Project Overview
Bechtel has been involved over the last 80 years in some of the world’s busiest and most complex airport projects, including Greenfield and Brownfield developments. In the GCC, we have held significant roles on King Khalid, King Fahad, Dubai, Hamad, and Muscat international airports. Saudi Arabian Bechtel Company has been appointed to provide project management consultancy services (including technical, commercial, and construction management) for the development of a state of the art international airport in the city of Riyadh, Kingdom of Saudi Arabia.
King Salman International Airport will have a capacity of up to 120 million travellers by 2030 and 185 million travellers by 2050, and the capacity to process up to 3.5 million tons of cargo by 2050.
Bechtel will provide PMC services for three new terminals; Terminal 6 is a new build ‘low cost carrier’ - hyper efficient terminal with gross floor area of ≈450,000m2, capacity of 20mppa; Iconic Terminal is a new build ‘new concept’ terminal with gross floor area of ≈ 1M m2, capacity of 40 to 45 mppa, and Private Aviation Terminal and hangars for VIPs and business jet passengers.
Job Summary
Performs a variety of HR support activities that can cover the areas of recruitment, employee relations, learning and development, government relations and other HR activities
Major Responsibilities
- Track the issuance and renewals of iqama and exit/re-entry visas for project personnel.
- Monitor and administer government portals as necessary;
- General Organization of Social Insurance (GOSI),
- Ministry of Human Resources and Social Development platforms such as Qiwa, and Muqeem (MHRSD),
- Ministry of Foreign Affairs (MOFA)
- Support the registration of new joiners and leavers with General Organization of Social Insurance (GOSI), Qiwa and Muqeem.
- Responsible for recruitment, mobilization, demobilization of personnel and onboarding inductions.
- Required to attend and participate in regular project staffing calls, tracking progress status, and working with the various stakeholders to meet mobilization deadlines.
- Maintain personnel files; and keep SmartStaff aligned to the approved deployment plan.
- Provide advice and assistance to management and employees on policy and procedures.
- Ensure accurate interpretation of national and international assignment conditions for locals and expats working on the project.
- Maintains records for all travel including mobilization, demobilization, emergency leave, and business travel.
- Preparation and issuance of employment related letters including contract letters, resignation letters, assignment completion letters, etc.
- Working closely with the SABCO Region & Country Team and leveraging support for consistency and efficiency purposes.
- Supports Learning and Development programs including coordination, data entry, reporting, tracking and maintenance of resources.
- Provides general guidance on Learning and Development programs to the project staff
- Performs data analysis to support the development of talent metrics.
- Administer a scope of Learning and Development programs, which could include pipeline development programs, onboarding, coaching, and mentoring.
- Schedule workshops via the Learning Management System (LMS), coordinate course offerings and provide onsite support during class time.
- Update the LMS with course completions, and other learning and user data.
Education And Experience Requirements
Requires bachelor's degree (or international equivalent) and 2-5 years of relevant experience or 6-9 years of relevant work experience
Required Knowledge And Skills
- Proficient in MS Office-Word, Excel, Outlook and PowerPoint.
- Excellent oral & written communication skills in both Arabic and English.
- Experience in recruiting/staffing for a big corporation.
- Demonstrated knowledge of Human Resources policies and procedures with prior experience in interpretation and implementation of HR policies and procedures
- Working knowledge of Saudi Labor Law and Saudization requirements.
- Effective team player.
- Meeting deadlines, detail oriented, organized and flexible with the ability to interact with varying levels of the organization.
- Ability to work under pressure with changing priorities.
- Strong time management skills/awareness.
