Project Overview
Jubail is one of Bechtel’s most remarkable achievements-a city built from the sand up, requiring vast resources and logistical planning on an unprecedented scale. It is one of the biggest civil engineering projects in modern times-and it's getting bigger. Bechtel has managed the Jubail project, located in the Eastern Province of Saudi Arabia, since it began in the mid-1970s.
Saudi Arabian Bechtel Company (SABCO) serves as the Management Services Contractor (MSC), or “owner’s representative” for our client, the Royal Commission (RC). We are the Engineering, Procurement, and Construction (EPC) managers, managing design submissions from local architect/engineering (AE) firms, and overseeing the actual construction work being performed by local contractors and sub-contractors in Jubail and Ras Al-Khair Industrial Cities. In June 2026, Bechtel’s contract with the Royal Commission was renewed for another 5 years with work focusing on building new residential communities, iconic buildings/bridges, major site preparation, commercial buildings, mosques, schools, hospitals, sports facilities, clinics, universities, utility services and infrastructure (electrical sub-stations, lift stations), roads and highways, port and pipeline expansions, and more.
Work Location: Ras Al-Khair. The position is based in Ras Al-Khair, located approximately 100 kilometers north of Jubail Industrial City. Daily commuting between Jubail and Ras Al-Khair is required using either a project provided vehicle or shuttle bus service. Accommodation for this role is provided in Jubail Industrial City. Complimentary breakfast and lunch are provided for Ras Al-Khair assignees on workdays.
Job Summary
The QS and Contract Administration Supervisor, Ras Al Khair, is an office-based role within the Engineering Department of the Royal Commission in Ras Al Khair. The position is responsible for leading quantity surveying and contract administration activities across engineering-led projects, ensuring accuracy in commercial documentation, effective contract management, and alignment with Royal Commission standards.
This role plays a key part in ensuring cost integrity, contractual compliance, and delivery performance across major infrastructure projects within Ras Al Khair.
Major Responsibilities
Quantity Surveying (QS)
- Leads/coordinates the reviews of request for proposal (RFP)/bid documents prepared by the Royal Commission’s AE design consultants.
- Reviews/coordinates technical content and coordination of design for engineering errors and omissions.
- Reviews/coordinates the material take-off, bills of quantities and pay item descriptions in RFP documents and Design Change Proposals for accuracy and completeness.
- Coordinates with Engineering Core Group disciplines for identification of scope errors and omissions, and missing pay items.
- Provides/coordinates package quality checks to reduce bidder queries, design errors and omissions, and missing pay items.
- Development and standardization of the Royal Commission method of measurement, including training and coaching for design consultants.
- Review/coordinate reviews of bid documents and contract change orders for completeness and accuracy.
- Ensure proper monitoring, management and close-out of design review comments during the design review process.
- Provides QS team members with guidance and support and develops team performance metrics.
Contract Administration
- Implement the division of responsibilities matrix which records the project’s agreed assignment of various contract management tasks and the standard work process procedures applicable to contract administration.
- Administers assigned technical contracts maintaining a continual review of progress and providing management with information regarding projected financial, schedule, or technical difficulties.
- Coordinates with other project staff on operational activities affecting contractual rights and obligations, contract performance, contract administration, and other major matters.
- Administers moderately complex contract changes by facilitating negotiations, and obtaining settlement and RC approvals.
- Represents Bechtel in contractual discussions of moderate complexity.
- Administers information programs to ensure mutual understanding of contract terms and conditions.
- Prepares periodic status reports for management.
- Provides guidance and training and transfers knowledge to Saudi National Contracts Administrators.
- Receives direction from the Manager of Engineering and reports to and receives functional support from the Contracts Manager.
Education And Experience Requirements
- Bachelor's degree in engineering or quantity surveying and 10-13 years of experience, or 14-17 years of relevant work experience.
- Relevant experience on infrastructure-based projects, such as site preparation, site development, highways, and buildings projects.
- Expertise in standard methods of measurement and quantity take-offs.
- Familiarity with different bill of quantities work breakdown structures and pay items.
- Knowledgeable in various construction disciplines - civil, structural, electrical, mechanical, and telecommunications.
- Knowledge in the formation and administration of construction, technical, and operation and maintenance (O&M) contracts related to law, negotiating, and cost engineering.
- Estimating experience, claims experience, and contracts experience (formation through close-out).
- Field experience on construction projects with diverse, multi-cultural personnel.
- Working knowledge of standard Microsoft Office software applications.
- Previous experience in supervisory role and/or coaching a team.
Preferred Qualifications And Experience
- Professional Engineer (P.E.) registration or professional membership (MRICS, MCIOB, AACE).
- Familiarity with CSI Masterformat work breakdown structure and composite pay items.
- Previous experience with Bechtel and/or Middle East.
- Previous experience in teaming arrangements with clients is desirable.

- Coaching and mentoring skills required for knowledge transfer to colleagues and external design consultants to develop competency in standard methods of measurements and quantity take-offs.
- Coaching and mentoring skills required for knowledge transfer to colleagues in the administration of contracts, including enhancement of processes and procedures.
- Self-motivated individual with good leadership skills and experience, and the ability to influence staff and management in a cross-functional environment. Resourceful individual with good leadership skills, and with a drive to meet critical project deadlines.

Job Knowledge
- Intermediate to expert knowledge of QS and contracting regulations, policies and practices.
- Specialized courses or experience in QS, pricing, contract law, negotiations and accounting.
- Experience in developing and recommending potential solutions to bills of quantities and contractual problems to management.
- Skill in communicating effectively, both orally and in writing, with team and other project members.
- Knowledge and understanding of the project functional groups and company policies, procedures, and work practices.
