو الكيمياء أو تخطيط الموارد المائية، وخبرة لا تقل عن 15 عاماً في معالجة وإنتاج المياه أو في الهندسة البيئية؛ أو أي مزيج معادل من الخبرة و/أو التعليم يحقق المعرفة والمهارات والقدرات المماثلة.
- يُفضل بشدة أن يكون المتقدم مهندساً مسجلاً (Engineer of Record) و/أو حاصلاً على اعتماد نهائي للتسليمات المقبولة من الجهات الرسمية. أي القدرة على إظهار الملكية والمسؤولية الفنية والمالية في تقديم الهندسة التفصيلية.
- معرفة أساليب ومبادئ وممارسات أنظمة توزيع ومعالجة المياه ومحطات ضخ مياه الأمطار، بما في ذلك أنظمة التحكم في الأجهزة والعمليات الكهربائية.
- الإلمام بمبادئ الكيمياء والفيزياء، وممارسات وتقنيات المختبرات المستخدمة في معالجة المياه السطحية والجوفية.
- التفكير التقني الإبداعي الموجه نحو الحلول والقدرة على العمل ضمن والاستفادة الكاملة من الرموز والمعايير والإجراءات الفنية.
المهارات المطلوبة
- مهارات ممتازة في التواصل الشفهي والكتابي باللغة الإنجليزية (إجادة تامة). إجادة اللغة العربية إلى جانب الإنجليزية يُعد ميزة إضافية، ولكنه ليس ضرورياً.
- القدرة على تقديم قيادة تقنية قوية وفعالة لمتابعة وتطبيق نهج متسق يعزز ثقافة الإبداع والابتكار والتمكين.
- التأثير على الآخرين وإقناعهم باتخاذ الإجراء أو التوجيه المطلوب.
- التوجه نحو حل النزاعات، مع إظهار مهارات اتصال تقنية ممتازة ومهارات تعامل مع الآخرين، والقدرة على التأثير من خلال النقاش والاستدلال.
- الاهتمام بالتفاصيل ومهارات فعالة في إدارة الوقت.
- دافع ذاتي مع مهارات قيادية وشخصية جيدة وخبرة في التأثير.
- المساءلة الكاملة عن تحديد الأولويات وإدارة عبء العمل الخاص به بفعالية.
- التراخيص الإضافية المفضلة: مهندس محترف معتمد (Chartered Professional Engineer) في بلد التعليم وبلد الممارسة المهنية الحالي.
- خبرة لا تقل عن 5 سنوات في العمل مع كيمياء المياه وتقنيات معالجة المياه التقليدية/الغشائية للتطبيقات الصناعية.
- خبرة لا تقل عن 5 سنوات في قراءة وتفسير الرسومات الهندسية/الإنشائية ومواصفات المعدات، والقدرة على تنفيذ مفاهيم التصميم من خلال الاستكشاف والتطوير وصولاً إلى النشر/التنفيذ القابل للتوسع.
- خبرة لا تقل عن 5 سنوات في مشاريع تتعلق بالعمل مع الوكالات الحكومية والمرافق العامة والعناية الواجبة لتطوير المواقع و/أو جهات التصريح.
- القدرة على قراءة وتفسير المخططات والرسومات التخطيطية ومخططات تدفق عمليات التحكم ورسومات الأنظمة/الشبكات؛ قراءة وتفسير نتائج المختبر لجودة المياه؛ قراءة وتفسير الرسومات التفصيلية ومخططات الأسلاك والمواصفات والخرائط.
- خبرة في تصميم الأنظمة الميكانيكية للمشاريع الصناعية/العملياتية/البنية التحتية.
- خبرة في تصميم العمليات الكيميائية، خاصة معالجة المياه الصالحة للشرب والصناعية.

It is the biggest civil engineering project in modern times-and it's getting bigger. Bechtel has managed the Jubail project, located in the Eastern Province of Saudi Arabia, since it began in the mid-1970s. Saudi Arabian Bechtel Company (SABCO) serves as the Management Services Contractor (MSC), or "owner's representative" for our client, the Royal Commission (RC). We are the Engineering, Procurement, and Construction (EPC) managers, managing design submissions from local AE firms, and overseeing the actual construction work being performed by local contractors and sub-contractors in Jubail and Ras-Al-Khair Industrial Cities.
Work Location: Ras-Al-Khair. The work location for this position is at Ras-Al-Khair which is located about 100 KMS north of Jubail Industrial City. You will be required to commute Jubail - Ras-Al-Khair - Jubail daily using the available transportation facility /shuttle bus service. The accommodation will be provided at Jubail Industrial City. Free breakfast and lunch is currently provided for Ras-Al-Khair assignees during workdays.

Major Responsibilities
- Plans, organizes, and coordinates all activities relating to the design, construction, testing and commissioning, production, treatment, delivery, and maintenance of potable and non-potable water systems.
- Identifies and recommends solutions concerning operational and personnel problems; participates in establishment and implementation of work and safety standards.
- Develops and coordinates the preparation and maintenance of water system cost effectiveness studies and programs; assists in department budget preparation.
- Develops specifications for purchase of new equipment; participates in bid reviews and contract awards.
- Coordinates a wide variety of water chemical analyses to precise standards.
- Oversee support and testing/validation of systems during installation, operation, and maintenance of water treatment equipment and associated mechanical system.
- Interface with internal engineering, operations, real estate (i.e. RCJY Investment Development Sector) and environmental health and safety and legal teams to develop and implement solutions in rural areas that often lack adequate available water and wastewater infrastructure.
- Oversee maintenance, reliability and compliance of on-site water treatment and disinfection systems.
- Carry out reviews from conceptual design through start-up and initial acceptance.
- Development engineering scope of work for a project and preparing engineering change orders.
- University/ Bachelor's degree in Biological Sciences, Chemical Engineering, Mechanical Engineering or Chemistry or Water Resources Planning AND minimum fifteen years of water treatment and production experience or environmental engineering experience; OR, Any equivalent combination of experience and/or education from which comparable knowledge, skills and abilities have been achieved.
- Having been a responsible Engineer of Record and/or Final Certification of Deliverables fit for acceptance to Authorities would be highly regarded. In other words, ability to demonstrate technical and financial ownership and responsibility in delivering detailed engineering.
- Methods, principles and practices of water distribution and treatment systems and storm water pumping stations, including electrical and process instrumentation and control systems.
- Principles of chemistry and physics; laboratory practices and techniques used in the treatment of surface and ground water.
- Alongside, creative solution oriented technical thinker able to work within and fully utilize Technical Codes, Standards and Procedures.
- Skill in oral and written communication i.e., must be fluent in English Language. Additionally, fluency in Arabic language in addition to English would be highly regarded however, is not essential.
- Ability to provide strong, active technical leadership to follow and enforce a consistent approach that nurtures a culture of creativity, innovation, and empowerment.
- Influence and persuade others to take desired action and/or direction.
- Conflict resolution oriented. Must be able to demonstrate excellent technical communication and interpersonal skills, with ability to influence through discussion and reasoning.
- Demonstrated attention to detail and effective time management skills.

- Registered Chartered Professional Engineer of country of acquired education and country of current professional practice.
- 5+ years of experience working with water chemistry and conventional/membrane water treatment technologies for industrial applications.
- 5+ years of experience reading and interpreting construction/engineering design drawings, equipment specifications, and ability to carry design concepts through exploration, development, and into deployment/scalable implementation.
- 5+ years of project-related experience working with government agencies, utilities, site development due diligence and/or permitting entities.
- Able to read and interpret plans, schematics, process control flow diagrams, and system/network drawings; Read and interpret water quality laboratory results ; Read and interpret detailed drawings and wiring diagrams, plans, specifications, and maps.
- Experience in the design of mechanical systems for industrial/process projects/ infrastructures.
- Experience in the design of chemical processes, specifically potable and industrial water treatment plants, and industrial water treatment processes.
- Competent computer literacy and knowledge of design and visualization software.
