Project Overview
Expo 2030 Riyadh is a global platform where countries, organizations, and individuals will come together to collaborate. Under the theme “Foresight for Tomorrow,” the Expo promotes sustainable development, innovation, and transformative thinking. The event will be held from October 2030 to March 2031 and is expected to welcome over 40 million visits.
The 6 km² Masterplan outlines a comprehensive framework for participation and infrastructure at the Expo. The exhibition space, totaling 491,100 m² GFA, can accommodate up to 197 participating countries and 29 international organizations. Working collaboratively with our customer, Expo 2030 Riyadh Company (ERC), Bechtel will manage the infrastructure program which comprises early works, utilities, and publicly accessible spaces like streets and parks. Our scope on the six-square-kilometer site will transition into a mixed-use legacy development to serve the community after the six-month event is over. The project’s master plan leverages international sustainability standards for urban afforestation, treated water, and energy sources.
Job Summary
The Senior Planner / Scheduler (Pre-Commissioning Planner) will lead the planning, integration, monitoring and reporting of pre-commissioning, commissioning, testing, handover and operational-readiness activities. The role will translate the project’s systemization and turnover strategy into an integrated, logic-driven schedule that connects construction completion with safe energization, testing, acceptance and handover milestones.
The successful candidate will work closely with Construction, Engineering, Commissioning, Quality, HSE, Contracts, Procurement, vendors, contractors and the Employer’s representatives to validate sequence, readiness, constraints and forecast dates. The position requires strong Primavera P6 capability, practical knowledge of completions and turnover processes, and the ability to communicate schedule risk and recovery priorities clearly to senior stakeholders.
Job Dimensions
Reports to and receives technical guidance and operational supervision from designated Project Controls and/or Commissioning management personnel.
Maintains regular working interfaces with project and program controls teams, pre-commissioning and commissioning leads, construction management, engineering, quality, HSE, contracts, procurement, contractors, vendors, customers and other functional stakeholders. May lead schedule integration workshops and coordinate the work of planners supporting commissioning scope.
Major Responsibilities
- Develop, integrate and maintain the pre-commissioning and commissioning schedule within the Integrated Master Schedule (IMS), aligned with contractual milestones, the systemization strategy and the approved handover sequence.
- Establish the planning breakdown for systems, subsystems, areas, facilities, packages and turnover boundaries, ensuring traceability between construction completion, mechanical completion, pre-commissioning, commissioning, performance testing, acceptance and handover.
- Convert commissioning execution plans, procedures and responsibility matrices into detailed, logic-linked activities with clear ownership, durations, calendars, constraints and completion criteria.
- Integrate engineering deliverables, material and equipment availability, vendor support, construction completion, inspection and test records, punch-list clearance, permits, temporary utilities and operational-readiness requirements into the schedule.
- Coordinate with discipline, system and package leads to validate activity sequence, access requirements, isolation boundaries, testing windows and interface dependencies across utilities, infrastructure and facilities.
- Maintain schedule integrity through routine checks of logic, open ends, constraints, calendars, lags, progress status, out-of-sequence work, float and critical-path continuity.
- Prepare and maintain Level 3 and Level 4 pre-commissioning and commissioning schedules, system-based lookaheads, daily or weekly readiness plans and milestone trackers consistent with the approved control framework.
- Monitor planned versus actual performance, identify slippage and emerging bottlenecks, assess downstream milestone impact, and issue timely early warnings with recommended corrective actions.
- Develop schedule scenarios, mitigation plans and recovery schedules to protect energization, testing, acceptance and handover dates; monitor agreed actions through closure.
- Support schedule risk management by identifying commissioning risks, opportunities and uncertainty ranges, maintaining schedule-related risk inputs and contributing to qualitative and quantitative schedule risk assessments.
- Coordinate the incorporation of approved changes, variations and revised execution strategies into the schedule while maintaining baseline traceability and a clear audit trail.
- Provide schedule input to delay analysis and time-impact assessments relating to commissioning interfaces, access, system completion, energization and handover events.
- Prepare concise management outputs including milestone dashboards, system completion curves, S-curves, lookahead reports, variance analysis, critical-path narratives, forecasts and decision-focused presentations.
- Support data alignment between Primavera P6, completions management systems, document control records and reporting dashboards, and promptly reconcile material discrepancies.
Education And Experience Requirements
- Bachelor’s degree in Engineering, Construction Management, Project Management or a related discipline; a postgraduate qualification is advantageous.
- Approximately 12 years of relevant planning and scheduling experience on major infrastructure, utilities, industrial or capital projects, including substantial involvement in pre-commissioning, commissioning, completions and handover.
- Experience working in a PMO, PMC, EPCM or major-project delivery environment, preferably in the Kingdom of Saudi Arabia or the wider Middle East.
- Experience integrating multi-contractor schedules and coordinating system-based completion across complex interfaces is strongly preferred.
Required Knowledge And Skills
- Advanced proficiency in Primavera P6, including WBS and coding structures, calendars, relationships, constraints, baselines, thresholds, layouts, filters and schedule-quality analysis.
- Strong understanding of CPM scheduling, critical and near-critical paths, total and free float, progress status, forecasting, schedule recovery and change control.
- Practical knowledge of pre-commissioning and commissioning sequences, systemization, completions, turnover dossiers, mechanical completion, energization, testing, acceptance and handover.
- Ability to integrate engineering, procurement, construction, quality, vendor and operations-readiness activities into a coherent end-to-end schedule.
- Working knowledge of completion certificates, check sheets, inspection and test records, punch-list management and objective evidence used to substantiate progress.
- Ability to review contractor schedules critically, identify unrealistic logic or assumptions, and communicate required corrective action clearly and constructively.
- Strong analytical capability, attention to detail and confidence working with large, multi-package schedules and incomplete or evolving information.
- Competence in schedule reporting and data visualization using Excel and reporting tools such as Power BI; familiarity with completions-management platforms is advantageous.
- Clear written and verbal communication skills, including preparation of concise schedule narratives, executive summaries and presentations for technical and non-technical audiences.
- Collaborative working style, cultural awareness and the ability to build effective relationships with customers, contractors, functional teams and senior stakeholders.
- Ability to prioritize competing demands, work to fixed reporting cycles and maintain accuracy under time pressure.
Preferred Qualifications
- Project Management Professional (PMP), AACE, PMI-SP or equivalent recognized planning/project-controls certification.
- Training or demonstrated experience in schedule risk analysis, delay analysis, completions management, system turnover or commissioning management.
- Knowledge of relevant schedule-quality assessment practices and project-controls governance requirements.
